How technological change affects power relations in global markets: remote developers in the console and mobile games industry

Abstract: This paper focuses on Australian development firms in the console and mobile games industry in order to understand how small firms in a geographically remote and marginal position in the global industry are able to relate to global firms and capture revenue share. This paper shows that, while technological change in the games industry has resulted in the emergence of new industry segments based on transactional rather than relational forms of economic coordination, in which we might therefore expect less asymmetrical power relations, lead firms retain a position of power in the global games entertainment industry relative to remote developers. This has been possible because lead firms in the emerging mobile devices market have developed and sustained bottlenecks in their segment of the industry through platform competition and the development of an intensely competitive ecosystem of developers. Our research shows the critical role of platform competition and bottlenecks in influencing power asymmetries within global markets.

Abstract: A process of organisational change has accompanied managerial reforms in the public sector and is oriented towards the development of a post‐bureaucratic organisational culture. However, there remains a limited empirical understanding of culture in public organisations. Contributes to an understanding of organisational culture in the public sector through survey research that analyses culture by reference to the competing values of internal/external orientation and control/flexibility. Focuses on six organisations in the Queensland public sector which have been encouraged to depart from traditional bureaucratic values and to adopt a greater emphasis on change, flexibility, entrepreneurialism, outcomes, efficiency and productivity. Suggests, however, that public sector organisations continue to emphasise the values of a bureaucratic or hierarchical organisational culture.

Abstract: The underlying logic of enterprise policy is that there are impediments to change in economic systems that can be traced to the path-dependent behaviors of economic actors that prevent them from exploring new knowledge and new ways of doing things. Enterprise policy involves firm-level interventions delivered by distributed networks of business advisors coordinated by knowledge intermediaries. These metagovernance arrangements are able to disrupt the path-dependent behaviors of organizations. The logic and benefits of enterprise policy are explored through reference to public administration, strategic management and evolutionary theory, and three case studies.

Abstract: The aim of this paper is to advance understandings of the processes of cluster-building and evolution, or transformative and adaptive change, through the conscious design and reflective activities of private and public actors. A model of transformation is developed which illustrates the importance of actors becoming exposed to new ideas and visions for industrial change by political entrepreneurs and external networks. Further, actors must be guided in their decision-making and action by the new vision, and this requires that they are persuaded of its viability through the provision of test cases and supportive resources and institutions. In order for new ideas to become guiding models, actors must be convinced of their desirability through the portrayal of models as a means of confronting competitive challenges and serving the economic interests of the city/region. Subsequent adaptive change is iterative and reflexive, involving a process of strategic learning amongst key industrial and political actors.

Knowledge co-production in academic-practitioner research collaboration: An expanded perspective on power

Abstract: Knowledge co-production within academic-practitioner research collaborations is a promising means to address the pressing issue of research impact. Yet current theorising is h ered by a limited appreciation of power in the relationship between research partners. In this study, we explore various types of power and their effects on knowledge co-production in government-funded research collaborations. Drawing on interviews with academics and practitioners working on Australian Research Council Linkage Scheme projects, we initially document the prominence of structural and normative types of power, alongside resource power. We further show that both structural and normative power fail to conform to key principles of knowledge co-production. As a result, many of the projects studied fell short of the knowledge co-production ideal. Our investigation leads us to identify a boundary condition: knowledge co-production theory in its current form is bounded by resource power conditions. Our expanded perspective provides for an elaboration of knowledge co-production theory. We also explore the implications of our findings for business schools in search of impact.

Abstract: The expansion of creative and cultural industries has provided a rich source for theoretical claims and commentary. Much of this reproduces and extends the idea that autonomy is the defining feature of both enterprises and workers. Drawing on evidence from research into Australian development studios in the global digital games industry, the article interrogates claims concerning autonomy and related issues of insecurity and intensity, skill and specialisation, work–play boundaries, identity and attachments. In seeking to reconnect changes in creative labour to the wider production environment and political economy, an argument is advanced that autonomy is deeply contextual and contested as a dimension of the processes of capturing value for firms and workers.

Explaining Regional Departures from National Patterns of Industry Specialization: Regional Institutions, Policies and State Coordination

Abstract: The aim of the paper is to identify the basis of regional competence in industry sectors that are not key performers at the national level. The paper examines the ICT sector in two regions: Dresden (Germany) and Adelaide (Australia). The performance of Australia and Germany in ICT is not high by OECD standards. However, both Dresden and Adelaide have some competence in parts of the ICT sector that departs from national patterns. In Dresden the development of the ICT sector is more advanced than in Adelaide. In both regions, there are distinctive institutional features and policies that explain the development of the ICT sector. Further, in Dresden, the state has coordinated the ICT sector within the regional space, giving focus to institutional strengths in research and training, such that it is possible to describe the institutional environment as ‘thick and coherent’. As such, the regional space of Dresden has experienced an agglomeration of ICT and can be regarded as more successful than Adelaide, where institutions and state initiatives are fragmented and incoherent.

Abstract: With the growth of high‐technology industries and knowledge intensive services, the pursuit of industrial competitiveness has progressed from a broad concern with the processes of industrialisation to a more focused analysis of the factors explaining cross‐national variation in the level of participation in knowledge industries. From an examination of cross‐national data, the paper develops the proposition that particular elements of the domestic science, technology and industry infrastructure—such as the stock of knowledge and competence in the economy, the capacity for learning and generation of new ideas and the capacity to commercialise new ideas—vary cross‐nationally and are related to the level of participation of a nation in knowledge intensive activities. Existing understandings of the role of the state in promoting industrial competitiveness might be expanded to incorporate an analysis of the contribution of the state through the building of competencies in science, technology and industry.

From National Champions to Small and Medium Sized Enterprises: Changing Policy Emphasis in France, Germany and Sweden

Abstract: This paper examines recent European policy changes designed to support small and medium size enterprises (SMEs). These changes have resulted in both the development of specific support programs for SMEs and more general deregulatory measures to improve the economic environment for business. The rationale often provided is that SMEs contribute to a dynamic and innovative environment and generate high quality employment. An analysis of OECD material and a review of the literature on SMEs reveals that their role in innovation, employment growth and the adoption of new forms of work organisation is often over-emphasised. The vast majority of SMEs do not carry out research and development and are associated with low quality and insecure employment. Policies in support of SMEs need to be formulated with an awareness of the ersity of SMEs. There are only a very limited number of SMEs which make an important contribution to employment and innovation. Efforts to facilitate the establishment and growth of these high quality SMEs need to be based on targeted programs rather than general measures such as tax reduction or labour market deregulation. Targeted policies include R& D support, the improvement of SMEs' intangible investments and regional access to capital and technology. General measures are more likely to create an environment in which low quality, low wage employment is generated in SMEs with little future.

Networked Governance or Just Networks? Local Governance of the Knowledge Economy in Limerick (Ireland) and Karlskrona (Sweden)

Abstract: The emergence of networked governance of knowledge activities is portrayed as one component of a more general shift from government to governance. This article suggests that a distinction can be drawn between networks and networked governance and provides some insights into the indicators that might help distinguish networked governance from networks. The distinction is applied empirically to emerging forms of local networks in ICT in Limerick and Karlskrona. Differences between the two regions can be conceptualised with reference to the governance role of local networks in steering, setting directions and influencing behaviour. The article identifies the characteristics of network arrangements that appear to be necessary for governance objectives to be satisfied these are density, breadth and association with values such as trust, mutuality and shared identity. The article shows that there is a need to approach generalised theories of emerging models of governance with sensitivity to cross-regional variations around these characteristics. Claims regarding the emergence of new forms of governance in local spaces may be exaggerated if all types of network arrangements are taken as evidence of a transformation from government to governance.

Abstract: The increasing number of regional concentrations of entrepreneurial activities and the shift of government–business relations to regional contexts have rendered regional governance arrangements of increasing importance. Drawing on the extensive literature on comparative models of national economic governance, this paper identifies three regional governance models: partnership, state–institutional coordination, and fragmentation. The three models are explored in the context of the entrepreneurial economy in three regions. The paper finds that regional governance arrangements differ from national varieties in the partnership and in the state–institutional models but not in the fragmented model. The difference is shown to involve the types of actors participating in governance arrangements and the types of economic activities promoted by the political–institutional context.
