Abstract: Abstract. Rapid development of underground space necessitates the efficient management of underground areas. Data modelling plays an underpinning role in integrating and managing underground physical and legal data. The physical data refers to semantic and spatial data of underground assets such as utilities, tunnels, and basements, while the legal data comprises the ownership information and the extent of underground legal spaces and the semantic and spatial relationships between legal spaces. Current Underground Land Administration (ULA) practices mainly focus on representing only either legal spaces or the physical reality of subsurface objects using fragmented and isolated 2D drawings, leading to ineffective ULA. A complete and accurate 3D representation of underground legal spaces integrated with the 3D model of their physical counterparts can support different use cases of ULA beyond underground land registration, such as planning, design and construction of underground assets (e.g. tunnels and train stations), utility management and excavation. CityGML is a prominent semantic data model to represent 3D urban objects at a city scale, making it a good choice for underground because underground assets such as tunnels and utilities are often modelled at city scales. However, CityGML, in its current version, does not support legal information. This research aims to develop an Application Domain Extension (ADE) for CityGML to support 3D ULA based on the requirements defined in the Victorian state of Australia. These requirements include primary underground parcels and secondary underground interests. This work extends CityGML 3.0, which is the new version of this model. In CityGML 3.0, UML conceptual models as platform-independent models are suggested to express ADEs. Thus, the ADE proposed in this study will be based on UML. The findings of this study show that extending CityGML to support legal information can be a viable solution to meet the requirements of a 3D integrated model for ULA. The CityGML ADE proposed in this study can potentially provide a new solution for 3D digital management of underground ownership rights in Victoria, and it can be used to implement an integrated 3D digital data environment for ULA.

Abstract: In the absence of any global positioning infrastructure for indoor environments, research on supporting human indoor localization and navigation trails decades behind research on outdoor localization and navigation. The major barrier to broader progress has been the dependency of indoor positioning on environment-specific infrastructure and resulting tailored technical solutions. Combined with the fragmentation and compartmentalization of indoor environments, this poses significant challenges to widespread adoption of indoor location-based services. This article puts aside all approaches of infrastructure-based support for human indoor localization and navigation and instead reviews technical concepts that are independent of sensors embedded in the environment. The reviewed concepts rely on a mobile computing platform with sensing capability and a human interaction interface (“smartphone”). This platform may or may not carry a stored map of the environment, but does not require in situ internet access. In this regard, the presented approaches are more challenging than any localization and navigation solutions specific to a particular, infrastructure-equipped indoor space, since they are not adapted to local context, and they may lack some of the accuracy achievable with those tailored solutions. However, only these approaches have the potential to be universally applicable.

Abstract: The development and use of underground space is a necessity for most cities in response to rapid urbanisation. Effective underground land administration is critical for sustainable urban development. From a land administration perspective, the ownership extent of underground assets is essential for planning and managing underground areas. In some jurisdictions, physical structures (e.g., walls, ceilings, and utilities) are also necessary to delineate the ownership extent of underground assets. The current practice of underground land administration focuses on the ownership of underground space and mostly relies on 2D survey plans. This inefficient and fragmented 2D-based underground data management and communication results in several issues including boundary disputes, underground strikes, delays and disruptions in projects, economic losses, and urban planning issues. This study provides a review of underground land administration from three common aspects: legal, institutional, and technical. A range of important challenges have been identified based on the current research and practice. To address these challenges, the authors of this study propose a new framework for 3D underground land administration. The proposed framework outlines the future research directions to upgrade underground land administration using integrated 3D digital approaches.

Abstract: This study is dedicated to modeling the spatial variation in COVID-19 prevalence using the adaptive neuro-fuzzy inference system (ANFIS) when dealing with nonlinear relationships, especially useful for small areas or small s le size problems. We compiled a broad range of socio-demographic, environmental, and climatic factors along with potentially related urban land uses to predict COVID-19 prevalence in rural districts of the Golestan province northeast of Iran with a very high-case fatality ratio (9.06%) during the first year of the pandemic (2020–2021). We also compared the ANFIS and principal component analysis (PCA)-ANFIS methods for modeling COVID-19 prevalence in a geographical information system framework. Our results showed that combined with the PCA, the ANFIS accuracy significantly increased. The PCA-ANFIS model showed a superior performance (R2 (determination coefficient) = 0.615, MAE (mean absolute error) = 0.104, MSE (mean square error) = 0.020, and RMSE (root mean square error) = 0.139) than the ANFIS model (R2 = 0.543, MAE = 0.137, MSE = 0.034, and RMSE = 0.185). The sensitivity analysis of the ANFIS model indicated that migration rate, employment rate, the number of days with rainfall, and residential apartment units were the most contributing factors in predicting COVID-19 prevalence in the Golestan province. Our findings indicated the ability of the ANFIS model in dealing with nonlinear parameters, particularly for small s le sizes. Identifying the main factors in the spread of COVID-19 may provide useful insights for health policymakers to effectively mitigate the high prevalence of the disease.

Abstract: Among 3D models, Building Information Models (BIM) can potentially support the integrated management of buildings’ physical and legal aspects in cadastres. However, there is not a systematic approach to author the cadastral information into the BIM models. Moreover, the common approaches for data validation only check the final cadastral output, and they ignore the data generation steps as potential avenues for validation. Therefore, this study aims to develop the criteria and standards to check the spatial consistency and integrity of BIM-based cadastral data in the process of generating the data. The paper utilises a case study approach as its methodology to investigate the requirements of generating a BIM-based cadastral model and identify the issues within the process. The results include a formative assessment (i.e., multistep validation approach during the data generation) alongside a summative assessment (i.e., one-step validation approach at the end of data generation). This study found the summative assessment alone insufficient for 3D cadastral data validation. The paper concludes that a formative and summative assessment together can improve the validity of the data. The results will potentially bring more efficiency to modern land administration processes by avoiding the accumulation of errors in 3D cadastral data generation.

Abstract: Multi-dimensional representation of urban settings has received a great deal of attention among urban planners, policy makers, and urban scholars. This is due to the fact that cities grow vertically and new urbanism strategies encourage higher density and compact city development. Advancements in computer technology and multi-dimensional geospatial data integration, analysis and visualisation play a pivotal role in supporting urban planning and design. However, due to the complexity of the models and technical requirements of the multi-dimensional city models, planners are yet to fully exploit such technologies in their activities. This paper proposes a workflow to support non-experts in using three-dimensional city modelling tools to carry out planning control amendments and assess their implications. The paper focuses on using a parametric three-dimensional (3D) city model to enable planners to measure the physical (e.g., building height, shadow, setback) and functional (e.g., mix of land uses) impacts of new planning controls. The workflow is then implemented in an inner suburb of Metropolitan Melbourne, where urban intensification strategies require the planners to carry out radical changes in regulations. This study demonstrates the power of the proposed 3D visualisation tool for urban planners at taking two-dimensional (2D) Geographic Information System (GIS) procedural modelling to construct a 3D model.

Abstract: Spatial metadata profiles have been designed and evolved by data custodians to manage, share, discover, and use spatial data. The end-users of spatial data often do not have much input in designing the profiles. The spatial data infrastructure literature reveals that they question the usability of spatial metadata. This paper analyzes the usability of metadata profiles by engaging end-users and clarifying their requirements in response to this problem. Over 60 users from 18 countries were engaged using an online survey based on a purposive s ling method. The results show that the most widely used metadata standard, ISO 19115, provides metadata elements to accommodate most user requirements for searches. However, an extension to the standard is necessary to assist users in discovery and selection. Two new metadata elements are proposed as part of the extension. The extension also involves changing the obligation type of existing elements to improve data discovery.

The interest in and use of 3D models in built environments is rapidly increasing, and they are now a key component of decision-making in areas including climate change mitigation (e.g., calculating solar panel potential, flood modelling, modelling housing age for retrofitting of thermal insulation), urban planning and cadastral systems (modelling rights, restrictions and responsibilities in complex buildings, streamlining the process to issue planning permits, design of existing or new developments) and infrastructure (construction, transport, utility management and modelling, asset management). 3D models are also an integrator for the data underpinning smart cities – knowing where a sensor is in 3D space allows the data to be integrated with the surrounding context – for ex le, noise data could be integrated with traffic information. Reflecting this interest, national mapping and cadastral agencies (NMCA) including Ordnance Survey (GB) are now increasingly generating 3D mapping at national scale, and there is extensive research as to how this data can be integrated with another emerging source of 3D models such as building information modelling (BIM).These trends were evident during the 3rd BIM/GIS Integration Workshop and 15th 3DGeoInfo 2020 events, which were co-hosted by University College London and Ordnance Survey (GB) in September 2020. The workshop and conference brought together international researchers from academia, industry, government and national mapping and cadastral agencies in the field of 3D geoinformation, in an interdisciplinary gathering of researchers in the fields of data collection, data management, data quality, data analysis, advanced modelling approaches, applications, users, visualisation, augmented reality, artificial intelligence and many more.This year’s theme was Users and Use Cases. The workshop and conference covered a wide range of topics including 3D data acquisition and processing, 3D city modelling and related standards, visualisation and dissemination of 3D data, augmented and virtual reality, 3D and Artificial Intelligence/Machine Learning. Three sessions of the BIM/GIS Integration Workshop were dedicated to Applications of BIM/GIS Integration, and an entire day of 3DGeoInfo 2020 to Users and Use Cases within 3DGeoInfo. Additionally, two sessions were specifically aimed at NMCA participants.Although initially intended to be a face-to-face event in London, the team rapidly adjusted to the emerging COVID-19 situation, identifying an online solution that facilitated and encouraged participant interaction. This meant that the events could still provide a platform for learning, discussion, and exchange of ideas that they have been able to in previous years, as well as providing opportunities to promote international collaboration in these topics. This special issue of the ISPRS International Annals of Photogrammetry, Remote Sensing and Spatial Information Sciences contains 22 papers selected by double-blind peer review carried out by a minimum of three reviewers. It includes research on topics including data modelling, indoor 3D, standards (IndoorML, CityGML, CityJSON), cadastral systems, pedestrian navigation, infrastructure, visualisation, point cloud management, data interoperability, data quality, generating national 3D datasets and planning ermit processes amongst others.

Abstract: Spatial metadata is a critical part of any spatial data infrastructure, which enables the organising, sharing, discovery and use of spatial data. This paper highlights a knowledge gap in the usability of the metadata systems for the end–users. It then addresses the gap by applying the User Centred Design approach to investigate the usability of metadata records. The research engages with end–users concerning efficiency and effectiveness of metadata systems, and end–users’ satisfaction and expectations. The results indicate significant gaps with the effectiveness and efficiency of metadata systems for spatial data discovery and selection. Inconsistency and irrelevant information in the metadata records were found in the title, keywords, abstracts, data quality and other elements of the metadata. Additionally, essential improvements were identified for user interfaces. Discouraging presentation of the metadata is a prominent problem found in the interface of the metadata systems.

Abstract: Abstract. New urban strategies encourage compact city and higher density urban development due to unprecedented city growth and rapid urbanisation. This has led to greater attention to multi-dimensional representation, modelling and analytics of urban settings among urban planners, decision makers, and researchers. Nowadays, urban planning and urban design practitioners and scholars leverage the advancements in computer technology and multi-dimensional visualisation in examining the development scenarios from physical, environmental, social, and economic aspects. However, many urban planners still rely on two-dimensional (2D) land information and urban designers use three-dimensional (3D) graphic-based engines to asses a proposed building or assess the impact of changing development regulations. This limits the decision makers from a holistic approach through integrating the urban systems with other application domains such as transport, environmental, and disaster management to ensure the liveability of cities. This paper describes the design, and development of a multi-dimensional and spatially enabled platform to support liveability planning in Singapore. A Quantitative Urban Environment Simulation Tool (QUEST), developed in Singapore, leveraged 3D mapping data captured under the Singapore Land Authority’s (SLA) 3D National Topographic Mapping project. SLA's 3D data including Building Information Model (BIM), CityGML, and other geospatial data (building footprints and land use) were processed and adapted as a service for a series of urban analytics. The paper concludes that the prerequisites for any urban environmental simulation system to be integrated with other application domains are 3D mapping data and a digital urban model, which must be spatially accurate and based on open data standards.

Abstract: Multistorey buildings typically include stratified legal interests which provide entitlements to a community of owners to lawfully possess private properties and use communal and public properties. The spatial arrangements of these legal interests are often defined by multiplexing cognitively outlined spaces and physical elements of a building. In order to support 3D digital management and communication of legal arrangements of properties, a number of spatial data models have been recently developed in Geographic Information Systems (GIS) and Building Information Modelling (BIM) domains. While some data models, such as CityGML, IndoorGML or IFC, provide a merely physical representation of the built environment, others, e.g., LADM, mainly rely on legal data elements to support a purely legal view of multistorey buildings. More recently, spatial data models integrating legal and physical notions of multistorey buildings have been proposed to overcome issues associated with purely legal models and purely physical ones. In previous investigations, it has been found that the 3D digital data environment of BIM has the flexibility to utilize either only physical elements or only legal spaces, or an integrated view of both legal spaces and physical elements to represent spatial arrangements of stratified legal interests. In this article, the performance of these three distinct BIM-based representations of legal interests defined inside multistorey buildings is assessed in the context of the Victorian jurisdiction of Australia. The assessment metrics are a number of objects and geometry batches, visualization speed in terms of frame rate, query time, modelling legal boundaries, and visual communication of legal boundaries.

Abstract: Abstract. Search and rescue procedures for indoor environments are quite complicated due to the fact that much of the indoor information is unavailable to rescuers before physical entrance to the incident scene. Thus, decision making regarding the number of crew required and the way they should be dispatched in the building considering the various access points and complexities in the buildings in order to cover the search area in minimum time is dependent on prior knowledge and experience of the emergency commanders. Hence, this paper introduces the Search and Rescue Problem (SRP) which aims at finding best search and rescue routes that minimize the overall search time in the buildings. 3D BIM-oriented indoor GIS is integrated in the indoor route graph to find accurate routes based on the building geometric and semantic information. An Ant Colony Based Algorithm is presented that finds the number of first responders required and their in idual routes to search all rooms and points of interest inside the building to minimize the overall time spent by all rescuers inside the disaster area. The evaluation of the proposed model for a case study building shows a significant improve in search and rescue time which will lead to a higher chance of saving lives and less exposure of emergency crew to danger.

Abstract: The spatial data infrastructure literature reveals significant gaps in metadata systems concerning their efficiency and effectiveness for end-users. The literature proposes improvements to make the metadata systems more user-friendly. These improvements include new metadata elements and user interfaces that are in concert with each other. In this paper, we implement the proposed improvements in a prototype system and engage with end-users to assess if the proposals help users’ expectations. The prototype is evaluated by conducting think-aloud protocol (TAP) usability testing and semi-structured interviews with end-users. The result demonstrates an increased level of satisfaction about existing systems and some more areas to improve. We conclude that a synchronised development approach for the spatial metadata and the user interface will increase the usability of the metadata for data discovery and selection.

Abstract: With the growth of high-density living, disputes experienced by residents in multi-owned buildings (MOBs) have become an ongoing challenge in urban areas. A significant number of the disputations have found their root cause in the issues concerning improper use and management of MOBs by residents. It stems from their inaccurate understanding of ownership rights that are inherently 3D but using 2D cadastral survey plans, authoritative documents of ownership. This research explores the ability of building information modeling (BIM) to address required information for improving the perception of ownership rights that affect resident behaviors in managing MOBs. An open data model of BIM is extended to accommodate the necessary information for preventing resident misbehaviors that led to dispute cases in Victoria state, Australia. In this study, we implement BIM data of an MOB where a real dispute happened to demonstrate the validity of the enriched data model on the information delivery and an enhanced understanding of ownership rights. It is confirmed that the use of BIM facilitates the alleviation of the misbehaviors by informing residents with accurate communication of ownership rights and could support the avoidance of disputes in MOBs.

Abstract: Property boundaries have a significant importance in cadaster as they define the legal extent of the ownership rights. Among 3D data models, Industry Foundation Class (IFC) provides the potential capabilities for modelling property boundaries in a 3D environment. In some jurisdictions, such as Victoria, Australia, some property boundaries are assigned to the faces of building elements which are modelled as solids in IFC. In order to retrieve these property boundaries, boundary identification analysis should be performed, and faces of building elements should be extracted. However, extracting faces of solids from an IFC file is not possible as faces of solids are not considered as a separate object-type. Therefore, this paper aims to develop a spatial query approach for the identification of property boundaries using 3D spatial operators of a database to address this problem. The viability of the developed approach is tested using an IFC-based 3D cadastral database with two real datasets and one test dataset. The proposed methodology not only supports vertical walls and horizontal roofs but can also be used for detecting boundaries in properties surrounded by complex building structures such as oblique and curved walls and roofs.

Abstract: Construction and demolition waste (C& DW) contribute to approximately 30% of the total waste generation worldwide, by which heterogeneous ecological impacts, such as resource depletion, global warming, and land degradation, are engendered. Despite ongoing research efforts to minimize construction waste via the Building Information Modeling (BIM)-aided design, there is a paucity of research on integrating BIM in demolition waste management (DWM). This study investigates prominent barriers and future research directions toward the wider adoption of BIM in C& DWM by conducting a systematic literature review. First, this study identifies the barriers that hinder the implementation of C& DWM in Australia then, it explores the benefits and challenges of leveraging BIM applications for C& DWM. The findings suggest that, for existing buildings without up-to-date design drawings, it is imperative to improve the accuracy of data capturing and object recognition techniques to overcome the bottlenecks of BIM-DWM integration. Moreover, the development of regional-oriented material banks and their harmonization with life cycle assessment databases can extend the potential of BIM-based sustainability analysis, making it applicable to the DWM domain. This study proposes a research agenda on tackling these challenges to realize BIM’s full potential in facilitating DWM.

Abstract: Abstract. Population growth, urbanization and industrialization place more pressure on land use with the need for increased space. To extend the use and functionality of the land, complex infrastructures are being built, both vertically and horizontally, layered and stacked. These three-dimensional (3D) developments affect the interests (Rights, Restrictions, and Responsibilities (RRRs)) attached to the underlying land. A 3D cadastre will assist in managing the effects of 3D development on a particular extent of land. There are many elements that contribute to developing a 3D cadastre, such as existing of 3D property legislations, 3D DBMS, 3D visualization. However, data modelling is one of the most important elements of a successful 3D cadastre. As architectural models of houses and high rise buildings help their users visualize the final product, 3D cadastre data model supports 3D cadastre users to understand the structure or behavior of the system and has a template that guides them to construct and implement the 3D cadastre. Many jurisdictions, organizations and software developers have built their own cadastral data model. Land Administration Domain Model (DIS-ISO 19152, The Netherlands) and ePlan (Intergovernmental Committee on Surveying and Mapping, Australia) are ex les of existing data models. The variation between these data models is the result of different attitudes towards cadastres. However, there is a basic common thread among them all. Current cadastral data models use a 2D land-parcel concept and extend it to support 3D requirements. These data models cannot adequately manage and represent the spatial extent of 3D RRRs. Most of the current cadastral data models have been influenced by a very broad understanding of 3D cadastral concepts because better clarity in what needs to be represented and analysed in the cadastre needs to be established. This paper presents the first version of a 3D Cadastral Data Model (3DCDM_Version 1.0). 3DCDM models both the legal and physical extent of 3D properties and associated interests. The data model extends the traditional cadastral requirements to cover other applications such as urban planning and land valuation and taxation. A demonstration of a test system on the proposed data model is also presented. The test is based on a case study in Victoria, Australia to evaluate the effectiveness of the data model.
