Abstract: Feasibility consists of inter-related questions. Often, organizations place a narrow technical focus on the technical feasibility of a preferred option (Lucae et al. 2014 Samset 2009). Hence, many frameworks, including TELOS, have been developed to encourage more holistic feasibility appraisal (Bause et al. 2014 Burch 1992). Poorly considered feasibility studies are a significant contributor to project failure, loss of reputation, lost opportunity, excess sunk costs, loss of morale, and litigation (see Sahu 2014).

Abstract: This article reviews the literature on current “best practice” principles for planning public transport (PT) networks within the context of planners seeking to transition their cities toward sustainable mobility. An overview is provided of the history of ideas about network development. The emerging frontiers for multimodal, demand-responsive PT and the potential implications of new transport technology on traditional PT are discussed. The future role of transit-oriented development within PT network structures is considered. The “moderators” to network design that may impede future best practice brings the article to conclusion.

Abstract: Despite a broad consensus that cycling can address a range of transportation issues, many countries have struggled to institute measures to increase cycling participation. Even for cities that have achieved marked progress, there remains a gap in making cycling a truly normative mode of transportation. The practical problem of translating research and converting policy vision into broad-based cycling participation has become an increasingly central focus of international cycling scholarship. To examine the challenges of practically planning for cycling, we focus on the role of local government and report on a survey of all urban and major regional local governments in Australia and New Zealand. By analyzing results across the two countries, we diagnose challenges faced by practitioners in implementing measures to support cycling. Key findings suggest there is support among local government officers and stakeholders for cycling to play an increased role in daily transportation, yet this support is much more mixed at the implementation stage of cycling plans, policies, and infrastructure projects. These findings indicate a pressing need to better equip local government practitioners with tools and knowledge to overcome barriers to providing for cycling, particularly in increasingly politicized and complex contexts.

Abstract: City planning in Australian cities has seen a gradual shift in approach, away from planning to facilitate mobility by car in the post-war period toward planning for land-use ublic transport integration. By assessing the supply of public transport for city accessibility, a considerable variation within each city can be seen. Of interest is the extent to which there is a relationship between the quality of public transport accessibility and the spatial distribution of socioeconomic advantage and disadvantage. This paper examines this issue by mapping spatial data on socioeconomic disadvantage and advantage against indicators of public transport accessibility. The findings show that Australian cities are characterized by a significant level of spatially manifested socioeconomic inequality exacerbated by transport disadvantage. It is argued that a coincidence of public transport infrastructure and service improvements as well as urban intensification and housing affordability policies are required to counteract these trends.

Abstract: Delivering quality is a central goal of planning. A substantial share of planning work involves private practitioners working in consulting firms. Accordingly, there is a need to contemplate the achievement of quality through complex modes of practice, such as work performed by temporary project teams drawn across client, consultant, and stakeholder organizations. Through a review of management and planning literature, and drawing on practice, we synthesize core concepts of quality in planning consultancy. We distill guidance for achieving many forms of quality through meeting erse publics’ interests, and through the continual improvement of the standards and standing of our profession.
