Abstract: Responding to disastrous wildfires traversing geographical scales requires multi‐actor collaboration to address a series of interdependent operational tasks. While this type of distributed collective action problem is salient across governance contexts, less is known about if and how collaboration helps in idual actors effectively address their tasks. Applying a novel network‐centric method to wildfire responder networks in Canada and Sweden, this study shows that when actors working on the same tasks collaborate, and/or when one actor addresses two interdependent tasks, effectiveness increases. The number of collaborative ties an actor has with others does not enhance effectiveness. Furthermore, when the chain of command is unclear, and/or when actors lack recent disaster management experience and/or pre‐existing collaborative relationships, effectiveness only increases if multiple actors collaborate over multiple interdependent tasks. The results have implications for disaster response agencies, and they provide valuable insights for collaborative responses to significant societal and environmental challenges.

Abstract: Recovery and conservation of threatened species require adequate institutional responses. We tested an approach to systematically identify and measure how an institutional framework acknowledges threats and required responses for the recovery of endangered species. We measured institutional functional fit with a drivers‐pressure‐state‐impacts‐response (DPSIR) model integrated with a quantitative text mining method and qualitative analysis of statutory instruments to examine regulatory responses that support the recovery of 2 endangered species native to Australia, the bridled nailtail wallaby ( Onychogalea fraenata ) and the Eastern Bristlebird ( Dasyornis brachypterus ). The key components of the DPSIR model were present in the institutional framework at statutory and operational levels, but some institutional gaps remained in the protection and recovery of the Eastern Bristlebird, including feral predator control, weed control, and grazing management in some locations. However, regulatory frameworks varied in their geographic scope and the application and implementation of many instruments remained optional. Quantitative text mining can be used to quickly navigate a large volume of regulatory documents, but challenges remain in selection of terms, queries of co‐occurrence, and interpretation of word frequency counts. To inform policy, we recommend that quantitative assessments of institutional fit be complemented with qualitative analysis and interpreted in light of the sociopolitical and institutional context.

Abstract: Many of the challenges conservation professionals face can be framed as scale mismatches. The problem of scale mismatch occurs when the planning for and implementation of conservation actions is at a scale that does not reflect the scale of the conservation problem. The challenges in conservation planning related to scale mismatch include ecosystem or ecological process transcendence of governance boundaries limited availability of fine-resolution data lack of operational capacity for implementation lack of understanding of social-ecological system components threats to ecological ersity that operate at erse spatial and temporal scales mismatch between funding and the long-term nature of ecological processes rate of action implementation that does not reflect the rate of change of the ecological system lack of appropriate indicators for monitoring activities and occurrence of ecological change at scales smaller or larger than the scale of implementation or monitoring. Not recognizing and accounting for these challenges when planning for conservation can result in actions that do not address the multiscale nature of conservation problems and that do not achieve conservation objectives. Social networks link organizations and in iduals across space and time and determine the scale of conservation actions thus, an understanding of the social networks associated with conservation planning will help determine the potential for implementing conservation actions at the required scales. Social-network analyses can be used to explore whether these networks constrain or enable key social processes and how multiple scales of action are linked. Results of network analyses can be used to mitigate scale mismatches in assessing, planning, implementing, and monitoring conservation projects.

Using structured decision-making to set restoration objectives when multiple values and preferences exist

Abstract: Achieving global targets for restoring native vegetation cover requires restoration projects to identify and work toward common management objectives. This is made challenging by the different values held by concerned stakeholders, which are not often accounted for. Additionally, restoration is time‐dependent and yet there is often little explicit acknowledgment of the time frames required to achieve outcomes. Here, we argue that explicitly incorporating value and time considerations into stated objectives would help to achieve restoration goals. We reviewed the peer‐reviewed literature on restoration of terrestrial vegetation and found that while there is guidance on how to identify and account for stakeholder values and time considerations, there is little evidence these are being incorporated into decision‐making processes. In this article, we explore how a combination of stakeholder surveys and workshops can be used within a structured decision‐making framework to facilitate the integration of erse stakeholder values and time frame considerations to set restoration objectives. We demonstrate this approach with a case of restoration decision‐making at a regional scale (southeast Queensland, Australia) with a view to this experience supporting similar restoration projects elsewhere.

Abstract: Complex networks of relationships among and between people and nature (social‐ecological networks) play an important role in sustainability yet, we have limited empirical understanding of their temporal dynamics. We empirically examine the evolution of a social‐ecological network in a common‐pool resource system faced with escalating social and environmental change over the past two decades. We first draw on quantitative and qualitative data collected between 2002 and 2018 in a Papua New Guinean reef fishing community to provide contextual evidence regarding the extent of social and environmental change being experienced. We then develop a temporal multilevel exponential random graph model using complete social‐ecological network data, collected in 2016 and 2018, to test key hypotheses regarding how fishing households have adapted their social ties in this context of change given their relationships with reef resources (i.e. social‐ecological ties). Specifically, we hypothesized that households will increasingly form tight‐knit, bonding social and social‐ecological network structures (H1 and H3, respectively) with similar others (H2), and that they will seek out resourceful actors with specialized knowledge that can promote learning and spur innovation (H4). Our results depict a community that is largely ‘bunkering down’ and looking inward in response to mounting risk to resource‐dependent livelihoods and a breakdown in the collaborative processes that traditionally sustained them. Community members are increasingly choosing to interact with others more like themselves (H2), with friends of friends (H1), and with those connected to interdependent ecological resources (H3)—in other words, they are showing a strong, increasing preference for forming bonding social‐ecological network structures and interacting with like‐minded, similar others. We did not find strong support for H4. Bonding network structures may decrease the risk associated with unmonitored behaviour and help to build trust, thereby increasing the probability of sustaining cooperation over time. Yet, increasing homophily and bonding ties can stifle innovation, reducing the ability to adapt to changing conditions. It can also lead to clustering, creating fault lines in the network, which can negatively impact the community's ability to mobilize and agree on/enforce social norms, which are key for managing common resources. Abstract: Attempts to better understand the social context in which conservation and environmental decisions are made has led to increased interest in human social networks. To improve the use of social-network analysis in conservation, we reviewed recent studies in the literature in which such methods were applied. In our review, we looked for problems in research design and analysis that limit the utility of network analysis. Nineteen of 55 articles published from January 2016 to June 2019 exhibited at least 1 of the following problems: application of analytical methods inadequate or sensitive to incomplete network data application of statistical approaches that ignore dependency in the network or lack of connection between the theoretical base, research question, and choice of analytical techniques. By drawing attention to these specific areas of concern and highlighting research frontiers and challenges, including causality, network dynamics, and new approaches, we responded to calls for increasing the rigorous application of social science in conservation.

Abstract: One of the key determinants of success in bio ersity conservation is how well conservation planning decisions account for the social system in which actions are to be implemented. Understanding elements of how the social and ecological systems interact can help identify opportunities for implementation. Utilizing data from a large-scale conservation initiative in southwestern of Australia, we explored how a social-ecological system framework can be applied to identify how social and ecological factors interact to influence the opportunities for conservation. Using data from semistructured interviews, an online survey, and publicly available data, we developed a conceptual model of the social-ecological system associated with the conservation of the Fitz-Stirling region. We used this model to identify the relevant variables (remnants of vegetation, stakeholder presence, collaboration between stakeholders, and their scale of management) that affect the implementation of conservation actions in the region. We combined measures for these variables to ascertain how areas associated with different levels of ecological importance coincided with areas associated with different levels of stakeholder presence, stakeholder collaboration, and scales of management. We identified areas that could benefit from different implementation strategies, from those suitable for immediate conservation action to areas requiring implementation over the long term to increase on-the-ground capacity and identify mechanisms to incentivize implementation. The application of a social-ecological framework can help conservation planners and practitioners facilitate the integration of ecological and social data to inform the translation of priorities for action into implementation strategies that account for the complexities of conservation problems in a focused way.

Cutting Down Trees Does not Build Prosperity: On the Continued Decoupling of Amazon Deforestation and Economic Development in 21st Century Brazil

Abstract: We present evidence examining spatial and temporal patterns in forest cover changes and economic indicators in Brazilian Amazonia. Specifically, we tested two predictions embedded in arguments used by influential interest groups: (i) indicators of economic progress should increase where there is less forest and (ii) areas with most recent deforestation should have increased economic indicators. Complementary methods assessed annual variation in economic indicators across 794 administrative districts (municipalities) covering 4.9 Mkm 2 of the Brazilian Amazon from 2002 to 2019. A representative subset of municipalities was used to compare economic and socioeconomic indicators across municipalities with contrasting forest cover. Contrasting results between the full and a representative subset of municipalities suggested that municipality-level economic indicators cannot be directly attributed to the loss of natural forests. There was no association between forest loss and economic (average salary) or socioeconomic indicators (existence of sanitation plans and internet connectivity). The economic indicators of municipalities with less than 40% forest cover in 1986 were no different to that of similar municipalities with more than 60% forest cover from 1986 to 2019. The evidence contradicted both predictions tested. Reducing forest cover does not appear to directly promote socioeconomic progress. Any localized associations between forest cover and poverty most likely result from other more plausible alternatives including lack of opportunity and a widespread failure to effectively implement and enforce existing policies within the local socioeconomic context. Our findings support evidence from across the tropics that shows deforestation does not necessarily generate transformative and equitable food production systems or lead to poverty alleviation.

Abstract: Social-ecological networks (SENs) represent the complex relationships between ecological and social systems and are a useful tool for analyzing and managing ecosystem services. However, mainstreaming the application of SENs in ecosystem service research has been hindered by a lack of clarity about how to match research questions to ecosystem service conceptualizations in SEN (i.e., as nodes, links, attributes, or emergent properties). Building from different disciplines, we propose a typology to represent ecosystem service in SENs and identify opportunities and challenges of using SENs in ecosystem service research. Our typology provides guidance for this growing field to improve research design and increase the breadth of questions that can be addressed with SEN to understand human-nature interdependencies in a changing world.
