Australia, China and the maritime ‘rules-based international order’: comparing the South China Sea and Timor Sea disputes

Abstract: Despite systemic internal and external differences, Australia and China have shown striking similarities in their pursuit of disputed maritime resource and jurisdictional claims. This high-stakes area of international politics is governed by a codified, globally accepted international legal regime (the United Nations Convention on the Law of the Sea), making it an important case for examining the relationship between states’ foreign policies and the ‘rules-based international order’. In the South China Sea, Beijing is haunted by the legacy of its strong geopolitically driven support for an expansive law of the sea regime in the 1970s. Strategic considerations also drove Australia’s belated embrace of international legal processes in the Timor Sea in 2016. Before that, successive Australian governments had been as keen to pursue national maritime interests through bilateral negotiations as their Chinese counterparts. Australia’s shift was enabled by pro-Timor domestic public opinion and a confluence of geographic and commercial circumstances not present in the South China Sea.

Abstract: Western Australia (WA) has recently assumed an unaccustomed centrality in the minds of Australian policymakers. The recent resource boom briefly propelled WA to the forefront of national economic affairs. While this proved a relatively short-lived prominence, the emergence of WA at the centre of a putative ‘Indo-Pacific’ region promises to give it a more enduring strategic significance. This paper details how geopolitical and geoeconomic forces have shaped WA’s developmental history, and why they are likely to do so in the future as well.

Abstract: From its inception, ASEAN has been shaped by the evolving structure of the international system and the activities of more powerful external actors. This is still the case. What is different now is that the nature of the region of which ASEAN is a part has changed in significant ways. Indeed, the entire structure of the international system has undergone a number of profoundly important changes which have forced ASEAN to adjust and recalibrate its own policies. This paper explores this adjustment process and maps the most important forces and actors that are compelling change. By placing the ASEAN experience in a comparative conceptual framework, it becomes possible to identify the key drivers of change and to speculate about their future impact on an organisation that has proved remarkably resilient thus far. The nature of contemporary regional developments and the continuing evolution of the wider international system mean that ASEAN is currently facing major new challenges and questions about its relevance in an era when other regional organisations are emerging to challenge its authority and role.

Abstract: This paper explores the potential for states to act as agents of economic justice in an era of 'globalisation'. After providing a critical review of debates about both economic justice and globalisation, the paper suggests that states retain an important degree of policy-making autonomy-should they care to exercise it. Following this I make a rather unfashionable argument which claims that, if economic justice is actually to be achieved in the contemporary era, it may be up to states to provide it. For the current structures of global governance are not only often ineffective, but they may actually entrench inequality and injustice. In the absence of a just global order, in idual states may have to rely on their own efforts to achieve what economic equality they can.

Abstract: One of the most striking features of the ‘war on terror’ has been the support given to the US by a number of key allies like Australia and Britain. Some observers see this as a form of ‘bandwagoning’ in the face of overwhelming American dominance. And yet, not only is American hegemony far less certain of late, but Australia and Britain participated despite rather than because of any immediate benefits. Moreover, some of the US's key rivals like China appear to have benefited by not aligning themselves with the US. This article argues that bandwagoning, both as a theory and as a rationale for policy-making, is inadequate. Consequently, we need to look at more contingent and specific factors if we want to understand the behaviour of America's allies and rivals.

Abstract: If successfully realised, the Belt and Road Initiative will be the most ambitious and expansive developmental project the world has ever seen. It is not, however, unprecedented. In the aftermath of the Second World War the United States developed what was then an equally unprecedented and ambitious initiative designed to simultaneously facilitate the (re)development of some of the world’s key economies and reinforce its own position as the leader of the western world. Both the American Marshall Plan and China’s BRI are important expressions of geoeconomic influence and power. This paper compares the two projects from the perspectives of ‘hegemonic transitions’ and ‘comparative hegemony’ in order to highlight some striking similarities and noteworthy differences, and gauge the prospects for the BRI and its possible scenarios. Comparatively speaking, the BRI does not have the same sort of compelling geopolitical imperatives and narrative that the emerging Cold War provided for American hegemonic leadership. The Chinese project also lacks the comprehensive global institutional architecture developed in the aftermath of the Second World War that facilitated American influence. Consequently, it may prove more difficult for China to utilise the BRI to translate potential geoeconomic leverage into the sort of hegemonic influence that the US enjoyed during the Cold War, despite its unparalleled ambitions.

Abstract: This article examines civil-military relations in Indonesia and the Philippines in the after-math of the largely unexpected recent coup in Thailand. The central issue it investigates is whether Indonesia and the Philippines may prove equally susceptible to military intervention. The conclusion is that although the potential for coups in the Philippines can never be discounted, Indonesia looks surprisingly stable by contrast. One key cause of this apparent stability, it is argued, is the military's role in economic activities, which makes it more or less content with the status quo. Although the dynamics of civil-military relations are significantly different in both the Philippines and Thailand, all three cases suggest that there is a need to take the political economy of civil-military relations much more seriously if we wish to understand them fully in the contemporary era.

Abstract: There is a good deal of scepticism about the prospects for regionalism in East Asia. There are, however, grounds for supposing that the outlook for regional integration in East Asia is brighter than it has ever been, partly as a consequence of the rise of China. This article explains why an earlier attempt to integrate the region under Japanese imperialism failed, why US foreign policy has effectively foreclosed any possibility of East Asian integration up to now and why it may be accelerating as a consequence of China's growing economic and political impact on the region. To explain these different historical experiences I draw on a form of critical geopolitics which has recently emerged in economic and political geography and which can usefully be incorporated into international relations scholarship.

Abstract: At a time when the world faces a number of complex problems that transcend national borders and which in idual states appear unable to address on their own, multilateralism ought to matter more than ever. All too often, however, attempts to encourage collaborative and effective responses to transnational problems are unable to overcome national interests, or lack the capacity to address novel challenges that defy easy resolution. Despite the urgent need for international cooperation, it is often conspicuous by its absence and it is not unreasonable to ask, does multilateralism really matter anymore? We argue that it does, if only because, there is no alternative. To illustrate multilateralism's weaknesses and potential strengths we provide a novel comparison of the Association of Southeast Asian Nations (ASEAN) and the Arctic Council, which reveals the importance of history, diplomatic styles, the significance of issue areas, and the motivations of members. The two bodies literally and metaphorically illustrate developments in the North and South, and provide a novel and revealing benchmark for measuring the success of multilateral bodies at different moments in history.

Abstract: The old international order created under the auspices of American hegemony in the aftermath of World War 2 appears to be unravelling. In part, this is a consequence of a redistribution of material power in the international system as other powers - especially China – seek to play a more prominent role. In part, however, it is a consequence of the actions of the Trump administration and its privileging of ‘America first’. Consequently, urgent challenges such as dealing with climate change, which seem to necessitate international cooperation, are likely to get worse and even more difficult to address. This paper details and analyses the range of ‘structural’ and agential forces that have collectively shaped the contemporary international order, but which are under increasing stress. Some of these factors— the relative of decline of the US, ‘the rise of the rest’, the persistence of authoritarianism— are familiar features of long-run historical change. What makes them significant in our time, I argue, is their potential to impede much needed international cooperation to address unambiguously collective challenges. Consequently, the new international disorder, threatens nothing less than the end of order of any sort—or any sort one might want to live under, at least.

Abstract: Intuitively, we might expect that security would be broadly conceived in the same way across the world. And yet even the way the security of the state is understood is quite different from the predominant ‘Western’ model in some parts of Asia in particular. Indeed, the constituent parts of broadly conceived ‘security governance’ reveal surprising and illuminating differences about a concept we might otherwise expect to be universal. Nowhere better illustrates this possibility than the East Asian region, which has come to be associated with a distinctive notion of ‘comprehensive security’, which embraces a range of factors beyond conventional military concerns. To understand why East Asia is different we need to consider the region’s specific history and the contemporary challenges it faces. Paradoxically enough, however, the region may be beginning to demonstrate some patterns of behaviour and security concerns that are reminiscent of an earlier ‘Western’ era, raising important theoretical and comparative questions in the process.

Abstract: The central argument of this article is that constructivists in particular underestimate or even ignore the importance of the ‘real’ structural inheritance that shapes state (and the political elites that represent them) behaviour. Even though the future is indeterminate, some outcomes are decidedly more likely than others, especially where policymakers believe they inhabit a strategic universe of zero sum outcomes and where self-reliance and assertion remain important. I suggest that ‘critical realism’ offers a way of accounting for the institutional structures that shape international behaviour. The first half of this article makes the case for a critical realist approach. The second half illustrates the possible importance of this claim with reference to the contemporary geopolitics of the Asia-Pacific region.

Abstract: Since the 1980s a remarkable transformation has occurred in the rationale that informs public policy in Australia. This transformation reflects a fundamental change in the way national economies and populations are conceived by policy-makers, and has led to the emergence of new strategies of governance as a consequence. We argue that this change of direction in Australian public policy may be best thought of as a specific neoliberal 'political rationality'. The first section of the paper outlines changes in con ceptions of the economy and subjectivity which are associated with neoliberalism as a political rationality. The second part of the paper examines the articulation and imple mentation of neoliberalism in Australia over the last couple of decades.

Abstract: The rise of China is the most important development in East Asia in recent times. It presents major opportunities and challenges, if not threats, for ASEAN as a collective entity, and for the in idual countries that compose it. Whether ASEAN can develop a collective, let alone effective response is far from clear. This paper explores and analyses the forces that are likely to determine the outcome.

Abstract: One of the more striking, surprising, and optimism-inducing features of the contemporary international system has been the decline of interstate war. The key question for students of international relations and comparative politics is how this happy state of affairs came about. In short, was this a universal phenomenon or did some regions play a more important and pioneering role in bringing about peaceful change? As part of the roundtable “International Institutions and Peaceful Change,” this essay suggests that Western Europe generally and the European Union in particular played pivotal roles in transforming the international system and the behavior of policymakers. This helped to create the material and ideational conditions in which other parts of the world could replicate this experience, making war less likely and peaceful change more feasible. This argument is developed by comparing the experiences of the EU and the Association of Southeast Asian Nations and their respective institutional offshoots. The essay uses this comparative historical analysis to assess both regions’ capacity to cope with new security challenges, particularly the declining confidence in institutionalized cooperation.

Abstract: The ‘rise of China’ is seen by some observers as a precursor of inevitable hegemonic competition in East Asia. At the very least, it seems likely that China’s influence in East Asia will grow at the expense of the United States. Whether this will eventually amount to a form of ‘hegemonic transition’ is far less clear. It is, therefore, an opportune moment to consider the relative strengths and weaknesses of China and the US in East Asia. This paper suggests that the nature of hegemonic competition and transition is more uncertain and complex than some of the most influential theoretical understandings of hegemony would have us believe.
