Abstract: Rapid development and advancement of bioresearch at a university's laboratories can have both positive and negative implications for public health and the environment. Many research activities in which biological materials have been created, modified, stored, and manipulated require safety procedures to keep the negative effects on humans and the environment as low as possible. The Occupational Health, Safety and Environmental (OHS&E) Department of the University of Indonesia (UI) is trying to increase the awareness and responsibility of its university members and laboratory staffs who work with biohazard materials by creating a biorisk checklist. The checklist was developed based on WHO guidelines and the National University of Singapore (NUS) Laboratory Manual, which contains 311 questions about the management, administration, and handling of various hazards, recombinant experiments, and animal and plant experiments. A gap analysis was run against the checklist in 14 laboratories at the University of Indonesia Salemba c us, which daily works with highly infectious pathogens and high-risk agents. Overall result showed that none of these laboratories had met all of the checklist items, and there were only 2 laboratories that had implemented more than half of the items. This checklist was proven to be a simple tool for assessing laboratories that handle and store biohazard materials, and it could be used as a monitoring tool for biorisk programs as well. It also could be further developed as a laboratory software application to increase its effectiveness and its accuracy.

In vitro cytotoxicity and morphological assessment of smoke from polymer combustion in human lung derived cells (A549)

Abstract: The application of polymer and composites in building and modern transport interiors raises concerns of potential health hazards during combustion. Cytotoxicity and morphological assessment of smoke from polymer combustion in human lung derived cells (A549) has been investigated. A laboratory scale vertical tube furnace was used for the generation of combustion products. A range of materials used in the building and transport industry including high density-polyethylene (HDPE), polypropylene (PP), polycarbonate (PC), and polyvinyl chloride (PVC), fiberglass reinforced polymers (FRPs), and melamine faced plywood (MFP) were studied. The exposure of combustion toxicants to human lung cells (A549) at the air/liquid interface was acquired using a Harvard Navicyte Chamber. Cytotoxic effects on human cells were assessed based on cell viability using a selected in vitro cytotoxicity assays, including NRU (neutral red uptake) and ATP (adenosine triphosphate). Morphological assessment on the effects of combustion products in human lung cells from selected materials including PVC, FRP and MFP was assessed using scanning electron microscopy (SEM). The volatile organic compounds from thermal decomposition products were identified using ATD-GCMS (Automatic Thermal Desorption Gas Chromatography Mass Spectrometry). NOAEC (No Observable Adverse Effect Concentration), IC(10) (10% inhibitory concentration), IC(50) (50% inhibitory concentration), and TLC (Total Lethal Concentration) values (mg/l) were generated. The following toxicity ranking was observed from the most toxic material to the least toxic using the NRU assay: PVC>PP>HDPE>PC >FRP-10>MFP>FRP-16 and the ATP assay: PVC>HDPE>PP>FRP-10>FRP-16>MFP>PC. The method described here could potentially be an alternative to current fire toxicity standards.

Identification of Hazardous Waste Risk Level in Central Java Province, Indonesia

Abstract: Hazardous waste may be an environmental and public health threat if not managed properly and may contribute to a regional multi-hazard when other natural disasters also exist. Hazardous and toxic waste may cause industrial disaster if its risks are not well identified and mitigated. This study aims to model the city/district-based risk assessment for each type of hazardous waste in Central Java Province for anticipating hazardous waste disasters and necessary responses. The concept of disaster is used as the method in this study, consisting of hazard, vulnerability, and capacity. The results showed that the generation of hazardous waste in Central Java Province was very large, amounting to 2,886,974.024 tons in 2021. The hazardous waste produced was sourced from 1233 types of businesses/activities in Central Java Province, with 4042 types of hazardous waste. The healthcare sector is identified as the sector that produces the most hazardous waste. Overall, the risk levels of the majority of hazardous waste types fall into the low category.

Analysis of Bio-Risk Management System Implementation in Indonesian Higher Education Laboratory

Abstract: Developing countries face various challenges in implementing bio-risk management systems in the laboratory. In addition, educational settings are considered as workplaces with biohazard risks. Every activity in a laboratory facility carries many potential hazards that can impact human health and the environment and may cause laboratory incidents, including Laboratory Acquired Infections (LAIs). In an effort to minimize the impact and occurrence of these incidents, it is necessary to evaluate the implementation of a bio-risk management system in every activity that involves handling biological agents. This study was conducted in an Indonesian higher-education institution, herein coded as University Y. This is a descriptive, semi-quantitative study aimed at analysing and evaluating the implementation of the bio-risk management systems used in laboratories by analysing the achievements obtained by each laboratory. The study used primary data that were collected using a checklist which referred to ISO 35001:2019 on Laboratory Bio-risk Management. The checklist consisted of 202 items forming seven main elements. In addition, secondary data obtained from literature and document review were also used. The results show that out of 11 laboratories examined, only 2 laboratories met 50% of the requirements, which were Laboratory A and B, achieving good performance. Regarding the clauses of standards, a gap analysis identified leadership, performance evaluation, and support as elements with the lowest achievement. Therefore, corrective action should be developed by enhancing the commitment from management as well as improving documentation, policy, education and training.

In vitro cytotoxicity of selected chemicals commonly produced during fire combustion using human cell lines

Abstract: Fire combustion products contain a broad range of chemicals, which have a multitude of possible toxic interactions in humans. The aim of this study was to evaluate the cytotoxicity of selected substances commonly produced during fire combustion. A range of human cell lines and cultures including: skin fibroblasts, HepG2 (liver derived), and A549 (lung derived cells) were used to represent different human target organs. The colorimetric MTS assay (3-(4,5-dimethylthiazol-2-yl)-5-(3-carboxymethoxyphenyl)-2-(4-sulfophenyl)-2H-tetrazolium) was used to detect the cytotoxic effects of selected substances including: acetic acid, ammonia, formaldehyde, hydrobromic acid, hydrochloric acid, hydrofluoric acid, potassium cyanide, sodium fluoride, sodium nitrite, sodium sulphide, and sulphurous acid. In this study, the NOAEC (No Observable Adverse Effect Concentration), IC(10) (10% inhibitory concentration), IC50 (50% inhibitory concentration), and TLC (Total Lethal Concentration) values were determined. The ratio between in vitro IC50 to in vivo human toxicity data (Lowest Lethal Dose-LDLo and Lowest Lethal Concentration--LCLo) was also established. Results indicated a strong relationship between IC50 values on the cell types used: fibroblast and A549 (R2: 0.92), A549 and HepG2 (R2: 0.72), fibroblast and HepG2 (R2: 0.69). Good correlation was obtained between the IC50 against LDLo and LCLo when an appropriate adjustment factor was implemented. Results of this study indicated that in vitro methods could be a potential technique for assessing the toxicity of fire combustion products.

Broccoli-Soybean-Mangrove Food Bar as an Emergency Food for Older People during Natural Disaster

Abstract: Older people risk poor nutritional status during natural disasters due to low intakes of energy, carbohydrates, protein, and fat. A food bar is a form of emergency food product that contains carbohydrate and protein, and is practical for disaster situations. The study aimed to investigate the effect of a broccoli-soybean-mangrove food bar on older people’s weight following natural disasters. A quasi-experimental pre-post intervention study was designed using 33 subjects at the treatment group of various nutritional status types of older people during two weeks with balanced nutrition education over two weeks. Bivariate analysis with a paired t-test used to test whether weight, macronutrient intakes, and balanced nutrition knowledge were significantly different before and after the study. The study showed broccoli-soybean-mangrove food bar consumption resulted in a significantly increased weight of 0.2 kg, energy (291.9 kcal), protein (6.1 g), carbohydrate (31.1 g), dan fat (15.6 g) intakes. Balanced nutrition education of older people could also substantially increase knowledge of older people regarding nutrition (11.8 points). The proportion of malnourished subjects who gained weight was more remarkable than normal subjects in the first and second weeks of the intervention. However, the proportion of normal nutritional status subjects having increased macronutrients intakes was higher than the malnourished subjects. These findings recommend broccoli-soybean-mangrove food bar consumption to significantly improve weight and macronutrients intakes in older people following a natural disaster. It is necessary to make the broccoli-soybean-mangrove food bar more available, accessible, and affordable to all people in emergencies, mainly for older people.

Satisfaction with life, psychological distress, and workplace bullying among construction workers

Abstract: Construction workers are among workers who have to face a very dynamic work situation with a fixed deadline because they have to finish the work according to the target of completion as stated in the contract. The study aimed to compare Satisfaction with Life, Psychological Distress, and Workplace Bullying of the workers in two construction companies. This is a cross-sectional study using a questionnaire distributed to two groups of workers who work in two different companies with a total number of respondents of 588. Data collected were then processed using a frequency distribution table and compared using the Mann Whitney method to identify differences between the two groups. The study showed differences between the workers from the two companies in terms of negative behaviors, level of distress, and level of satisfaction with life. Workers in the Civil Engineering Contractor Company suffer more bullying and a slightly higher level of distress. The lowest level of satisfaction with life is also seen in this company when compared to that of the engineering procurement construction (EPC) contractor company. The result of study indicate that difference might link to more bullying actions and a higher level of distress in the construction civil engineering company, which trigger dissatisfaction with life among its workers. Thus, management should act promptly to eliminate negative behaviors as it will be crucial in preventing the increase in the number of bullying victims and the level of distress in the workplace will not increase.

Safety Climate Assessment in Fuel Stations in the West Java Region

Abstract: Fuel station accidents still happen frequently all around the world. Accidents in fuel stations may cause harm to many. Fuel station environments must thus be managed well to maintain a high safety climate level. However, our literature review shows that research on the safety climate in fuel stations is scarce. This study attempts to assess the safety climate level in fuel stations in the West Java region, Indonesia. The aims of this research are to acquire the safety climate level of fuel stations, review safety climate dimensions which need serious improvement, and discover key aspects that impact the safety climate level. To achieve these goals, the Bahasa Indonesia version of the NOSACQ-50 questionnaire was used to assess the safety climate in 240 fuel stations 678 responses were collected. The findings show that the safety climate level of fuel stations was, on average, 3.07, which is a fairly good score. Among all seven dimensions, workers’ safety priority and risk non-acceptance need the most improvement. Moreover, safety training is found to be the most influential aspect on safety climate because workers with training experience have higher safety climate perceptions. Ironically, more than 28% of respondents reported that they had not been properly trained. Therefore, fuel stations need to make sure that all employees have attended appropriate safety training. In this way, higher safety climate ratings can be achieved, hence moving forward to a safer working environment.

Implementation of Bio-Risk Management System in a National Clinical and Medical Referral Centre Laboratories

Abstract: The increasing threats from biological agents have become a concern in laboratories, and emerging infectious diseases have demanded increased awareness and preparedness of laboratory facilities. Bio-risk assessment is needed to provide a framework for organisations to establish a comprehensive bio-risk management system. The assessment criteria should include both biosafety and biosecurity measures. Laboratories in Indonesia play a significant role in public health interventions in term of disease screening, diagnosis and medical decision making. The National Clinical and Medical Referral Centre Laboratories have the potential of daily exposures to dangerous biological materials. This study aims to identify the gap between bio-risk management system implementation and International Standard Organisation (ISO) 35001:2019 requirements. The 202 items in ISO 35001:2019 are categorized into seven main elements. The findings show that more than half of the elements on ISO 35001:2019 have been implemented in these centres. Good performance was identified at lab 4 and 5 which obtained the highest scores, particularly in the context of organisation, planning, operation and improvement elements. However, the widest gap was found in leadership, support and performance evaluation. One way to address this would be to create written rules and regulations at the laboratory top management level to require all laboratory facilities to comply to the bio-risk policies, rules, and regulations.

A Cross-Sectional Survey of Personal Hygiene Positive Behavior Related to COVID-19 Prevention and Control among Indonesian Communities

Abstract: People’s behaviors can affect the spread of the COVID-19 virus. Public behaviors, including proper personal hygiene and healthy life practices, the use of appropriate masks, and the application of good disinfectants, have an important role in human health and protection towards prevention and control of COVID-19 spread. This study aims to perform a survey of public behavior and best practices related to COVID-19 prevention and control among Indonesian communities. A cross-sectional study was designed to collect information using an online survey. Respondents were gathered from 34 provinces in Indonesia through the Indonesia National Safety and Health Council network and Universities network. Respondents voluntarily submitted their response to a predesigned online questionnaire. The collected data was then analyzed using SPSS 24.0. A total of 771 respondent subjects (male 386 female 385) were recruited. The results show that 96% of participants implement positive behavior of personal hygiene, including wearing a mask when going outside their house, and almost 67.3% of respondents sprayed a disinfectant in their house. The majority of participants hold a door handle (37.2%) and desk (28.1%) at a frequency of more than six times a day. There were 8.2% of participants implementing good personal hygiene, including hand-washing at least once a day and maximum of more than six times after going to the toilet. At-risk behaviors were conducted by respondents in which they touched part of their face at a frequency of once during an hour. It was identified that males are less likely to perform better hand hygiene as opposed to females. In conclusion, the study showed that positive behavior of personal hygiene related to COVID-19 has been implemented among Indonesian communities. This result suggests that positive behavior based on community-based prevention and control needs to be continually maintained in order to prevent and control COVID-19 spread.

People’s Response to Potential Natural Hazard-Triggered Technological Threats after a Sudden-Onset Earthquake in Indonesia

Abstract: (1) Background: We aim to examine whether people activate initial protection behavior, adopt evacuation behavior, worry about the possibility of a tsunami, and consider natural hazard-triggered technological (Natech) situations in a sudden-onset earthquake. The literature suggests that risk perception is a significant predictor of people’s response to potential Natech threats. We aim to empirically verify the variables relating to people’s responses. (2) Methods: We conducted a household survey following a January 2018 earthquake in Indonesia. (3) Results: Immediately after the earthquake, almost 30% of the respondents assembled at the evacuation point. However, sequential steps of people’s response were not observed: evacuation immediately after the earthquake was due to worry about the possibility of a tsunami, but this worry was not related to Natech damage estimation. The relevant factors for evacuation behavior were information access, worry about the possibility of a tsunami, and knowledge of groups and programs related to disaster risk reduction (DRR). The survey location (two villages), perceived earthquake risk, and DRR activity participation are less relevant to the behavior of assembling at the evacuation point. (4) Conclusions: Contrary to the existing literature, our results do not support that higher risk perception is associated with evacuation behavior, or that immediate evacuation is related to foreseeing cascading sequential consequences.

Android-based Mobile Panic Button UI application design development in responding to emergency situations in Universitas Indonesia (UI)

Abstract: The aim of this study is to develop and redesign the Mobile Panic Button UI (PB1) application as an emergency notification service, as well as conduct a simulation on the use of the new version of the application. This study used the operational research design with a theoretical research framework that followed input, process and output. Primary data were collected through observation, measurement and interview while the secondary data were obtained from literature review. The first step of the analysis was input analysis that included problem identification on the existing Panic Button as input, or PB 1 in this study. This was followed by the analysis of the planned second version of the Panic Button (PB2) development, starting from problem identification to trial and error testing and evaluation of the results of the simulation of seven types of emergency events that involved users, emergency response officers and experts. The study shows that the first version of PB1, developed in and used since 2017 at Universitas Indonesia, still had several weaknesses, particularly in its inability to provide adequate information. Only 30% of the standards for a mobile emergency application were met by PB1, which affected the performance of emergency responses. This was one of the reasons why the new version of Panic Button UI (PB2) was developed. The new features in PB2 comprise the inclusion of features for collecting information on user's name and mobile phone number, emergency category options, victim information, photo/voice information, description on the nature of the emergency (text), location selection, emergency notification delivery, notification delivery popup and emergency notification delivery to the emergency response team (ERT) officer. The time needed for using the second version of the Panic Button UI mobile application is 20 s faster than the previous one. PB2 can accelerate response time and response action time improve response accuracy facilitate the emergency notification process and facilitate emergency communication. Various notification alert systems have been developed in many countries. However, there is a lack of information in Indonesia, especially in educational setting. This study is the first study on a notification alert system application applied in the university. Emergency response is critical due to the big impact of disasters. This study will inform the stakeholders or users, particularly those in educational institution on how to implement mobile app–based emergency response notification systems.

Comparative assessment of three in vitro exposure methods for combustion toxicity

Abstract: A comparative assessment of three approaches for the use of human cells in vitro to investigate combustion toxicity was conducted. These included one indirect and two direct (passive and dynamic) exposure methods. The indirect method used an impinger system in which culture medium was used to trap the toxicants, whilst the direct exposure involved the use of a Horizontal Harvard Navicyte Chamber at the air/liquid interface. The cytotoxic effects of thermal decomposition products were assessed using the MTS (3-(4,5-dimethylthiazol-2-yl)-5-(3-carboxymethoxyphenyl)-2-(4-sulfophenyl)-2H-tetrazolium) assay (Promega) on a selection of human cells including: HepG2, A549 and skin fibroblasts. A small scale laboratory fire test using a vertical tube furnace was designed for the generation of combustion products. Polymethyl methacrylate (PMMA) was selected as a model polymer to study the cytotoxic effects of combustion products. NOAEC (no observable adverse effect concentration), IC10 (10% inhibitory concentration), IC50 (50% inhibitory concentration) and TLC (total lethal concentration) values were determined from dose response curves. Assessment using the NRU (neutral red uptake) and ATP (adenosine triphosphate) assays on human lung derived cells (A549) was also undertaken. Comparison between in vitro cytotoxicity results against published toxicity data for PMMA combustion and predicted LC50 (50% lethal concentration) values calculated from identified compounds using GCMS (gas chromatography mass spectrometry) was determined. The results suggested that the indirect exposure method did not appear to simulate closely exposure via inhalation, whilst exposure at the air/liquid interface by using the dynamic method proved to be a more representative method of human inhalation. This exposure method may be a potential system for in vitro cytotoxicity testing in combustion toxicity.

Analysis of Hospital’s Emergency and Disaster Preparedness Using Hospital Safety Index in Indonesia

Abstract: Indonesia is country with abundant high-risk areas for various disasters that can affect both the structural and non-structural safety of various vital establishments, particularly hospitals. This present study aims to examine the level of the hospital safety index in nine hospitals in four provinces based on the guidelines from the WHO/PAHO (World Health Organization/Pan American Health Organization). The Hospital Safety Index (HSI) guidelines consist of four parameters that include the types of hazards, structural safety, non-structural safety, disasters and emergency managements. This study was a cross-sectional study on data obtained through interviews, focus group discussions (FGDs), observations, and document reviews to assess the parameters of the HSI. Data were calculated for the HSI score, and descriptive statistics and multiple correspondence analysis (MCA) were carried out. The SPSS software version 25.0 was used for the statistical analysis. Results show that the overall safety index was 0.673 (Level A), meaning that it is likely the hospital will maintain functionality in emergencies and disasters. By province, the level A index was identified in DKI Jakarta (0.76), Yogyakarta (0.709), and West Java (0.673), showing that hospitals in these provinces will maintain functionality in emergency and disaster situations however, in North Sumatera, the index was categorized in B category (0.507), demonstrating that the hospital’s ability to function during and after emergencies and disasters is potentially at risk. The multiple correspondence analysis shows that the hospitals in the provinces of Yogyakarta and West Java tend to achieve similar categories in almost all assessment modules therefore, control measures of preparedness should be considered, such as improvements in equipment and facilities hospital emergency and disaster response and recovery planning communication and information management training and relevant stakeholders awareness.

A Safety Climate Framework for Improving Health and Safety in the Indonesian Construction Industry

Abstract: The Indonesian construction industry is the second largest in Asia and accounts for over 30% of all occupational injuries in the country. Despite the size of the industry, there is a lack of safety research in this context. This research, therefore, aims to assess safety climate and develop a framework to improve safety in the Indonesian construction industry. Quantitative and qualitative data were collected from 311 construction workers. The results show a moderately healthy safety climate but reflect numerous problems, particularly around perceived conflicts between production and safety logics, cost trade-offs being made against other competing project priorities, poor safety communication, poor working conditions, acceptance of poor safety as the norm, poor reporting and monitoring practices, poor training and a risky and unsupportive working environment which prevents workers from operating safely. Two new safety climate paradoxes are also revealed: contradictions between management communications and management practices contradictions between worker concern for safety and their low sense of personal accountability and empowerment for acting to reduce these risks. A low locus of control over safety is also identified as a significant problem which is related to prevailing Indonesian cultural norms and poor safety policy implementation and potential conflicts between formal and informal safety norms, practices and procedures. Drawing on these findings, a new integrated framework of safety climate is presented to improve safety performance in the Indonesian construction industry.

Factors Associated with Psychosocial Symptoms Experienced by Students in Response to COVID-19 Pandemic: A Multivariate Analysis

Abstract: The COVID-19 pandemic has significantly impacted many sectors, including the education sector. After in-person school activities were suspended due to the pandemic, a number of educational institutions in Indonesia reported concerns in implementing online learning due to the institutions’ unpreparedness. This issue may potentially induce mental health disorders among students and triggers long-term stress. This study aimed to examine factors linked to the psychosocial symptoms of anxiety, stress, and depression in response to the early stage of the COVID-19 pandemic. An online cross-sectional study in Indonesia was conducted with 433 undergraduate and senior high school students aged 15 to 26 years old, both female and male. The self-reported symptoms were analyzed using both bivariate and multivariate linear regression methods. It was found that the percentage of participants with depression symptoms was 66%, while 61% and 43% participants experienced stress and anxiety respectively. The bivariate analysis presented strong correlations between anxiety and gender, learning duration and use of gadgets, internet expenses, and highly-interrupted learning. Furthermore, the multivariate regression revealed that only anxiety was significantly linked to internet expenses. This study indicates that many students are affected by COVID-19, the impacts of which manifest in psychosocial issues in the form of anxiety. We suggest that creating a supportive and positive family environment would help to alleviate some of these issues.

Developing Hospital Emergency and Disaster Management Index Using TOPSIS Method

Abstract: Indonesia is a country prone to experiencing natural hazards and disasters, which have frequently damaged public infrastructure, including hospitals. The role of hospitals is crucial to alleviate the impact of disasters. However, there is still a lack of study that analyzes the factors that influence the readiness of hospitals in emergency situations. Filling in this gap, the aim of this paper is to analyze and rank hospitals across West Java and Yogyakarta, Indonesia by the resilience of their emergency management approaches. This research seeks to measure hospital resiliency during emergencies and disasters. Results indicate that the emergency and disaster management coordination, response and disaster recovery planning, communication and information management, logistics and evacuation, human resources, finance, patient care and support services, decontamination and security are key attributes for the decision-making matrix. Based on the Hospital Safety Index tool, this research proposes the Hospital Emergency and Disaster Management (HEDM) index by combining the key attributes and sub-attributes using the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) as a multi-attribute decision-making technique. The paper concludes that the anticipated benefits of analyzing the resilience of hospitals by using HEDM is the identification of the most susceptible hospitals based on their levels of readiness and resiliency in areas which are prone to experiencing disasters. This prioritization is important for resource allocation and budget planning.

Safety Climate in the Indonesian Construction Industry: Strengths, Weaknesses, and Influential Demographic Characteristics

Abstract: The Indonesian construction industry is a significant contributor to economic growth in Indonesia. However, poor safety performance limits its contributions due to the negative impacts of poor safety on project performance. This research aims to assess the level of the safety climate in the Indonesian construction industry, identify its strengths and weaknesses, and understand the influence of in idual demographic characteristics on the safety climate. Data were collected using a questionnaire survey from 1757 respondents working in six large state-owned construction companies in Indonesia. Results indicate that the overall safety climate level is fairly good. However, the safety climate scores of in idual safety climate items are observed to vary widely. The scores reveal that construction employees understand the importance of safety and management demonstrates a degree of safety commitment, particularly by having regular safety communications. In contrast, the implementation of safety is limited in reality because safety is not considered a priority at work. Lack of safety resources and limited enforcement of safety rules further hinder the implementation of safety at the project level. Large state-owned construction companies such as those where data were collected should take the lead in changing the work practices in the Indonesian construction industry to improve safety performance. Level of education, length of work experience, position, permanency of job status, work location (project or office-based), and type of project are in idual demographic characteristics that influence the level of the safety climate. Understanding the influence of these characteristics on the safety climate allows specific intervention strategies to be used to improve safety.

Identification of Workplace Bullying: Reliability and Validity of Indonesian Version of the Negative Acts Questionnaire-Revised (NAQ-R)

Abstract: Bullying can pose a risk to health and safety, including the risk for damage to the emotional, psychosocial, mental, or physical health of employees in the workplace. Since bullying has a detrimental impact on victims and organizations, several studies on this issue had been conducted using the Negative Acts Questionnaire-Revised (NAQ-R), which is one of the most widely used tools to assess and minimize the occurrence of workplace bullying. However, this tool has not been validated for the Indonesian contexts. In this study, the author tested the reliability and constructed validity of the Indonesian version of NAQ-R. A total of 3140 participants were recruited in this study from various companies from different industries. NAQ-R, Psychosocial Distress (K10), and Satisfaction with Life Scale (SWLS) were administrated through an online survey. The results showed that 22 items yielded three model factors, i.e., person-related bullying, work-related bullying, and intimidation towards a person. Cronbach’s alpha coefficients for the total and sub-scales of the Indonesian NAQ-R was acceptable, ranging from 0.721 to 0.897. This study confirmed that the Indonesian version of NAQ-R has an internal consistency reliability, and the concurrent and construct validity are at acceptable levels. Thus, this tool can be used as the screening instrument in assessing workplace bullying.

Influence of Safety Climate on Safety Performance in Gas Stations in Indonesia

Abstract: Accidents in gas stations may cause injury or even death to people. Moreover, an accident in a gas station might halt its operation for some time. When an accident takes place in a region with scant amount of gas stations, it may lead to fuel scarcity in the area, affecting the economy and sparking other issues. Therefore, safety climate and safety performance in gas stations need to be evaluated. Safety climate has been used as a tool to assess the safety performance of an organization at a given time. The aim of this study was to understand the influence of safety climate on safety performance in gas stations in Indonesia. A total of 129 gas stations were selected. To assess safety climate, a safety climate questionnaire was used, while the safety performance was captured by conducting on site structured observations. The assessment shows that gas stations have a good level of safety climate, especially when it is compared with other industrial sectors in Indonesia, such as construction. The study findings also show that safety climate has a significant positive impact on safety performance. Three safety climate dimensions with significant positive influence on safety performance are management commitment, communication, and personal accountability. Therefore, improvement efforts should focus more on these dimensions to boost safety performance in gas stations.

Abstract: Coronavirus Disease 2019 (COVID-19) has been declared a pandemic because of its worldwide spread. The COVID-19 pandemic does not only impact public health but also the operations of businesses and workers’ safety in their workplace. The objectives of this study were to provide a broad perspective of COVID-19 prevention and control implementation in industries, investigate barriers and challenges as well as drivers in implementing COVID-19 prevention and control, and provide key recommendations to the policy makers regarding COVID-19 prevention and control in industries. This study was conducted through online interviews with selected organizations in various industries which were selected by the granting body, including agriculture and animal husbandry construction manufacturing and logistic and goods transportation. It also involved policy makers from government agencies including the Ministry of Manpower, Ministry of Health, Indonesian Safety and Health Council, International Labor Organization, and Indonesian COVID-19 Task Force. The participants of this study were chosen using convenience s ling. The findings of this study indicate that health protocols are implemented to varying degrees in companies, both within and across the sectors, and that drivers to comply with the Health Protocols include compliance, business continuity, and top management commitment. The significant barriers and challenges include a perceived lack of clear direction from the government, rapid changes in directives’, poor worker awareness, and limited organizational resources. The key recommendations to the policy maker include harmonization of the guidelines and legislation, additional schemes to provide funding in the COVID-19 prevention and control implementation, as well as facilitate the ongoing education of the general working public.

Improving Service Coverage and Response Times for Three-Wheeled Mobile Fire Units on Pari Island, Indonesia

Abstract: Improved service area coverage and response times by mobile fire response units is key to successful fire suppression and risk reduction. In this paper, the challenges of fire suppression in remote island communities are investigated. Small islands not only have limited firefighting equipment and resources but also face significant transportation problems. This study examines Pari, an island in the Pulau Seribu archipelago in Indonesia, to understand the planning and management of mobile fire units (MFUs) for improving effective response and suppression. Like other communities in developing countries, Pari Island uses small three-wheeled MFU vehicles to respond to emergencies in densely populated settlements with narrow roads and limited access. This study reviews environmental, roadway, vehicle, and operating requirements to support planning, management, and operations of MFUs. Service area coverages were estimated using geographic information system tools to investigate factors such as hose length and constraints based on the transportation infrastructure and exposure to fire hazards. Based on existing conditions, increasing hose length to 20 m would increase the coverage of the MFU service area by two times that of the existing service. The use of a 30-m hose could provide coverage to over 96% of residential structures on Pari Island. In addition to describing the analytical tools including coverage zones, receiver operating characteristic, and area under the curve metrics to support MFU planning and operations, this paper highlights other initiatives that could increase resilience against fires and other hazards threatening small island communities.

Industrial and Environmental Disaster Risk Assessment for Hazardous Materials in Balikpapan City, East Kalimantan, Indonesia

Abstract: Industrial disasters may cause massive public health problems, as they create large environmental damage and major loss of life. Balikpapan City has experienced a large oil spill which caused an industrial and environmental disaster: five fishermen died, various public health problems arose, and damage to environmental wildlife and ecosystems occurred. The objective of this study was to evaluate the industrial and environmental disaster risk related to hazardous material (hazmat) in Balikpapan. The research method involved the use of a semi-quantitative risk analysis with an originally organized checklist, a risk matrix, and a Geographic Information System (GIS) analysis. The results suggested that the risk score in Balikpapan’s City is 32 (MEDIUM the dominant types of hazmat were flammables and corrosives). The major sectors contributing to the risk appeared to be the mining, energy, and oil and gas industries, with a medium risk (average risk score 33), while one clean water industry showed a low risk (risk score 24) using the checklist and risk matrix. According to the results from the GIS mapping, the areas t the highest risks appeared to be located within Balikpapan City coastal regions. The industries and the government of Balikpapan must be prepared for industrial and environmental disasters by educating competent major hazmat responders and ensuring a large spills response equipment, extensive environmental monitoring and measurement, procedures to deal with major fire and explosions and adequate disaster communication and coordination.

The Application of Hospital Safety Index for Analyzing Primary Healthcare Center (PHC) Disaster and Emergency Preparedness

Abstract: The World Health Organization (WHO) defines the primary healthcare center (PHC) as a whole-of-society approach to health that aims at ensuring the highest possible level of health and well-being and their equitable distribution by focusing on people’s needs as early as possible along the continuum from health promotion and disease prevention to treatment, rehabilitation, and palliative care, and as close as feasibly possible to people’s everyday environment. PHCs are expected to remain operational when disasters occur. This study aimed to assess the PHC disaster preparedness level in Indonesia using The Hospital Safety Index (HSI) from WHO/PAHO. Eleven PHCs located in four provinces in Indonesia, i.e., Jakarta, Yogyakarta, North Sumatera, and West Java, were selected. Data were collected through interviews, focus-group discussions (FGDs), observations, and document reviews. The parameters assessed were all types of hazards, structural or construction safety, nonstructural safety, and functional attributes. The results show that the overall score of HSI for PHCs in Jakarta (0.674) and North Sumatera (0.752) fell into the “A” category, meaning that these PHCs would likely remain operational in the case of disasters. Meanwhile, the overall HSI scores for PHCs in West Java (0.601) and Yogyakarta (0.602) were between 0.36 and 0.65, or in “B” category, meaning that these PHCs would be able to recover during disasters but several services would be exposed to danger. The results suggested that there are several gaps that need urgent interventions to be applied for the structural safety of buildings, water supply systems, fuel storage, disaster committee organization, furniture and fittings, offices and storage equipment, as well as increasing the capacity of workers through a structured and systematic training framework for disaster readiness. The results from this study can be used for prioritizing budgets and resource allocation, cost planning, providing specific solutions for local and national government, and efforts to achieve disaster risk reduction.

Emergency Management System in Indonesia: An evaluation of emergency patient management in 2020

Abstract: Indonesia has its emergency patient management system regulated in Public Safety Center (PSC) 119 as stated in Indonesia’s Health Ministry Regulation No. 19 (2016). An evaluation to assess the ongoing management of this system is a must to ensure its continuous development. This study assessed the ongoing emergency patient management system using instrument indicator questionnaires developed by the authors. The questionnaire consists of 28 indicators from 8 assessment aspects including: policy, planning, program implementation, communication, transportation, referral, management reviews, and emergency services. Questionnaires were distributed and completed questionnaires were received from 88 respondents from 21 provinces of Indonesia. Validity test results counted the coefficient correlation of all indicators above r value table (0.2096) and all Alpha Cronbach’s indicators value above 0,80. The value indicator is considered poor if its average score is below the average score of the overall indicators and is considered good if it is above the average overall indicator score. The assessment result there is twelve indicators from this study shows a below average value (66) . Data acquired in this study can be used as a preliminary reference for continuous improvement of Indonesia’s emergency management system operated by the PSC.
