Abstract: In recent times, there has been a worldwide trend towards creating smart cities with a focus on the knowledge economy and on information and communication technologies. These technologies have potential applications in managing the built and natural environments more efficiently, promoting economic development, and actively engaging the public, thus helping build more sustainable cities. Whilst the interest in smart cities has been widespread predominantly amongst metropolitan cities, several regional cities such as the Gold Coast in Australia have also recently endeavoured to become smart cities. In response to this emerging trend, this study aimed to investigate key opportunities and challenges associated with developing regional cities into smart cities using the Gold Coast as a case study. It identified key factors critical to the planning and development of smart cities. These factors fall under five broad themes: cultural and natural amenities, technology, knowledge and innovation precincts, people and skills, and governance. The factors were applied to the Gold Coast to analyse the key opportunities and challenges for its development into a smart city. Finally, key lessons, which are potentially applicable to other regional cities seeking to develop into smart cities, are drawn from the case study.

Abstract: With the recent trends towards knowledge-based urban development and networked society, information and communications technologies have increasingly played important roles in the daily lives of people for social interaction, learning, information and recreation. This research is an exploratory study on how information and communications technologies have been adopted in master planned communities of South East Queensland, Australia. It examines the four roles of information and communications technologies in the master planned communities: (1) teleworking (2) creating a sense of community (3) promoting integrated office and businesses and (4) developing learning communities. More recent master planned communities in South East Queensland such as Varsity Lakes, North Lakes and Greater Springfield have integrated information and communications technologies for activities such as community internet portals, local business development, and for use in community learning centers and education facilities. There is a potential to attract knowledge workers in master planned communities through the inclusion of cultural amenities, information and communications technologies and learning infrastructure. It is important that information and communications technologies and learning infrastructure not only benefit the housing estate but also the surrounding region thus putting a foundation for a knowledge-based urban region.

Abstract: – The purpose of this paper is to identify the major factors necessary for engaging university c us community in sustainability. While general awareness in sustainability issues has improved in recent years through mass media coverage, this knowledge is not always translated into actual sustainable practice. Studies have indicated that there are many factors for engaging the community in sustainability. – A multi-disciplinary literature review is first undertaken to distil the drivers that enhance participation in sustainability programmes by the university community. Next, to illustrate the applicability of the factors identified in the community engagement framework, two case studies are undertaken to highlight the importance of the identified factors in influencing the level of community participation in their sustainability programmes. – The 6-P framework for community engagement includes factors such as psychological needs, physical facilities, personal motivations, public perception, price mechanisms and policies. The case studies of two universities’ sustainability projects illustrate that the framework is highly applicable to university communities. – While research on behaviour change has been undertaken by various disciplines such as urban planning, marketing and psychology, these have been done in isolation. The originality of this paper is therefore achieved by drawing together the knowledge from these well-established disciplines to develop an original 6-P framework. This framework has the potential of assisting university leaders in the development of their community engagement strategy to mobilise and motivate their community members to take practical steps towards building a sustainable c us. However, the robustness of this framework will need to be further validated in future studies.
