'Proper Deadly': Student memories of adult education under Indigenous control: Tranby, 1980-2000

Abstract: The voices of students about the early days of Indigenous-controlled adult education providers are hard to find. In historical research for Tranby National Indigenous Education and Training and the University of Technology Sydney 24 former participants of Tranby courses from 1980 to 2000 gave in-depth interviews, which were analysed alongside Tranby’s archival holdings for the first two decades under Indigenous CEOs and Board Chair. Tranby drew students from across the country with goals ranging from improving literacy to gaining skills for community roles, accessing further education or allowing promotion. Informal interviews with seven former Tranby teachers added information on subject design and teaching strategies. The former students’ interviews focussed on Tranby’s atmosphere and learning environment, strongly valuing the perspectives they learned from their fellow Indigenous students. Most felt that, while formal courses were useful, these contextual and informal experiences were more useful in their later careers.

Writing a life with Isabel Flick: An exploration in cross-cultural collaboration

Abstract: Public historians work with the explosive content of contested histories when they research collaboratively at community level, where class, cultural, and racial ides intersect. The naïve optimism of the 1970s, which held that oral history methodologies would allow a transparent and unmediated path for minority voices to be heard, has been rightly challenged. In Australia, Indigenous historians rejected the underlying racism of much Anglo-authored work, producing a rich flowering of Indigenous-authored narratives as they reclaimed the right to tell their own stories. Yet the realities of "in-real-life" activism and community work continue to be cross-cultural and multi-racial. How then can the narratives of such cross-cultural experience be written? This essay reviews one collaboration, the life story of Isabel Flick, Indigenous activist and educator, as Isabel co-authored it with Heather Goodall, white Australian academic and activist. Drawing on the work of Michael Frisch and Linda Tuhawai Smith, Goodall argues that the tensions in the process opened up many questions, and perhaps suggested some answers, about the dilemmas of doing and retelling cross-cultural work.

Abstract: The decades from the 1940s to the 1960s were ones of increasing contacts between women of India and Australia. These were not built on a shared British colonial history, but on commitments to visions circulating globally of equality between races, sexes, and classes. Kapila Khandvala from Bombay and Lucy Woodcock from Sydney were two women who met during such c aigns. Interacting roughly on an equal footing, they were aware of each other's activism in the Second World War and the emerging Cold War. Khandvala and Woodcock both made major contributions to the women's movements of their countries, yet have been largely forgotten in recent histories, as have links between their countries. We analyse their interactions, views, and practices on issues to which they devoted their lives: women's rights, progressive education, and peace. Their beliefs and practices on each were shaped by their respective local contexts, although they shared ideologies that were circulating internationally. These kept them in contact over many years, during which Kapila built networks that brought Australians into the sphere of Indian women's awareness, while Lucy, in addition to her continuing contacts with Kapila, travelled to China and consolidated links between Australian and Chinese women in Sydney. Their activist world was centred not in Western Europe, but in a new Asia that linked Australia and India. Our comparative study of the work and interactions of these two activist women offers strategies for working on global histories, where collaborative research and analysis is conducted in both colonizing and colonized countries.

Riding the Tide: Indigenous knowledge, history and water in a changing Australia

Abstract: Indigenous people's knowledge of their environments, often called Traditional Environmental Knowledge [TEK], is widely invoked today in many arenas of environmental analysis and natural resource management as a potential source of beneficial approaches to sustainability. Indigenous knowledge is most often discussed in this literature and practice as if it were a static archive of data, largely unchanging since the point of colonisation and/or modernisation in the area under study. This paper discusses the contested and relational nature of indigeneity and challenges the ahistorical conceptualisation of indigenous knowledge. It does so by drawing on the work of historians and anthropologists to argue that indigenous knowledge, about environmental and other matters, should be seen as a process rather than an archive. This approach offers a way to understand how indigenous knowledge of environments might continue to be meaningful and relevant in conditions of rapid environmental change. A case study of one such situation is the upper Darling River region in Australia, colonised by the British from the 1840s. Water courses, springs and water holes have been critically important both in the conservation of indigenous environmental knowledge and in shaping the way it has developed in interaction with the long and challenging conditions of colonisation. Tracing the historical changes in indigenous knowledge offers the possibility not only of identifying continuing viable alternatives to western agricultural or conservation strategies but also of identifying environmental change over the time of colonisation, particularly in relation to areas associated with the passage and use of water.

Renewing country: Aboriginal people and their lands in rangeland environments

Abstract: After long c aigns demanding recognition of traditional land rights, Aboriginal people have regained control over some properties, but in circumstances that are greatly changed from pre-invasion conditions. Much of this newly acquired land is in rangeland areas, where the environmental degradation arising from pastoralism has lowered land values, thereby making land available for Aboriginal acquisition but at the same time making it less commercially viable without major capital investment, with the attendant possibility of further damage. In this context there can be no simple return to 'tradition', nor are there easy blueprints to follow to redevelop a viable approach to land management. Aborigines are faced with the question of choosing practical management decisions that will meet their cultural and ecological, as well as economic, needs. They are seeking also to take an active role in the broader management of the rangelands for which they feel responsibilities, beyond the fencelines of any one property. They are finding, however, that environmental decision-making is still embedded in the long colonial history of rural conflict over land and resources. While there are some approaches in common with non-Aboriginal neighbours and despite severe pressures and constraints, Aboriginal land managers are developing a distinctive pattern of decision-making which privileges social and cultural uses, together with an interest in implementing practical conservation measures for a wide variety of native biota. But the expression of Aboriginal interests in environmental decision-making continues to be obstructed. The long history of rural racial conflict over land and resources has left a legacy of severe structural disadvantage and of persistent, hostile alliances which act to marginalise Aboriginal voices despite the appearance of increasing inclusivity. The paper argues that these obstructions to an active Aboriginal role in environmental decision-making need to be recognised and addressed if Aboriginal interests and knowledge are to contribute justly and effectively to rangeland sustainability.

The Transnational Mission of an Indian War Correspondent: P. R. S. Mani in Southeast Asia, 1944–1946

Abstract: This article, based on new archival materials, reconstructs the experiences and observations of an Indian war correspondent from 1944 to 1946 as he covered the advance of Indian soldiers of the British-led Indian Army from northeast India, through Burma to Malaya at the war's end, then to their eventual deployment with the South East Asian Command in Java after the Japanese surrender. As it transpired, Captain P. R. S. Mani worked as an enlisted public relations officer of the British-led Indian Army but also sustained his commitment as a patriotic Indian nationalist, who gathered intelligence on the Indian diaspora in Southeast Asia and on the impact of Subhas Chandra Bose's Indian National Army. Relatively little scholarship has focused on Asian war journalism. Mani's tension-ridden role as a self-styled ‘Indian Army observer’ provides an illuminating insight into the way in which Britain's lines of communication were appropriated and subverted during wartime and beyond, and into the way his own nationalism was reshaped by his unofficial transnational activities.
