Turnover intentions, training and motivations among Australian union staff

Abstract: Staff loss and demotivation can be costly for unions. In this article the authors investigate factors influencing expected voluntary turnover, that is Intention to Leave (ITL), of union employees by conducting an online survey of 160 staff in three Australian unions. Moderated multiple regression analyses revealed that perceived organisational support, shortcomings in training and unmet intrinsic needs predicted ITL, after controlling for burnout, labour market mobility and intrinsic motivations. Critically, the results suggest an interaction effect involving training in some circumstances. Training buffered the impact of low support on ITL, however the adverse effect on ITL of organisational failure to meet staff expectations regarding service to members remained, independent of training. Implications for theory and practice are discussed, including the separate significance of resources and purpose.

Choice and the impact of changes to Sunday premiums in the Australian retail and hospitality industries

Abstract: We assess the effects of reductions in wage premiums (‘penalty rates’) for Sunday work and some of the ideas underpinning them, first by reference to evidence from official and other quantitative data about its likely impact, and second by reference to qualitative data concerning the nature of the choices available to Sunday workers in those industries. We investigate who retail and hospitality employees are (e.g. are they mostly students who can ‘afford’ a cut in penalty rates?). We then find significant and widespread income losses arising from cuts to penalty rates, even after allowing for contested employment gains, though we cannot quantify all possibilities, such as the potential effects of ‘loaded rates’ (though if implemented these would intensify losses for people working public holidays or Sundays). Many workers in retail and hospitality were under financial pressure, had little ‘control’ or found Sunday work difficult, but some were concerned about the effects of refusing Sunday work. Our study has implications for the meaning of ‘choice’ and contributes to understanding uncertainty regarding labour supply behaviour amongst low-income workers.

Casual truths: What do the data on casual employment really mean?

Abstract: We draw on mostly unpublished ABS data to address three related questions: (1) How can we approximate the number of genuinely flexible casual employees? (2) What are the characteristics of work where employees are, or are not, likely to be genuinely flexible casuals? and (3) How many employees are compensated for the disutility of casual employment? Only 6 per cent of leave-deprived workers (1.4% of all employees) are ‘narrowly-defined casuals’. The majority of leave-deprived workers have been with their employer for over a year. The majority expect to be with the same employer over a year into the future. Around half have stable hours from one week to the next and are not on standby. The characteristics of leave-deprived employees do not appear to be those of flexible, casual employment relationships. The common feature appears to be low power. Employers may have the ability to deploy them in all sorts of flexible ways, but often do not need to utilise that flexibility. The popular term ‘permanent casual’ is more accurately phrased as ‘permanently insecure’. The high rate of ‘casual’ employment enables Australia to have an internationally low level of leave coverage.

Has Exploitation Transformed? A Critical Analysis of the Theory of Cognitive Capitalism

Abstract: In this article we critically analyze the theory of cognitive capitalism as developed by Yann Moulier Boutang in his book of that name. He emphasizes a new category of exploitation, seeks to explain the behavior of finance capital, and foretells a coming dominance by cognitive capitalism over industrial capitalism. While his theory has merit and is a useful starting point for further analysis of the interaction between digital technology and capitalism, it has major flaws in: its treatment of financialization, the employment relationship, and the power and dominance of large industrial corporations its claims regarding the alleged superiority of cognitive capitalism and its exposition of a second category of exploitation.
