Abstract: As one of the most populous countries in the Asia area, Vietnam has been continuing to develop and integrate into the region since ‘Renovation Period' in 1986. Alongside several considerable achievements in the field of socio-economic, political, social, and sustainable development, Vietnam is also facing practical challenges in the society, particularly crime. This chapter reviews the overall picture of crime with its related trends and patterns, which will be based on the outcomes of National Program for Prevention and Control Crime of Vietnam, 1998 until 2010. Additionally, the author introduces and analyses the community-based policing's approach, one of the most critical projects in the system of 15 operations of the National Strategy of Preventing and Combating Crime in the period of 2016-2025 and orientations toward 2030, which provide Vietnam's responses with its viewpoints, targets, tasks, and solutions to deal with crime.

Abstract: This chapter aims to analyze discrimination and disadvantage of local farmers in the process of opium eradication in Myanmar based on their specific explanations. The author utilizes some data and information collected from official reports and statements of the Myanmar Opium Farmers' Forum (2013-2018). Some multiple sources from inside and outside Myanmar in terms of human rights of ethnic minorities' opium farmers are also added. The current findings point out that there are a number of concerns and disadvantages with local opium farmers to look for survival livelihood, food security, and sustainable development in ethnic minorities' communities in Myanmar, particularly at Shan and Kachin States. The chapter also calls for further researches with specific recommendations and effective solutions for local opium farmers in the next stages.

Transnational drug trafficking in Southeast Asia: identifying national limitations to look for regional changes

Abstract: Over its fifty years of established existence beginning in 1967, the Association of Southeast Asian Nations (ASEAN) has expounded its consolidated and integrated model in political relations, economic developments, and cultural values. However, confronted by threats to global security, ASEAN has also faced the complex impacts of transnational narcotics trafficking (TransNT). The study uses grey literature as secondary data to illustrate the current situations of TransNT in Southeast Asia by way of examining drug trafficking starting from the original countries (Myanmar) through the transit points (Vietnam) to final destination countries (Malaysia). Besides reviewing more than four decades of collaboration, the paper analyses ASEAN’s milestones in building its cooperative mechanism and assesses its institutional framework for combatting TransNT with specific initiatives. The study notes the main barriers and practical challenges that constrain the process of regional cooperation. Some brief recommendations are also suggested for further research in the near future to enhance regional cooperation in combatting transnational crimes.

Abstract: In Vietnam, the presence of the police as primary responders is articulated in the Constitution and included in national legislation on disaster management as well as public security law. This chapter used desk-based research for data collection, including legal documents of government and Ministry of Public Security, to review and assess current policies and practices. Some selected case studies, based on available resources in disaster management of Vietnam between 1997-2017, are also utilized to illustrate for implementing eight main tasks of police in mitigation, preparedness, response, and recovery. Findings pointed out that by implementing professional skills and effective measures, police in Vietnam played as core leading to support and assist the government and local citizens in natural disaster events. Some distinguishing features of police in a communist country to implement the ‘four on-the-spot' motto of police in natural disasters call for further studies in the future.

Foundations and trends in the darknet-related criminals in the last 10 years: a systematic literature review and bibliometric analysis

Abstract: After the Silk Road closure, many studies started focusing on the trend and patterns of darknet-related crimes in the 2010s. This first study combined a systematic literature review and bibliometric analysis in the field. This study clarifies 49 articles in criminology and penology among 1150 publications relating to the darknet on the Web of Science database to review and analyze the research evolutions of this topic in the last decade. The main findings point out (1) almost all leading authors with their most influential papers came from the Global South with predominant contributions (2) unbalancing publications between regional scholars and their institutions and countries although the darknet-related criminals occurred and operated without border and (3) some specialized themes have identified to call further extensive research such as policing interventions in the darknet and flows of the cryptocurrency in cryptomarkets, among others.
Drug Trafficking in the Mainland Southeast Asian Region: The Example of Vietnam’s Shared Borderland with Laos

Abstract: In recent years, transit routes in Vietnam for drug trafficking networks in the Southeast Asia region and beyond have expanded considerably. Many international scholars are working on identifying destination and transit routes of drug trafficking entities “to and through” Vietnam. Among these routes, the crossings through the Vietnam–Laos borderland of about 2,340 km are among the most severe concerns. This article analyses supply-and-demand scales of illicit drugs in Vietnam from 2008 to 2017 within the context of illegal drug trafficking in the mainland Southeast Asian region. Some evidence consistent with the “destination and transit route” arguments were found through mapping three main ways across the Vietnam–Laos borderland. The article also calls for enhancing the bilateral cooperation among law enforcement agencies to prevent and combat drug trafficking from the two sides.

Abstract: El narcotráfico se considera una actividad ilegal y una preocupación de seguridad nacional para muchos Estados. Sin embargo, se vuelve más complejo y difícil de combatir a medida que se adapta y se expande en el mundo. Este artículo desarrolla un estado del arte sobre el narcotráfico desde diferentes perspectivas con el fin de profundizar en la comprensión de este fenómeno que opera más allá de las fronteras nacionales. El primer aspecto para demostrar es que el narcotráfico funciona en un marco global por ello, analiza y revisa la literatura para identificar los factores que impulsan el narcotráfico en un contexto global con dinámicas entrelazadas. En segundo lugar, hace un gran esfuerzo al profundizar la noción trasnacional de cómo opera el narcotráfico y plantea la necesidad de una descripción integral y lia de la perspectiva multidimensional, en la que se establecen siete dimensiones de un contexto de globalización.

Assessing the Hotline Services on Child Trafficking Victims: An Analysis of Vietnam

Abstract: While rescuing trafficked children has been focused on several countries in the Global North, little is known about what and how it worked and what and how it has not worked in some nations in the Global South, such as Vietnam. Although Vietnam has been considered the source’s country at Tier 3’s classification in the U.S. Trafficking in Persons Report 2022, its victim-centered approach still lacks focus and improvement. Given the country’s political ideology, top-down management, and centralized governance, copying Western strategies for supporting those children’s victims is challenging in Vietnam. This study analyzes the hotline services to understand better the process of child trafficking victims’ (CTV) rescues in Vietnam. To assess the inside of support victims of child trafficking, we use a mixed-qualitative method by combining focus-group discussions and semi-structured interviews with 28 participants from the hotline operators, law enforcers, and social welfare. Our findings point out (1) various information of callers to hotline operators, (2) different pathways to handle these sources, and (3) the impacts of COVID-19’s outbreak on supporting the victims. Outcomes of hotline services also depend on human resources, legal frameworks, and collaborative mechanisms. Some practical gaps also call for further attention to enhance the hotline services in Vietnam.
Transnational Crime and its Trends in South-East Asia: A Detailed Narrative in Vietnam

Abstract: While implementing economic and political reforms to develop society and the economy since 1986, Vietnam has faced serious challenges to national security and social order associated with the complexities of transnational crimes (e.g., illegal drugs, human trafficking, green crimes and high-tech crimes). Additionally, as an uncharted territory in the field of criminology and policing, overall assessment of these crimes in Vietnam is still absent. Lack of knowledge and background on transnational crimes in Vietnam is considered one of the barriers to full understanding of the nature of cross-border criminals in comparison to other South-East Asian countries. This study analyses specific characteristics and modus operandi of transnational crimes in Vietnam by examining these particularly severe crimes. Findings show there are sophisticated cunning associated with flexible activities to avoid law enforcement monitors. Findings call for further research to inform policymakers and scholars.

Social media is widely available with a large focus on young groups. This chapter provides the overall situation on online sex assaults and exploitations child in Vietnam with its detailed characteristics and figures as well as shares the specific efforts of government and law enforcement authorities to prevent and combat this crime from 2010 to 2018 after the professional task force of Vietnamese police established in 2010 till now. The chapter also analyzes the difficulties, challenges, and barrier to fight it before introducing the proposals, strategies, and focuses on anticipate, prevent, and combat this crime of Vietnam's authorities.

Vietnam’s policing in harm reduction: Has one decade seen changes in drug control?

Abstract: Alongside raising awareness and creating activities to develop a harm-reduction approach in the HIV/AIDS c aign since the end of the 2000s, broader harm-reduction interventions in Vietnam were also deployed that included several positive steps. Police forces, a fundamental sector in reducing the supply of illicit drugs, were also involved, partly to concretize this approach. As the first paper to examine the role of police in harm-reduction interventions in Vietnam, the current study utilizes qualitative approaches relying on in-depth interviews conducted with multiple key informants from government and its related bodies, United Nations personnel, and non-government organizations (NGOs), as well as police officers. We uncover noticeable progress in changing minds and approaches to apply harm reduction in drug policy, particularly within policing. However, major barriers in regulations, slow acceptance by police forces, and a lack of curriculum and courses in police training have limited harm-reduction approaches. As the first study to review and assess the policy of harm reduction after one decade, the paper contributes to a deeper understanding of the nature of Vietnam’s police provisions to balance and improve harm reduction in drug control.

Abstract: Background In 2009, Vietnam officially decriminalized drug use through amendments to the criminal law. The amendments specifically outlined that drug use would be seen as an administrative sanction, but not a criminal offence. This legal transition has not been without its implementation challenges and police particularly are have struggled to balance their role between drug law enforcement and decriminalisation. Despite being a health-orientated drug policy amendment, in practice it has meant that police can send suspected drug users to compulsory treatment centres without judicial oversight and people who use drugs continue to face challenges in their interface with law enforcement which can negatively impact access to harm reduction and community-based treatment programs. This paper explores the perspectives of policy makers and law enforcement officials in Vietnam and provides some insights and considerations into how the amended law was implemented and how it could be made more effective in improving both health and safety for all people in Vietnam. Methods To understand government and policing perspective on amended changes to the Criminal Code in 2009 and its subsequent implementation, this mixed methods research combined content analysis of a number of core legislations in terms of drug control policies in Vietnam with perspectives and insights from 14 key informant interviews from people representing a range of relevant Vietnamese Government (n=10) and non-government agencies (n=4). Results While most interviewees recognised that decriminalizing drug use in Vietnam was designed as a a progressive and health-oriented drug policy, many participants acknowledged the ongoing disconnect between the health intent of the policy and the police-led oversight of its implementation in the community. Part of this disconnect was explained by the lack of training and clear protocol that would enhance the police in their ability to contribute to the health intent of the policy rather than continue to view drug use through a drug law enforcement only lens. A current pilot initiative by Hanoi’s People Committee to implement a model of assisted referral for people who use drugs to community-based health, social and legal support may provide an ex le of how to situate decriminalisation policy within a broader context of harm reduction interventions through the design and trial of clear protocols for how law enforcement agencies can actively engage and support the process of ersion into harm reduction and community-based treatment. Conclusions Since the inception of the amended law there has been very little review and analyses of its implementation progress and its challenges. This is the first study to review and assess the progress of decriminalizing drug use since the policy intervention in 2009 with a specific focus on the perceptions of the policy for Vietnam’s drug control in policing. It discusses insights and considerations from government, law enforcement officials and civil society organisations to develop a deeper understanding of how harm reduction interventions – including decriminalisation – can co-exist within a broader and entrenched drug control strategy in Vietnam.

I review the trends in these concerns and also assess regional cooperation in drug control. I analyze some of the main barriers to combating drug trafficking, before suggesting a set of priorities for bilateral and multilateral cooperation.
Understanding the Illegal Wildlife Trade in Vietnam: A Systematic Literature Review

Abstract: As one of the earliest countries in the Southeast Asia region, Vietnam joined the CITES in 1994. However, they have faced several challenges and practical barriers to preventing and combating illegal wildlife trade (IWT) after 35 years. This first study systematically reviews 29 English journal articles between 1994 and 2020 to examine and assess the main trends and patterns of the IWT’s concerns in Vietnam. Findings show (1) slow progress of empirical studies, (2) unbalanced authorship between Vietnamese and non-Vietnamese conducting their projects, (3) weighting of wildlife demand consumptions in Vietnamese communities rather than investigating supply networks with high-profile traffickers, (4) lacking research in green and conservation criminology to assess the inside of the IWT, and (5) need to focus on potential harms of zoonotic transmission between a wild animal and human beings. The article also provides current limitations before proposing further research to fill these future gaps.
