Abstract: The purpose of this paper is to describe how China’s rapid growth and increasing resource dependence have changed its relationship with India and their respective defense strategies. In particular, we consider China's Belt and Road Initiative, India's “Act East” policy and the strategic and economic value of the Indian Ocean and South China Sea regions. The authors find no econometric evidence of interactions between China and India’s military spending using a Richardson-Baumol arms race model. Likewise, in a cross-county panel data study of military spending, they find that China’s military spending has no independent effect on military spending in other countries. The authors also show that once wage costs and other sources of military inflation are accounted for, the pattern of real defense spending growth is much less intense than is suggested by nominal data. Nevertheless, they show that China has been undertaking intense military modernization with rapidly rising capital-labor ratios in its defense spending. The authors find little evidence of a traditional arms race, but also show that China, and to a lesser extent India, have been realigning their military capabilities to these new security risks while maintaining overall military burden on the economy. Econometric analysis is limited by data availability and is necessarily historical, whereas the security situation is very fluid and may change in the short term. The paper identifies factors that are likely to influence China and India's attitudes to defense spending in the coming years. The paper finds that there is not an arms race in the traditional sense but may be an arms race in terms of new technologies and military modernization. This is a very much underexplored topic in economics. The authors take an interdisciplinary approach showing how economics tools can be used to help understand this important issue in international relations.

Abstract: International comparisons of military spending are necessary for monitoring security risks, assessing defense capabilities, and planning defense budgets. Nevertheless, conventional comparisons do not allow for differences in defense sector input prices across countries. I use defense sector budget data to construct a database of military purchasing power parity (PPP) exchange rates for 59 countries. Real military spending in many countries, including Russia and China, is found to significantly exceed conventional estimates based on market exchange rates and GDP‐PPP exchange rates. Similarly, the US share of world military spending is substantially diminished.

Export performance of the Asian miracle economies: The role of innovation and product variety

Abstract: Traditional export models fall short of explaining the marked increase in exports of the Asian miracle economies in the post‐WWII period. A model showing that exports are driven by innovations, innovative competitiveness, demand and price competitiveness is estimated for China, India, Korea, Japan, Singapore and Taiwan over the period 1953–2010. The results demonstrate that innovation stocks and competitiveness are important determinants behind their success. Furthermore, innovation stocks and innovative competitiveness are shown to be less influential for export growth in China and India and their export booms have been fuelled by process rather than product innovation.

Abstract: The purpose of this paper is to provide a quantitative assessment of the factors contributing to India's growth acceleration since 1970, based on the neoclassical growth model. A feature of neoclassical growth models is that capital accumulation is induced by both productivity growth and increases in investment rates. The paper uses a growth decomposition method based on that of Robertson. The method reconstructs India's actual growth path exactly, then decomposes the growth using counterfactual simulations, holding investment rates constant and productivity growth constant. The role of human capital is also discussed. An increase in the productivity growth rate from 1970 accounts for 68per cent of India's post 1970s growth and the rise in the investment rate accounts for 30 per cent. Hence an upward trend in productivity growth has been more than twice as important as the doubling of the investment rate. A similar conclusion applies for the post 2000 era, where a rise in investment from 25 per cent to 37 per cent of GDP, only adds about 0.7 percentage points of growth to the 4.5 per cent annual growth rate over this period. The paper provides quantitative estimates of the role of investment and productivity to India's growth based on the neoclassical growth model. It thus improves upon existing growth accounting studies by allowing for the induced effect of productivity growth on capital accumulation. It also improves upon existing development accounting techniques that rely on steady state restrictions, and which would therefore be inappropriate for evaluating India's recent transitional growth.
