Abstract: The quantity and complexity of scientific and technological information provided to policymakers have been on the rise for decades. Yet little is known about how to provide science advice to legislatures, even though scientific information is widely acknowledged as valuable for decision-making in many policy domains. We asked academics, science advisers, and policymakers from both developed and developing nations to identify, review and refine, and then rank the most pressing research questions on legislative science advice (LSA). Experts generally agree that the state of evidence is poor, especially regarding developing and lower-middle income countries. Many fundamental questions about science advice processes remain unanswered and are of great interest: whether legislative use of scientific evidence improves the implementation and outcome of social programs and policies under what conditions legislators and staff seek out scientific information or use what is presented to them and how different communication channels affect informational trust and use. Environment and health are the highest priority policy domains for the field. The context-specific nature of many of the submitted questions—whether to policy issues, institutions, or locations—suggests one of the significant challenges is aggregating generalizable evidence on LSA practices. Understanding these research needs represents a first step in advancing a global agenda for LSA research.

Abstract: Following numerous global scientific studies and major international agreements, the decarbonization of energy systems is an apparent and pressing concern. The consequence of continued emission growth tied to rising global average temperatures is difficult to predict, but against a background of other natural and human-induced disasters, may create a situation, from a positive perspective, where each disaster event triggers “build back better” responses designed to speed the transition toward low carbon, resilience-oriented energy systems. This article examines the potential for disaster-triggered responses in communities, at various local and regional levels, in four industrial economies in the Asia Pacific region: Japan, China, Australia, and the USA. Seven case studies were evaluated against a set of criteria that exemplify the key aspects of resilient energy systems. The research results suggest that a new space of innovation does emerge in post-disaster situations at a range of local and regional scales. The greatest potential benefit and opportunity for significant gains, however, appears to manifest at the small community level, and the ultimate challenge relates to how to mainstream local innovations into state and national level transformation on energy systems so as to enhance resilience and promote rapid decarbonization.

Abstract: Wildfires drive deforestation that causes various losses. Although many studies have used spatial approaches, a multi-dimensional analysis is required to determine priority areas for mitigation. This study identified priority areas for wildfire mitigation in Indonesia using a multi-dimensional approach including disaster, environmental, historical, and administrative parameters by integrating 20 types of multi-source spatial data. Spatial data were combined to produce susceptibility, carbon stock, and carbon emission models that form the basis for prioritization modelling. The developed priority model was compared with historical deforestation data. Legal aspects were evaluated for oil-palm plantations and mining with respect to their impact on wildfire mitigation. Results showed that 379,516 km2 of forests in Indonesia belong to the high-priority category and most of these are located in Sumatra, Kalimantan, and North Maluku. Historical data suggest that 19.50% of priority areas for wildfire mitigation have experienced deforestation caused by wildfires over the last ten years. Based on legal aspects of land use, 5.2% and 3.9% of high-priority areas for wildfire mitigation are in oil palm and mining areas, respectively. These results can be used to support the determination of high-priority areas for the REDD+ program and the evaluation of land use policies.
