The COVID‐19 Pandemic Not Only Poses Challenges, but Also Opens Opportunities for Sustainable Transformation

Abstract: The COVID‐19 pandemic has impacted social, economic, and environmental systems worldwide, slowing down and reversing the progress made in achieving the Sustainable Development Goals (SDGs). SDGs belong to the 2030 Agenda to transform our world by tackling humankind's challenges to ensure well‐being, economic prosperity, and environmental protection. We explore the potential impacts of the pandemic on SDGs for Nepal. We followed a knowledge co‐creation process with experts from various professional backgrounds, involving five steps: online survey, online workshop, assessment of expert's opinions, review and validation, and revision and synthesis. The pandemic has negatively impacted most SDGs in the short term. Particularly, the targets of SDG 1, 4, 5, 8, 9, 10, 11, and 13 have and will continue to have weakly to moderately restricting impacts. However, a few targets of SDG 2, 3, 6, and 11 could also have weakly promoting impacts. The negative impacts have resulted from impeding factors linked to the pandemic. Many of the negative impacts may subside in the medium and long terms. The key five impeding factors are lockdowns, underemployment and unemployment, closure of institutions and facilities, diluted focus and funds for non‐COVID‐19‐related issues, and anticipated reduction in support from development partners. The pandemic has also opened a window of opportunity for sustainable transformation, which is short‐lived and narrow. These opportunities are lessons learned for planning and action, socio‐economic recovery plan, use of information and communication technologies and the digital economy, reverse migration and “brain gain,” and local governments' exercising authorities.

Determining regional limits and sectoral constraints for water use

Abstract: Abstract. Water is an essential input to the majority of human activities. Often, access to sufficient water resources is limited by quality and infrastructure aspects, rather than by resource availability alone, and each activity has different requirements regarding the nature of these aspects. This paper develops an integrated approach to assess the adequacy of water resources for the three major water users: the domestic, agricultural and industrial sectors. Additionally, we include environmental water requirements. We first outline the main determinants of water adequacy for each sector. Subsequently, we present an integrated approach using fuzzy logic, which allows assessing sector-specific as well as overall water adequacy. We implement the approach in two case study settings to exemplify the main features of the approach. Using results from two climate models and two forcing RCPs (representative concentration pathways), as well as population projections, we further assess the impacts of climate change in combination with population growth on the adequacy of water resources. The results provide an important step forward in determining the most relevant factors, impeding adequate access to water, which remains an important challenge in many regions of the world. The methodology allows one to directly identify the factors that are most decisive in determining the adequacy of water in each region, pointing towards the most efficient intervention points to improve conditions. Our findings underline the fact that, in addition to water volumes, water quality is a limitation for all sectors and, especially for the environmental sector, high levels of pollution are a threat to water adequacy.

Adjusting agricultural emissions for trade matters for climate change mitigation

Abstract: Reducing greenhouse gas emissions in food systems is becoming more challenging as food is increasingly consumed away from producer regions, highlighting the need to consider emissions embodied in trade in agricultural emissions accounting. To address this, our study explores recent trends in trade-adjusted agricultural emissions of food items at the global, regional, and national levels. We find that emissions are largely dependent on a country’s consumption patterns and their agricultural emission intensities relative to their trading partners’. The absolute differences between the production-based and trade-adjusted emissions accounting approaches are especially apparent for major agricultural exporters and importers and where large shares of emission-intensive items such as ruminant meat, milk products and rice are involved. In relative terms, some low-income and emerging and developing economies with consumption of high emission intensity food products show large differences between approaches. Similar trends are also found under various specifications that account for trade and re-exports differently. These findings could serve as an important element towards constructing national emissions reduction targets that consider trading partners, leading to more effective emissions reductions overall.
