Abstract: New Labour has always claimed consistency in its euro policy, yet its position has undergone significant modification since Blair became party leader: early enthusiasm has given way to uncertainty. Labour's shift is commonly ascribed to political factors. This article argues the primacy of economics. Labour has a better understanding of Europe's importance to Britain than perhaps any post-war administration but, as its euro policy demonstrates, its ‘new’ approach to Europe is substantially a traditional one.

The meaning of monuments: remembering Italo Balbo in Italy and the United States

Abstract: This article examines the meaning of monuments in Italy and the United States (Chicago) dedicated to the Fascist gerarch Italo Balbo. A hugely popular personality in Fascist Italy, Balbo cemented his reputation in the early 1930s as the commander of mass-formation transatlantic flights to Brazil (1930-1931) and the United States (1933). Chicago’s monuments – a road (Balbo Drive) and a column (the ‘Balbo monument’) – are a legacy of Balbo’s triumphant arrival in the city in 1933. Italy’s monuments date from the postwar and contemporary periods. The article examines why Balbo Drive and the Balbo monument in Chicago have become more controversial over time, especially in recent decades, and why, despite calls for their removal, both remain. It contrasts the Chicago case with the situation in Italy where, since the 1990s, Balbo has been commemorated in numerous ways.

Abstract: This article examines the attitude and policy of Lord Malmesbury in regard to the growing Italian crisis of 1858–9. Making use of previously unavailable archival material (in particular the private papers of Malmesbury himself) it seeks to present a much fuller picture of tory Italian policy than has, until now, been possible. Although it is recognized that Malmesbury's Italian policy was based upon a sincere desire for peace, this does not explain why Malmesbury chose to hold Cavour personally responsible for the Italian crisis and directed his peace efforts not at Paris but at Turin and Vienna. This had much to do with Malmesbury's close personal links with the French emperor, Louis Napoleon. In addition, this article challenges the traditional view of Sir James Hudson as ‘more Italian than the Italians’. Hudson was not prepared to support Cavour in a course of action which promised only to deprive Piedmont of her constitutional freedoms and deliver Italy into the hands of France.

Beyond Rome: Brescia and the Difficult Heritage of Italian Fascism

Abstract: Physical reminders of Fascist rule in Italy can be found in virtually every Italian town and city. To date, though, studies of how Italians have dealt with this ‘difficult heritage’ have focused overwhelmingly on Rome, where Fascism's copious remains are treated and admired as aesthetic objects, unmoored from their political–historical origins. Implied, assumed or articulated in these studies is the idea of Rome as an exemplar of the nation: that what is true of the capital is true of the country. In fact, the idea that Rome's approach to its Fascist heritage is representative of Italy's has yet to be properly tested. This article argues for the need to go ‘beyond Rome’ in order to gain a deeper, richer, and more nuanced understanding of the ways in which Italians have negotiated the difficult heritage of Fascism. Focusing on the provincial Lombard city of Brescia, the article reveals the complex interplay between time, place, use, memory, aesthetics, and politics in shaping how bresciani have negotiated three surviving ‘faces’ of Fascism: Marcello Piacentini's monumental piazza della Vittoria Arturo Dazzi's colossal statue ‘L’Era Fascista’, popularly known as the ‘Bigio’ and Oscar Prati's monument-ossuary to the fallen of the Great War.
