A discussion of Fashion Victims: Various responses to the report by War on Want

Abstract: The purpose of this paper is to present a selection of responses to the report Fashion Victims , published by War on Want in December 2006. It offers a range of viewpoints presented by members of the Editorial Advisory Board of CPOIB . These are presented in chronological order of submission. There is some cross‐reference by contributors to the work of others, but no attempt is made to present a unified argument. Presents the full contributions of involved participants, without mediation or editorial change. A number of different perspectives are presented on the central issue that is summarised by the opening heading in War on Want's report – “How cheap is too cheap?” It is seen that the answer to this question is very much dependent upon the standpoint of the respondent. In presenting this form of commentary, members of the CPOIB Editorial Board seek to stimulate debate about an issue of concern to contemporary society, without resort to the time delay and mediating processes of peer‐review normally attached to academic writing. It is hoped that this discussion will provoke further contributions and a widening of the debate.

Abstract: This chapter examines the possibility of creating online creative production archives with which to make locally and internationally sourced high quality video, audio, graphics, and other broadband content available to grassroots producers in developing economies. In particular, the possibility of Cultural Knowledge Management Systems and the use of innovative Creative Commons copyright licenses are explored. It is argued that in a global knowledge economy, cultural production is a major driver of economic growth. The creativity and culture needed for cultural production are plentiful in developing countries indicating that if technical and institutional conditions are right there is significant potential for developing economies to compete in the global economy. It is, therefore, desirable for local groups to be able to acquire, store, and distribute locally and internationally sourced content to stimulate local-level cultural production.

A Deweyan Experience Economy for Higher Education: The Case of the Australian Indie 100 Music Event

Abstract: In this essay we argue that a Deweyan experience economy will best support the higher education (HE) sector in the future, and we draw a contrast between that economy and the sector’s current focus on informational concerns, as expressed by the recent rush to Massive Open Online Courses (MOOCs) and other mass online informational offerings. We base our argument on current developments in music education and music technology that we see as being preemptive of wider trends. We use ex les from a three-year study of online and offline music pedagogies and outline a four-year experiment in developing a pedagogical experience economy to illustrate a theoretical position informed by John Dewey’s theory of experience, Pierre Bourdieu’s theory of habitus and capital, and recent work in economic geography on epistemic communities. We argue further that the future of the HE sector is local rather than global, experiential rather than informational, and that therefore a continued informational approach to the future of HE risks undermining the sector.

Abstract: This article describes the linguistic and semantic features of technocratic discourse using a Systemic Functional Linguistics (SFL) framework. The article goes further to assert that the function of technocratic discourse in public policy is to advocate and promulgate a highly contentious political and economic agenda under the guise of scientific objectivity and political impartiality. We provide strong evidence to support the linguistic description, and the claims of political advocacy, by analyzing a 900-word document about globalization produced by the Australian Department of Foreign Affairs and Trade (DFAT).

Political economy of communication: a critique

Abstract: This article aims to provide a critical understanding of contextual issues surrounding international business from a political economy of communication perspective. The approach is based in classical dialectics and proceeds from a Marxian perspective. It includes a literature review of major theorists in political economy of communication and an analysis of present institutional relationships that frame international business in the context of corporatism. The main argument is that current practices that dominate international business can no longer be considered as any kind of capitalism and that political economy of communication is necessary for comprehending this system. Current business practices are a form of corporatism in which ownership is separated from control, business is separated from industry, and the idea of a “going concern” is subject to “overriding concerns”. To understand the implications of these factors, political economy of communication needs new theories of value, labour, mediation, and meaning. The work is limited by the current pace of change, by alternative, non‐Marxist definitions of capitalism which are not taken into account here, and by the variegated nature of global business practices. The work is limited to dominant practices and definitive relationships. The paper provides a useful perspective for understanding the future direction of international business, specifically in terms of communication, culture, and understandings of value. This paper offers an alternative, non‐capitalistic view of “globalisation” within a Marxist framework and proposes a new theoretical and analytical synthesis for political economy of communication.

Negative Discourse Analysis and utopias of the political

Abstract: This paper puts forward an argument about the relation between utopian thought and political discourse. It demonstrates how utopias frame normative discourse in general and political discourse in particular. The argument is informed by Kenneth Burke’s theory of the negative command and its place at the basis of all human language. I argue that utopias are necessarily based in the hortatory negative and are, in literary terms, like religious texts in general being ‘words about words’ designed to coordinate “the tribe”. Burke calls such texts ‘logological’. The argument I put forward here points to a rapidly crumbling utopia that has beset much of the world and all of the West since at least the Reagan-Thatcher era in which a new corporatist political economy was given global impetus.

School system as axiological medium: The state's primary macro-proposing context and its expanding moral role in Australia

Abstract: This paper analyses the Australian Values Education Program (VEP) within the framework of late-classical political economy. Using analytical methods from systemic functional linguistics and critical discourse analysis, we demonstrate that the VEP is an unwitting restatement of the principles of ideology as developed by the likes of Destutt de Tracy and the Young Hegelians. We conclude that the sudden shock of globalisation and the post-national cultures this has entailed is in many ways similar to the shock of formal nationalism that emerged in the late-Seventeenth and early-Eighteenth centuries. The overall result of the VEP for the Australian school system is a massive procedural burden that is unlikely to produce the results at which the program is aimed.

The Coming of Post-Reflexive Society: Commodification and Language in Digital Capitalism

Abstract: Language is a unique aspect of human communication because it can be used to discuss itself in its own terms. For this reason, human societies potentially have superior capacities of coordination, reflexive self-correction and innovation than other animal, physical or cybernetic systems. However, this analysis also reveals that language is interconnected with the economically and technologically mediated social sphere. Hence it is vulnerable to abstraction, objectification, reification and therefore ideology — all of which are antithetical to its reflexive function (whilst paradoxically being a fundamental part of it). In particular, in capitalism, language is increasingly commodified within the social domains created and affected by ubiquitous communication technologies. The advent of the so-called ‘knowledge economy’ implicates exchangeable forms of thought (language) as the fundamental commodities of this emerging system. The historical point at which a ‘knowledge economy’ emerges, then, is the critical point at which thought itself becomes a commodified ‘thing’, and language becomes its ‘objective’ means of exchange. However, the processes by which such commodification and objectification occur obscure the unique social relations within which these language commodities are produced. We argue that the latest economic phase of capitalism — the knowledge economy — and the obfuscating trajectory which accompanies it, are destroying the reflexive capacity of language, particularly through the process of commodification. This can be seen in the fact that the language practices which have emerged in conjunction with digital technologies are increasingly non-reflexive and therefore less capable of self-critical, conscious change.

Abstract: As a field of study, media literacy emerged along with the study of radio propaganda in the 1930s. More recently it became a field of research that has responded to the television saturated consumer cultures of the late-1960s onwards. Unlike literacies of pre-electronic media environments, those that have been studied within electronic environments have been almost solely concerned with analytical ways of reading multimedia texts. In contrast, literacies in the written word have typically involved the production of written texts as integral to curricula. The new media environment provides opportunities and challenges for research in new media literacies, not the least of which is understanding what it means for people to have a widespread potential to write themselves into global, multimediated conversations. This not only involves technical, cultural, discursive, and aesthetic knowledges, it also involves the need to be politically and economically literate in the implications of a dispersed, participatively produced, multimedia environment as distinct from the ‘broadcast’ literacies of past media environments. This article situates new media literacies in an historical framework, emphasizing the close connections among technology, culture, discourse, and related changes in political economic structures.

Abstract: In this article, I show how new spaces are being prefigured for colonization in new economy policy discourses. Drawing on a corpus of 1.3 million words collected from legislatures throughout the world, I show the role of policy language in creating the foundations of an emergent form of political economy. The analysis is informed by principles from critical discourse analysis (CDA), classical political economy and critical media studies. It foregrounds a functional aspect of language called process metaphor to show how aspects of human activity are prefigured for mass commodification by the manipulation of realis and irrealis spaces. I also show how the fundamental element of any new political economy, the property element, is being largely ignored. Current moves to create a privately owned global space, which is as concrete as landed property - namely, the electromagnetic spectrum - has significant ramifications for the future of social relations in any global knowledge economy.

Abstract: In this article I identify specific historical trajectories that are directly contingent upon the deployment and use of new media, but that are actually hidden by a focus on the purely technological. They are: the increasingly abstract and alienated nature of economic value the subsumption of all labour — material and intellectual — under systemic capital and the convergence of formerly distinct spheres of analysis — the spheres of production, circulation and consumption. This article examines the implications of the knowledge economy from an historical materialist perspective. I synthesize the systemic views of Marx (1846 [1972], 1875 [1972], 1970, 1973, 1976, 1978, 1981), Adorno (1951 [1974], 1964 [1973], 1991), Horkheimer and Adorno (1947 [1998]), Jarvis (1998) and Bourdieu (1991, 1998) to argue for a language-focused approach to new media research and suggest aspects of Marxist thought which might be useful in researching emergent socio-technical domains. I also identify specific categories in the Marxist tradition which may no longer be analytically useful for researching the effects of new media.
