Abstract: The construction industry has dynamic supply chains with multiple suppliers usually engaged in short-term relationships. Government legislation, novel types of payment agreements, conventional information technology solutions, and supply chain management best practices have endeavoured to solve payment-related financial issues in the construction industry, which are mainly caused by the complexities of the construction supply chain. Nevertheless, payment-related issues persist as one of the key challenges in the industry. Applications of blockchain technology–a trusted, distributed data storing mechanism–along with smart contracts are gaining focus as solutions for complex interorganisational processes. A smart contract is a self-executing script that codifies a set of rules or agreements between multiple parties and runs across the blockchain network. This paper identifies the suitability of blockchain and smart contract technologies in solving payment issues in the construction industry. An expert forum of construction industry stakeholders served as the primary data collection method through a structured questionnaire. The key finding of the paper is that blockchain and smart contract powered solutions can significantly mitigate the payment and related financial issues in the construction industry, including partial payments, nonpayments, cost of finance, long payment cycle, retention, and security of payments.

Abstract: This research investigated the impacts of COVID-19 on construction enterprises and good practices adopted by the enterprises in reducing COVID-19 risks. The Sendai Framework (TSF) is widely accepted as a strategic roadmap to reduce disaster risks throughout the life cycle of a disaster. As such, with the aim of enhancing the resilience of Australian construction enterprises, the identified good practices were mapped with TSF priorities to consolidate COVID-19 risk reduction practices that can be adopted by Australian construction enterprises. Case study research approach was used, and three case studies were conducted with small, medium and large construction enterprises. Small, medium and large enterprises were selected based on the Australian Bureau of Statistics classification of the business size. Data were collected through semi-structured interviews conducted with three executive members from the three enterprises. Data were analysed using content analysis. The study found that construction enterprises faced demand and supply side impacts. Infrastructure projects, funded by public sector clients and larger enterprises were least affected. Investments and demand for residential and other building projects were reduced by private sector clients, affecting small and medium enterprises. Findings also show that the construction enterprises adopted good practices in identifying, managing, investing on resilience and recovery that align with TSF priorities. All three enterprises agreed on some common good practices on risk identification, risk management and effective recovery. Different views were shared on investments related to disaster resilience. This study contributes to mitigate the COVID-19 impacts on construction enterprises and subsequent economic and social impacts. This research found how Australian construction enterprises survived during COVID-19. The study adopted TSF to construction and COVID-19 context while consolidating COVID-19 risk reduction practices.

Abstract: Digital twin (DT) is gaining increasing attention due to its ability to present digital replicas of existing assets, processes and systems. DT can integrate artificial intelligence, machine learning, and data analytics to create real-time simulation models. These models learn and update from multiple data sources to predict their physical counterparts’ current and future conditions. This has promoted its relevance in various industries, including the construction industry (CI). However, recognising the existence of a distinct set of factors driving its adoption has not been established. Therefore, this study aims to identify the drivers and integrate them into a classification framework to enhance its understanding. Utilising popular databases, including Scopus, Web of Science, and ScienceDirect, a systematic literature review of 58 relevant DT adoptions in the CI research was conducted. From the review, the drivers for DT adoption in the CI were identified and classified. The results show that developed countries such as the UK, US, Australia, and Italy have been the top countries in advancing DT adoption in the CI, while developing countries have made commendable contributions. A conceptual framework has been developed to enhance the successful adoption of DT in the CI based on 50 identified drivers. The major categories of the framework include concept-oriented drivers, production-driven drivers, operational success drivers, and preservation-driven drivers. The developed framework serves as a guide to propel DT adoption in the CI. Furthermore, this study contributes to the body of knowledge about DT adoption drivers, which is essential for DT promotion in the CI.

Abstract: The purpose of this paper is to report the findings of research into the principles and procedures associated with value management (VM) and assess its use and effectiveness within the construction industry in Northern Ireland. It provides a brief review of the principles, various procedures and methods associated with VM, investigates the positive and negative factors relating to its use whilst analysing the extent of its usage and determining its effectiveness. Using a mixed method approach, the authors present the results of a survey of construction professionals operating in Northern Ireland and provide an examination of three case studies exploring the use of VM within the Northern Ireland construction industry. In an industry where the client's needs and demands are of paramount importance, VM has emerged as a tool which can help satisfy these needs. This study shows that VM is frequently used within the Northern Ireland construction industry and on the whole is quite effective. However, the research exposed a general consensus that the VM process is frequently not implemented at the most appropriate stage of a project, which suggests that if it was, it could perhaps be more effective than it is at present. There is an apparent lack of formal methods used to carry out the VM process. Instead, rather loose and informal methods are used. In the absence of a similar study that analyses the factors that influence the VM process highlighting and documenting the views and opinions expressed by the professionals within today's industry and reviewing the effectiveness of its usage, this paper documents a snapshot of practice of VM within the Northern Ireland construction industry.

Abstract: A better cooperation among all stakeholders working towards enhancing the disaster resilience of societies can only be achieved if the expectations or the needs of each stakeholder are understood. This study attempts to outline the needs of communities affected by disasters for the purpose of aligning the needs and skill requirements with the abilities of built environment professionals serving these communities. Therefore, the study aims to identify and describe community needs and skills requirements for enhancing disaster resilience. The study adopted literature review and semi-structured interviews. The semi-structured interviews were conducted with key members of some communities affected by disasters and with some of the professionals who participated in the restoration/reconstruction of those communities. Data obtained were analysed using NVivo 10. The study revealed the current and emerging needs and skills of communities related to the built environment professionals from the viewpoint of enhancing disaster resilience. Thus, 29 classifications of skill and needs were derived and classified under five major disaster resilience dimensions to include social, economic, technological, environmental and institutional aspects. This study focuses only of the needs and skills of the “community”, which is the major stakeholder that is basically the receiver of all that the other stakeholders of disaster resilience have to offer. This study would help the built environment professionals involved in disaster resilience to become aware of the specific needs and skills of the communities affected by disasters for the purpose of developing their competences. The study findings would be useful for both the built environment professionals and higher education institutions. Because it is important for professionals to update and upgrade their knowledge towards enhancing their capabilities and meeting stakeholders’ expectations in a bid to enhance societal resilience to disasters across all domains of resilience.

Abstract: Disaster risk reduction is prominent in the international policy agenda, and the year 2015 brought together three international policy frameworks that contribute to disaster risk reduction (i.e. the Sendai framework for disaster risk reduction, the Sustainable Development Goals and Paris Climate Change Agreement – COP21). However, there is a dearth of effort at identifying and aligning the specific educational needs of built environment professionals with the three policy frameworks. This is needed to facilitate the incorporation of the contents of the policy frameworks into built environment professionals’ training. Therefore, this study aims to map the educational needs of built environment professionals with the core areas of the three international policy frameworks. This study utilized CADRE (Collaborative Action towards Disaster Resilience Education) research project outcomes alongside the earlier mentioned three international policy frameworks. A comprehensive desk review was done to map the educational needs identified in the CADRE project with the core priority areas of the three policy frameworks. The study revealed the educational needs that are significant towards an effective implementation of the core priority areas of the three international policy frameworks. This study would be beneficial to the built environment professionals involved in disaster risk reduction. They will be aware of the specific knowledge areas that would aid the successful implementation of the aforementioned three international policy frameworks. The outcomes of the study would be beneficial to higher education providers in disaster risk reduction and sustainable development. It has identified the knowledge and competency gaps needed to be bridged in the curricula to meet the demands created by the international policy frameworks.

Abstract: The purpose of this paper is to identify the carbon intensive building elements or “carbon hotspots” of office buildings in order to maximise the carbon reduction potential during design stages. Embodied carbon (EC) estimates of 28 office buildings in the UK were obtained and carbon hotspots of the s le (in accordance with the new rules of measurement (NRM) element classification) were identified using the 80:20 Pareto principle. Frame, substructure, external walls, services and upper floors were identified as carbon hotspots of the selected s le. However, findings do not support the 80:20 ratio in this case but propose a ratio of 80:36. Stairs, internal walls and partitions, internal doors, wall finishes, ceiling finishes and fittings and furnishings were identified as carbon insignificant elements that have a lower EC reduction potential compared to the rest. The findings are applicable to office buildings in the UK but the methodology is adaptable to different types of buildings in other countries. Findings unveil carbon intensive and carbon insignificant building elements of typical office buildings in the UK. This informs designers of the elements that could yield the highest potential EC savings via effective design choices. In addition, a logical design timeline is proposed for building elements based on their element hotspot category and design sequence to assist design decision making.

Abstract: The education and training of construction graduates are highly influenced by the higher education institutions which produced them and the relevant professional bodies, which set the competencies that guide both academic and industrial learning. Thus, it is important to ascertain what the key stakeholders perceive construction graduates should achieve in competencies. Construction is a practice-oriented collection of professions, thus, this research focussed on the quantity surveying (QS) profession that is responsible for cost control and management of construction projects, and accredited by the Royal Institution of Chartered Surveyors. The purpose of this paper is to identify and analyse the expected level of competencies attained by QS graduates, assess the industry perception of the achievement of competencies by QS graduates, and the ranking of competencies in the order of perceived importance. The study adopted three different data gathering phases to include literature review, expert forum, and two surveys – industry and academia. The research revealed unrealistically high expectations by the construction industry of QS graduates achieving a high level of competency in ten mandatory, seven core, and seven optional competencies. The research found that there were significant levels of dissatisfaction with the expected level of achievement of mandatory, core, and optional competencies by the QS graduates. Thus, a perception gap was identified between the academia and the industry. This research will provide a benchmarking tool for curricula alignment for the construction degree programmes in higher education. The identification of the exact nature of industry competencies requirements and any variations will assist the construction graduates to connect more effectively to the industry. These research findings confirm the need for continued expansion of curricula and ersification of pedagogies.

Abstract: The growing interest in Knowledge Management (KM) has led to increased attention to Social Network Analysis (SNA) as a tool to map the relationships in networks. SNA can be used to evaluate knowledge flows between project teams, contributing to collaborative working and improved performance. Similarly, it has the potential to be used for construction projects and organisations. This paper aims at identifying current trends and future research directions related to using SNA for KM in construction. A systematic review and thematic analysis were used to critically review the existing studies and identify potential research areas in construction specifically related to research approaches and explore the possibilities for extension of SNA in KM. The findings revealed that there are knowledge gaps in research approaches with case study-based research involving external stakeholders, collaborations, development of communication protocols, which are priority areas identified for future research. SNA in KM related to construction could be extended to develop models that capture both formal and informal relationships as well as the KM process in pre-construction, construction, and post-construction stages to improve the performance of projects. Similarly, SNA can be integrated with methodological concepts, such as Analytic Hierarchy Process (AHP), knowledge broker, and so forth, to improve KM processes in construction. This study identifies potential research areas that provide the basis for stakeholders and academia to resolve current issues in the use of SNA for KM in construction.

Abstract: Selecting a better performing contractor at the procurement stage is crucial in achieving a successful outcome for a construction project. The construction industry lacks a systematic and purpose driven method to assess performance of contractors using objective metrics. There are many approaches to measuring construction performance, but most are complicated and have high dependency on data that is difficult to attain. This paper aims to create a model for evaluating construction contractors’ performance based on directly attributable measures that are quantitative and easy to gather. This makes such a model more attractive and easier to use. Initially, a detailed literature review revealed different categories of measures of performance (MoP) and corresponding critical measures of performance (CMoP). Through a series of Delphi-based expert forums, the set of measures were fine-tuned and shortlisted. Fuzzy analytic hierarchy process-based comparisons were then used for developing a contractors’ performance model to quantify their level of performance based on a limited set of organisation-specific and project-specific measures. The results indicate a shift from traditional measures and a higher preference towards non-price measures. The performance model can be further developed to systematically rank the prospective contractors at the procurement stage based on seven non-price measures.

Abstract: Digital twin (DT) has gained significant recognition among researchers due to its potential across industries. With the prime goal of solving numerous challenges confronting the construction industry (CI), DT in recent years has witnessed several applications in the CI. Hence, researchers have been advocating for DT adoption to tackle the challenges of the CI. Notwithstanding, a distinguishable set of barriers that oppose the adoption of DT in the CI has not been determined. Therefore, this paper identifies the barriers and incorporates them into a classified framework to enhance the roadmap for adopting DT in the CI. This research conducts an extensive review of the literature and analyses the barriers whilst integrating the science mapping technique. Using Scopus, ScienceDirect, and Web of Science databases, 154 related bibliographic records were identified and analysed using science mapping, while 40 carefully selected relevant publications were systematically reviewed. From the review, the top five barriers identified include low level of knowledge, low level of technology acceptance, lack of clear DT value propositions, project complexities, and static nature of building data. The results show that the UK, China, the USA, and Germany are the countries spearheading the DT adoption in the CI, while only a small number of institutions from Australia, the UK, Algeria, and Greece have established institutional collaborations for DT research. A conceptual framework was developed on the basis of 30 identified barriers to support the DT adoption roadmap. The main categories of the framework comprise stakeholder-oriented, industry-related, construction-enterprise-related, and technology-related barriers. The identified barriers and the framework will guide and broaden the knowledge of DT, which is critical for successful adoption in the construction industry.

Abstract: Transparent insulation materials (TIMs) have been developed for application to building facades to reduce heating energy demands of a building. The purpose of this research is to investigate the feasibility of TI‐applications for high‐rise and low‐rise office buildings in London, UK, to reduce heating energy demands in winter and reduce overheating problems in summer. The energy performance of these office building models was simulated using an energy simulation package, Environmental Systems Performance‐research (ESP‐r), for a full calendar year. The simulations were initially performed for the buildings with conventional wall elements, prior to those with TI‐systems (TI‐walls and TI‐glazing) used to replace the conventional wall elements. Surface temperatures of the conventional wall elements and TI‐systems, air temperature inside the 20 mm wide air gaps in the TI‐wall, dry‐bulb zone temperature and energy demands required for the office zones were predicted. Peak temperatures of between 50 and 70°C were predicted for the internal surface of the TI‐systems, which clearly demonstrated the large effect of absorption of solar energy flux by the brick wall mass with an absorptivity of 90 percent behind the TIM layer. In the office zones, the magnitude of temperature swings during daytime was reduced, as demonstrated by a 10 to 12 h delay in heat transmission from the external façade to the office zones. Such reduction indicates the overheating problems could be reduced potentially by TI‐applications. This research presents the scale and scope of design optimisation of TI‐systems with ESP‐r simulations, which is a critical process prior to applications to real buildings.

Abstract: Early career experience can play a significant part in lifelong professional capability and the support and knowledge gained during the early years of graduate employment can influence future career direction and success. Whilst there are prescribed models of graduate development relative to the surveying professions, for ex le, those relating to the APC utilised by the RICS, there has been little evaluation in terms of their relative contribution to career success. Through the use of a questionnaire survey, the issue of learning and development for new graduates in their early career, the extent to which new graduates perceive themselves to be competent in various major quantity surveying activities and, the range of graduate training provided by the employer were explored. The main conclusions drawn from the study are that: new graduates exhibit a high level of self-doubt in professional competence task competence is influenced by frequency of application, years of postgraduate experience and the mode of study taken by graduates in entering the QS profession. There is a difference between training received by graduates working for consultant and contracting employers. Graduates from full time study mode tend to receive more training from their employers compared to part time graduates.

Abstract: Blockchain technology has been proposed as a potential solution for coordinating information and trust to aid the development of a single source of the truth data model, going beyond peer-to-peer cash transactions. It is, therefore, argued that the construction supply chain (CSC) will resolve issues related to the lack of reliable platforms for construction and asset management operations once blockchain technology and Building Information Modelling (BIM) are integrated. Though there is no longer any debate about the importance of integrating blockchain technology with BIM, there is still a lack of academic literature on its proof of concept. This study aims to create a thorough proof of concept for integrating blockchain technology and BIM for supply chain data delivery. It demonstrated a step-by-step methodology starting from understanding the current business scenario and proposing logical system architecture, followed by selecting a blockchain platform, designing system architecture related to technologies, prototyping, and evaluating through a virtual business scenario. The software prototype presented in this paper helps establish the technological viability of a single source of the truth data model for integrating blockchain technology and BIM. The supply chain data delivery for handover was considered in this software prototype. However, the process used to create this software prototype can be replicated in future work on blockchain technology-based built environment applications or digital transformation in the built environment research.

Abstract: Offsite construction (OSC) in Southeast Asia is facing many challenges due to the COVID-19 pandemic. Despite its importance, there is scant research on this topic in the region. This study aims to review OSC and identify determinants of success and their correlation with success after the pandemic in the Southeast Asian region. This paper follows a sequential exploratory mixed methodology: (1) reviewing statistical data relevant to construction in four countries, (2) carrying out a configurative literature review and documentary research, (3) eliciting responses from in-depth interviews consisting of two phases, (4) collecting written consultancies, and (5) capturing experts’ opinions in four countries through a questionnaire survey. The study uses three statistical techniques to determine the correlations between factors: ordinal logistic regression with factors input, a generalized linear model with ordinal logistic response and covariates, and Spearman’s correlations. Based on 55 variables and 459 responses from 4 countries, the statistical calculations identify the 42 most significant pairs of relationships between determinants and success, from which the follow-up priorities involve economic differentiation, productivity in the factory setting, reducing uncertainty over the program, and minimizing disturbances in the vicinity of the site under post-COVID-19 controls. This empirical research generates three outcomes: (1) filling the gap of OSC review in the region, (2) offering topical solutions for the construction industry after COVID-19, and (3) helping four countries derive economic benefits from OSC.

Abstract: The purpose of this paper is to identify and compare cost and carbon critical elements of two office buildings, and to help achieve an optimum balance between the capital cost (CC) and embodied carbon (EC) of buildings. Case study approach was employed to study cost and carbon critical elements of two office buildings as it allows an in-depth and holistic investigation. Elemental estimates of CC and EC were prepared from BoQs of the two buildings by obtaining rates from the UK Building Blackbook. Pareto principle (80:20 rule) was used to identify carbon and cost critical elements of the two buildings, and the significance hierarchies of building elements were compared. Substructure, frame and services were identified as both carbon and cost critical elements responsible for more than 70 per cent of the total CC and EC of both buildings. Stairs and r s, internal doors and fittings, furnishings and equipment were identified to be the least carbon- and cost-significant elements contributing less than 2 per cent of total CC and EC in both buildings. The hierarchy of cost and carbon significance varies between buildings due to the difference in the specification and design. The increasing significance of dual currency (cost and carbon) demands cost and carbon management during the early stages of projects. Hence, this paper suggests that focusing on carbon and cost-intensive building elements is a way forward to keep both cost and carbon under control during the early stages of projects.

Abstract: – The purpose of this study is to use critical success factors (CSFs) to develop a process maturity and determine the current maturity levels of stakeholder organisations in public–private partnership (PPP) project implementation in Nigeria. The success of any PPP project is largely dependent on the country’s maturity on CSFs that made PPP projects successful. Thus, the identification of metrics and standards for measuring the maturity of stakeholder organisations on CSFs for PPP project implementation remains a challenge. – The study adopted literature review and six PPP project case studies including interviews in each case study and expert forum. The outcome of a comprehensive literature review provides a total list of 14 CSFs that made PPP projects successful in Nigeria. These CSFs were used for capability maturity levels ' definition ranging from level 1 ( Ad hoc ) to level 5 (Optimising) in line with capability maturity model concept. Quantitative assessment was considered as a support tool for making an overall assessment of both the public and private organisations ' current capability maturity levels and for comparison approach. – A capability enhancement framework for stakeholder organisations in PPP project was developed. This framework was used in assessing the current capability maturity levels of stakeholder organisations involved in PPP projects in Nigeria. Using this framework, it was found that public sector organisations were positioned between maturity level 1 and maturity level 2 (out of five maturity levels) on CSFs applicable to them. While, most private sector organisations were placed in maturity level 2 on CSFs associated with them. – The results emanated from this study provided both the theoretical and practical implications. The theoretical implication provides new insights into the usefulness of CSFs in PPP projects and indicates that merely identifying possible CSFs for PPP projects is not sufficient. The practical implication shows that the framework developed in this study had provided the benchmark for the identification of methodical approach, and standard to process improvement in PPP infrastructure projects, which can be replicated in both the developed and developing countries. Thus, the framework could be used to benchmark future studies. – The framework would provide a useful guide and roadmaps for improvement by indicating “what” needs to be done by stakeholder organisations involved in PPP projects in achieving higher capability maturity levels on identified CSFs for PPP projects in Nigeria and developing countries at large.

Abstract: Offsite construction (OSC) delivers multiple products that vary in design and building complexity. Considering the growing prevalence of OSC, a systematic categorization of OSC types can offer operational and macroeconomic benefits to the construction industry. The purpose of this study is to develop an OSC typology through a systematic process, as existing studies do not present a rigorously evaluated typology that suits the modern OSC context. The research addresses the following research question: what are the distinct characteristics of unique OSC types that have emerged through the adoption of Industry 4.0-based technological advancements? Due to the rapid advancement of production and construction technologies, the existing OSC classifications are becoming outdated. As such, a detailed review of OSC technologies was conducted which enabled the identification of OSC categories: components, panels, pods, modules, complete buildings, and flat-pack (foldable structure). A series of case studies was then reviewed to explore and analyze the relevance of these OSC types in practice. It was then subjected to a Delphi-based multi-level expert forum to develop a modern and future-proof OSC typology. The rigorous process validated, defined, and delineated the boundaries between the OSC types. The research confirmed that OSC types can be broadly categorized as volumetric (pods, modules, complete buildings) and non-volumetric (components, panels, foldable structure). The results indicated that OSC skills vary with the complexity of OSC types, and that lightweight steel and timber are the most common materials.

Abstract: The purpose of this study is to identify and critically assess the barriers to bond financing for public–private partnership (PPP) infrastructure projects in Nigeria using an empirical quantitative analysis. Innovative ways to finance long-term infrastructure projects had been documented. However, there is a dearth of empirical studies on the barriers to bond financing for PPP infrastructure projects. A comprehensive literature review was conducted to identify the barriers to bond financing for infrastructure projects, which were employed to design a questionnaire. A questionnaire survey was carried out which targeted financial experts in the Nigerian financial institutions/local banks. Data collected were analysed using descriptive and inferential statistics to include mean score, chi-square (χ 2 ) test and factor analysis (principal component analysis). The analysis of the ranking in terms of the mean score values for the 12 identified barriers indicated that all the identified barriers are considered by respondents as critical barriers to bond financing for PPP infrastructure projects in Nigeria. The study, through factor analysis, grouped the 12 identified barriers into 5 principal factors. These include governance and institutional capacity issues, higher issuance cost and risk, difficulties in getting approval for changes, the small size of bond markets and stringent disclosure requirements. This research is significant by providing the empirical evidence of the barriers to bond financing for PPP infrastructure in emerging markets, especially in Nigeria. The findings would enable the policymakers to draw some policy recommendations that will positively influence the development of bond markets in Nigeria and emerging markets at large. These study findings are crucial, as not many empirical studies have been conducted in Nigeria.

Abstract: Project management standards, like PMBOK, have had a considerable role in developing this field of knowledge and promoting it as a professional expertise in project-oriented industries, such as the construction industry. The latest version of PMBOK, seventh edition—2021, has been released with substantial changes, and the conventional process-based system has been converted to a performance-based approach. This study aimed to investigate the recent edition of PMBOK, to explore its application and adaptation regarding the specific characteristics of the construction industry. For this purpose, utilizing a hybrid methodology of text mining and survey method, at first, the content of the text was analyzed by software in combination with experts’ opinions. In a parallel survey, the distinctive attributes of the construction industry were investigated, and in the next step, the way that this sector can benefit from the emerging framework was examined. The results show the construction industry has special peculiarities in the form of four different project types with specific phases in typical lifecycle and reveal the potential applicability of performance domains in the construction projects and the compatibility of project management principles. This study is one of the first attempts to review the novel presented standard of PMBOK seventh edition and contributes to the present knowledge by analyzing the construction industry in relation to this issue.

Abstract: Although studies on student residential satisfaction abound, yet there are limited studies conducted on students’ satisfaction in respect of hostel accommodation facilities undertaken through public-private partnerships (PPPs) in Nigeria. The purpose of this study is to assess the level of students’ satisfaction with the provision of university hostel accommodation facility using build-operate-transfer (BOT) model at University of Lagos (Unilag), Nigeria. The study adopted literature review and questionnaire survey within the case study of a BOT hostel accommodation facility at Unilag in Nigeria. The students who reside at the case study were the respondents. Hence, 153 self-administered questionnaires were purposively distributed face-to-face to the entire student population that live in the BOT hostel. Thus, a total of 96 completed questionnaires representing 63 per cent were collected and found suitable for the analysis. The data collected were analysed using the mean score and chi-square ( χ 2 ) test. The study revealed a total mean satisfaction level of 3.46 (on a 5-point Likert scale), which indicates that students are “somehow satisfied” with the university hostel accommodation facility undertaken through BOT. The study further established that age and level of students have no significant influence on the overall students’ satisfaction with their hostel accommodation facility undertaken through BOT. The study would provide valuable feedback to private investors, university authorities and facility managers of higher education institutions to improve their services in the near future. The identified variables that have tested to be significant in assessing students’ level of satisfaction in BOT hostel accommodation facilities could be used to assess users’ satisfaction in similar facilities delivered through PPPs in other countries.

Abstract: In stark comparison to reductions achieved in the number of human casualties from disasters it is now evident that economic losses are increasing at a much higher rate. While several events contribute to economic loss from disasters, loss from built environment (property) damages and its consequential effects are significant. The overarching purpose of this paper is to systematically summarise and synthesise literature, critically discuss issues, and identify methodological problems as well as research, practice gaps and potential solutions to matters relating to financing and investment in Disaster resilience in the Built Environment. Literature materials used for this the paper were gathered from reputable sources. As part of the findings of the study, a growing shift towards investment and enhancement of disaster resilience through the principles of corporate social responsibility and public private partnership was observed. However, many of the documented investments were made after disaster struck once or nearby.

Abstract: The COVID-19 pandemic has brought massive online activities and increased cybersecurity incidents and cybercrime. As a result of this, the cyber reputation of organisations has also received increased scrutiny and global attention. Due to increased cybercrime, reputation displaying a more important role within risk management frameworks both within public and private institutions is vital. This study identifies key factors in determining reputational damage to public and private sector institutions through cyberattacks. Researchers conducted an extensive review of the literature, which addresses factors relating to risk management of reputation post-cyber breach. The study identified 42 potential factors, which were then classified using the STAR model. This model is an organisational design framework and was suitable due to its alignment with organisations. A qualitative study using semi-structured and structured questions was conducted with purposively selected cybersecurity experts in both public and private sector institutions. Data obtained from the expert forum were analysed using thematic analysis, which revealed that a commonly accepted definition for cyber reputation was lacking despite the growing use of the term “online reputation”. In addition, the structured questions data were analysed using relative importance index rankings. The analysis results revealed significant factors in determining reputational damage due to cyberattacks, as well as highlighting reputation factor discrepancies between private and public institutions. Theoretically, this study contributes to the body of knowledge relating to cybersecurity of organisations. Practically, this research is expected to aid organisations to properly position themselves to meet cyber incidents and become more competitive in the post-COVID-19 era.

Abstract: Blockchain can be introduced to use cases in the built environment where reliability of transaction records is paramount. Blockchain facilitates decentralised, cryptographically secure, trustworthy, and immutable recordkeeping of transactions. However, more research is urgently required to understand the process and complications in implementing blockchain solutions in the built environment. This paper demonstrates a methodology for developing a blockchain system starting from problem analysis, selection of blockchain platform, system modelling, prototype development, and evaluation. The evolutionary prototyping model was selected as the software development methodology for the use case of property transactions. A systematic process protocol involving the multi-criteria decision-making method, Simple Multi Attribute Rating Technique (SMART), was used to select Hyperledger Fabric as the most suitable blockchain platform for the prototype. The system architecture facilitates a simplified, lean property transaction process implemented through chaincode (smart contract) algorithms and graphical user interfaces. System evaluation through test cases allowed iterative improvements, leading to an incubation-ready software prototype. The contribution to knowledge of this paper is in the demonstration of the process to follow to implement a blockchain solution for a specific domain. The findings provide the foundation for developing proofs of concept for other potential applications of blockchain in the built environment.

Abstract: The presence of previous awarded public-private partnership (PPP) infrastructure projects that significantly delays reaching financial close constrain the likely success of new PPP projects. However, effort at investigating financial close delays of PPP projects through empirical studies by the research community received scant attention. Thus, the purpose of this paper is to identify and assess the factors causing delays in PPP projects from reaching financial close in developing countries. The study adopted literature review and questionnaire survey. In order to capture a broad perception, a questionnaire survey was adopted, which was administered to three different primary stakeholder categories comprised public sector authorities (i.e. ministries, department, and agencies), concessionaires, and lenders/banks already involved in PPP infrastructure projects implementation in Nigeria. The data obtained were analysed using mean score, Kruskal-Wallis test, and factor analysis. The study revealed the mean score ranking of 39 identified causes of financial close delays in PPP projects, and the mean score values for all the identified 39 causes of financial close delays are very high. The study, through factor analysis, categorised the 39 identified causes of financial close delays into eight principal factors. The factors are: decreased bankability of PPP projects unstable economic policy weak financial, technical, and managerial capabilities of the concessionaires weak public institutions lack of creditworthiness of both the project sponsors and active partner unfavourable economy of the host country weak legal and unfavourable environment and high contingent liabilities, respectively. The identification and evaluation of the factors delaying PPP projects development from reaching financial close in a reasonable time manner would be useful for PPP primary stakeholders to develop strategies to safeguard the present and future PPP projects implementation in developing countries. The study findings would be useful for both policymakers considering PPP projects and private investors seeking to finance PPP projects in developing countries. This study is crucial as not many empirical studies have been conducted in developing countries.

Abstract: – The purpose of this paper is to identify and assess the perceptions of stakeholders on critical success factors (CSFs) for Public Private Partnership (PPP) projects in Nigeria. – A comprehensive literature review was conducted to identify the CSFs for PPP projects, which were employed to design a questionnaire survey. In order to capture a broad perception of stakeholders, the questionnaires were administered to five different stakeholder organisations involved in different PPP projects implementation in Nigeria. Data collected were analysed using descriptive statistics, mean score, Kruskal-Wallis test, analysis of variance (ANOVA), and factor analysis. – The study revealed the result of mean score ranking, which indicated that all the stakeholders considered the identified 26 CSFs important and crucial for the successful implementation of PPP projects in Nigeria. Thus, the results of Kruskal-Wallis test and ANOVA indicated that except for six (out of 26) identified CSFs, there is no statistically significant difference in the perceptions of the stakeholders on CSFs for PPP projects in Nigeria. The study, through factor analysis, grouped the 26 identified CSFs into six principal factors. – This research would be of benefit to stakeholders in PPPs to be aware of CSFs that demand utmost consideration. Also the identified CSFs are expected to enhance the success rate of PPP projects. – The findings would be useful for PPP stakeholders in making decisions and in implementing PPP projects towards achieving value for money. This research will also be of interest to other academic researchers intending to investigate CSFs for PPP projects in other locations.

Abstract: The pre-project planning phase has a significant impact on the achievement of project objectives because during this stage, major decisions including involving contract strategies are made with a high degree of uncertainty. Studies show that the contract type can play a unique role in the achievement of project success. On the other hand, drilling projects can be considered as one of the most critical types of projects in the petroleum industry. In this research, a novel risk based best-worst method (risk-BWM) is proposed for solving the issue of selecting the best contract strategy. A three level methodology was designed firstly, the risk breakdown structure (RBS) of drilling projects was created in four levels including one heading in level 0, eight main areas of risk in level 1, 34 sub-areas of risk in level 2, and finally, 217 risk items in level 3. Secondly and on the basis of BWM, the weights of risk factors were determined as the selection criteria and consequently the best and the worst criteria were specified. Finally, using pair-wise comparisons between six types of drilling prevalent in contracts, the most appropriate contract type was proposed. The contribution of this study is the development of a generic RBS for drilling projects and application of the risk factors for the first time for the selection of contract type using the BWM method, which has the potential of being adapted for other types of underground projects.

Abstract: Carbon emissions are categorised as Embodied Carbon (EC) occurring in the production phase and Operational Carbon (OC) occurring in the operational phase of buildings. The current focus on producing zero-carbon buildings, emphasises reducing OC and ignores the importance of reducing EC emissions. This study focuses on EC. Methods available in EC estimating currently produce estimates that often do not complement each other. This makes it important to develop a robust and accurate methodology for estimating EC. Blockchain is an emerging technology that has significant potential for transaction processing in supply chains. The construction industry being the second least digitalised industry, the adoption of innovative technologies is predominantly important. This paper explores the potential application of blockchain for accurate estimation of EC in construction supply chains. A detailed literature review and expert interviews revealed that, compared to traditional information systems, blockchain systems could eliminate issues in EC estimating highlighting its potential credible application for EC estimating. Scalability was identified as a feature that was lacking in a blockchain system, however, for EC estimating, its impact was identified as minimal. It will be difficult to generalise the findings of the study due to interview based qualitative methodology adopted in this study along with the fact that blockchain is an emerging and fairly new technology. However, a similar process could be followed by other studies to compare blockchain with traditional information systems, to evaluate the suitability of blockchain technology to develop prototype systems.

Abstract: The purpose of this paper is to present a methodology for extracting innovation constraints from building projects through stakeholder management competencies and failure mode and effect analysis (FMEA). The methodology was an iterative grounded theory process using case studies. A literature‐based concept model was generated which mapped project procurement stages against the innovation process. Constraints and stakeholder management strategies were extracted from 30 case studies using content analysis and mapped against the procurement stages. FMEA was used to evaluate the criticality of the constraints. For the purposes of this paper, a s le case study was detailed and referred to as the pilot study. The m\\ethodology was applied to all the case studies and a schedule of constraints (SoC) extracted. This paper evidenced that it is not project constraints which require management to sustain innovation but rather failures in stakeholder competency. This study established the benefits of FMEA as a risk assessment tool for construction innovation research and generated a database of innovation constraints which can be used as a benchmarking framework for future research. Previous construction innovation research has focused on established project management techniques to manage innovation. This study identified that rather than a process‐driven approach, a stakeholder‐centred approach is required, where successful innovation delivery is incumbent on the right stakeholder competencies being in place at the appropriate stages of the procurement process. The benefit of this contribution is an established risk assessment methodology which can be used by project stakeholders when adopting innovation into construction projects.

Abstract: There is a tripartite pull from academics, industry and professional bodies on the development needs of the Quantity Surveyor (QS). At best, there is scope for misunder-standings between the stakeholders as to what is being required and what is being achieved. At worst there may be actual gaps in the education and/or training being offered and some discrepancies between the levels of attainment. This research sought to review the Royal Institution of Chartered Surveyors (RICS) QS competencies and their application in the delivery of QS degree programmes. The changing development needs of QSs who satisfy the aspirations of industrial, professional and academic stakeholders were investigated through content analysis of the views of an expert forum consisting of relevant stakeholders and a series of competency mapping case studies. The study revealed that there are considerably different standards right across the RICS accredited QS programmes with respect to coverage of competencies. It is concluded that there is no standard benchmark in achieving competencies and it is open to in idual interpretation. Further research in the development of a Graduate Competency Threshold Benchmark is suggested to align the disparate views of the stakeholders to accommodate changing development needs.

Abstract: Carbon estimating plays a vital role in the construction industry. The current focus on introducing zero-carbon construction projects reduces operational carbon, at the expense of Embodied Carbon (EC). However, it is important to reduce overall net carbon emissions. There are various methods to estimate carbon, but the accuracy of these estimates is questionable. This paper reviews a novel methodology, the Supply Chain based Embodied carbon Estimating Method (SCEEM), which was introduced recently to accurately estimate EC in construction supply chains. SCEEM is compared against existing EC estimating methods (Blackbook and eToolLCD) using a case study approach. It is also supplemented with a comprehensive literature review of existing EC methods. The EC values calculated using Blackbook and eToolLCD were mostly higher than SCEEM. Since SCEEM uses actual site data and considers first principles-based value addition method to estimate EC, it is considered accurate. The cross-case analysis revealed that SCEEM provided consistent results. Hence, SCEEM is recommended to accurately estimate EC of any type of project.

Abstract: The construction industry is a major generator of waste, which has a high potential to yield a substantial amount of waste into the economy as a valuable resource. Waste trading (WT) is a sustainable strategy for improving resource utilisation and transitioning the construction industry towards the circular economy. However, resource recovery through WT is greatly impeded by several barriers which have not been highlighted in previous research. This paper aims to determine the barriers for implementing effective WT practices in the Australian construction and demolition (C& D) sector. To achieve the aim of this research, a triangulation approach of quantitative and qualitative methods has been used. This mixed-method approach combines a comprehensive literature review, a questionnaire survey using an expert forum and semi-structured interviews with industry experts. This study has explored a wide range of barriers to the practices of WT in the C& D sector, which have been categorised based on six perspectives. From a collective perspective, the technical barriers were found to be most important among other categories. The key in idual barriers found in this study include the following: the high cost associated with sorting and processing of waste on-site, lack of consistent waste data and reporting system at project, industry and national level, insufficient secured and established market for reusable/recycled waste materials, lack of communication and coordination among stakeholders, lack of user-friendly and active web-based waste exchange systems (with reliable waste information) and lack of incentives from the government to encourage market development. Overcoming these barriers collectively would enable the wide application of WT, which in turn, would have a positive impact on the economy, environment and efficiency of the industry. The outcomes of this study are based on the data collected only in the state of New South Wales (NSW) in Australia which is considered as the limitation of this study. This study contributes to the body of knowledge of C& D waste management (WM) by providing the theoretical and practical implications of closing the loop material cycle by highlighting the importance of economic and environmental benefits of WT. In this study, WT has been recognised as a sustainable strategy to manage waste by identifying the barriers impeding the wider application of effective trading practices in the C& D sector. The findings are useful to WM businesses engaged to establish new circular business models and to government/regulatory bodies in developing initiatives and incentives aiming to promote WT strategies and market platforms. Further research is suggested to test and validate the findings from other jurisdictions of Australia.

Abstract: Although scientific research community has shown considerable interest in identifying critical success factors (CSFs) for public-private partnership (PPP) projects, yet effort at assessing and compare CSFs within similar PPP infrastructure projects received scant attention. The purpose of this paper is to identify, assess, and compare the CSFs in PPP transport infrastructure projects. The study adopted literature review and three PPP case studies including structured interviews and review of documentary reports in each case study. The outcome of literature review provided a total list of 26 identified success factors, which was used to design a case study protocol using failure mode and effect analysis (FMEA) technique. FMEA was conducted on each 26 identified success factor to assess their criticality in the three PPP case studies. The results of FMEA revealed a total of ten CSFs in the concession of the road four CSFs in the concession of the airport and eight CSFs in the concession of the seaport. Also, the cross-case analysis showed the three prevalent CSFs, this includes government involvement by providing guarantees, political support, and project economic viability. The study findings including lessons learnt in each case study would positively influence policy development towards PPP transport infrastructure projects and the manner in which partners (i.e. public and private sector) go about the development of PPP transport projects. This research would help PPP stakeholders to focus their attention and priorities in managing the identified CSFs in achieving long-term success in PPP transport infrastructure projects implementation.

Abstract: – Studies on barriers to public private partnerships (PPPs) in Nigeria, especially those that are empirical, remain rare. Data collected were analysed using descriptive statistics, mean score, Kruskal-Wallis test, and factor analysis. – The study identified 58 barriers and the analysis of the total ranking among stakeholders revealed that all the identified barriers were considered as serious barriers influencing PPP projects in Nigeria. The result of Kruskal-Wallis test indicated that except for 18 (out of 58) identified barriers, there was no statistical significant difference in stakeholders’ perceptions on barriers to PPPs project implementation in Nigeria. The study through factor analysis grouped the identified 58 barriers into ten principal factors with their components. – This study provides an in-depth understanding on Nigeria’s PPP market environment current context in terms of prevalent barriers influencing PPPs project. This would be beneficial to PPP stakeholders in decision making and planning towards PPP projects implementation. – The findings would be valuable in assisting all stakeholders, particularly potential local, and foreign private investors to recognise major barriers in the implementation of PPP projects in Nigeria and thus helping them to develop strategies for penetrating Nigeria and developing countries PPP market successfully. This study results are crucial as not many empirical studies have been conducted in Nigeria.
