Abstract: We explore sustainable land sector opportunities for Australia’s 1.2 million km2 northern savanna rangelands where extensive beef cattle pastoralism is the predominant contemporary land use. Our focal region is characterised by mean annual rainfall exceeding 600 mm, ecologically bountiful wet season water availability followed by 6–8 months of surface water deficit, mostly nutrient-poor soils, internationally significant bio ersity and carbon stock values, very extensive dry season fires in pastorally unproductive settings, a sparse rural population (0.14 persons km–2) comprising a high proportion of Indigenous people, and associated limited infrastructure. Despite relatively high beef cattle prices in recent seasons and property values escalating at a spectacular ~6% p.a. over the past two decades, long-term economics data show that, for most northern regions, typical pastoral enterprises are unprofitable and carry significant debt. Pastoral activities can also incur very significant environmental impacts on soil and scarce dry season water resources, and greenhouse gas emissions, which currently are not accounted for in economic sustainability assessments. Over the same period, the conservation sector (including National Parks, Indigenous Protected Areas) has been expanding rapidly and now occupies 25% of the region. Since 2012, market-based savanna burning projects aimed at reducing greenhouse gas emissions occur over a further 25%. Returns from nature-based tourism focussed particularly on maintaining intact freshwater systems and associated recreational fishing opportunities dwarf returns from pastoralism. The growth of these latter industries illustrates the potential for further development of profitable ‘ecosystem services’ markets as part of a more environmentally and socially sustainable ersified regional land sector economy. We outline some of the imminent challenges involved with, and opportunities for developing, this new industry sector.

Abstract: The value of ecological systems to human well-being and the economy is often not estimated in contemporary economic and policy decision making processes. Estimating non-marketable and marketable values of ecosystem services from Indigenous managed land provides significant information about the role that the natural environment plays in maintaining the well-being of people. This research investigates the value of ecosystem services from an Indigenous Protected Area, the Warddeken Indigenous Protected Area—an estate managed by Indigenous people in northern Australia. It provides valuable insights for policy makers, land managers, and future development programs while informing the importance of managing Indigenous lands for the local and wider public benefits. Additionally, applying the Millennium Ecosystem Assessment framework and the standard ecological economic valuation techniques, this study presents ‘realistic’ values of marketable and non-marketable ecosystem services identified from the Warddeken Indigenous Protected Area. The total value of ecosystem services was estimated at $32.6 million per year, which are largely non-marketable (such as climate and water regulation) and these values flow to the local and wider public. This research further argues that investing in managing Indigenous estates helps in reducing welfare costs for the Australian Government worth, in the case of the Warddeken Indigenous Protected Area, $8 million per year. Overall, the value of ecosystem services and cost savings demonstrate the real benefits that Indigenous people obtain for working on their land, termed as “Country.” In addition, Indigenous land management delivers offsite ecological, social, and cultural ecosystem services (value estimated at $29 million per year for the Warddeken Indigenous Protected Area) which are typically ignored in policy decision making regarding Indigenous matters in Australia. This study highlights the importance of land managed by Indigenous people in Australia and worldwide to comprehend the real value of benefits and suggests developing appropriate stewardship arrangements to support people’s efforts.

Abstract: This article reviews literature relating to the Great Barrier Reef (GBR) and aims to assess the current state of knowledge about (1) the "value" of ecosystem services (ES) provided by the GBR and (2) the way in which activities that are carried out in regions adjacent to the GBR affect those values. It finds that most GBR valuation studies have concentrated on a narrow range of ES (e.g., tourism and fishing) and that little is known about other ES or about the social, temporal, and spatial distribution of those services. Just as the reef provides ES to humans and to other ecosystems, so too does the reef receive a variety of ES from adjoining systems (e.g., mangroves). Yet, despite the evidence that the reef's ability to provide ES has been eroded because of recent changes to adjoining ecosystems, little is known about the value of the ES provided by adjoining systems or about the value of recent changes. These information gaps may lead to suboptimal allocations of resource use within multiple realms.

Abstract: In a recent paper we set out a case for extending current and emerging ecosystem services enterprise opportunities to support sustainable land sector development in far northern Australia (Russell-Smith and Sangha 2018: The Rangeland Journal 40, 315–330. doi:10.1071/RJ18005). In that paper we illustrate very significant economic viability and environmental sustainability issues associated with the current dominant land use, the extensive rangeland beef cattle industry. Our beef enterprise economic assessments drew heavily on reports by Ian McLean, Phil Holmes and colleagues, as well as various other authoritative studies. In a detailed response, McLean and Holmes outline their concerns that, in various instances, we misrepresented their data and that our assessment ‘does not accurately portray the economic performance and contribution of the pastoral sector in northern Australia, nor justify the conclusion that fundamental land sector change is required’ (Comment by McLean and Holmes 2019: The Rangeland Journal, 41, 157–160. doi:10.1071/RJ18098). We acknowledge the singular contributions of those authors for our understanding of the enterprise characteristics and challenges faced by northern beef producers, but further, we: (a) for context, demonstrate the magnitude of the economic and sustainability challenges faced by the majority of northern beef producers as described in a range of pertinent studies including their own (b) provide a detailed refutation of all eight of their listed concerns and (c) conclude that available evidence does in fact strongly support the need for exploring ersified enterprise opportunities towards developing a sustainable and inclusive far northern land sector.

Abstract: In Queensland, land is cleared at high rates to develop pastures for enhanced production and the associated monetary gains. However, pasture production declines over time in cleared pastures until a new equilibrium is reached. The present study focussed on elucidating the reasons for decline in pasture production and finding the key soil properties that are affected due to clearing. Paired sites for cleared and uncleared pastures were selected to represent 3 dominant tree communities of the semi-arid tropics in central Queensland, i.e. Eucalyptus populnea, E. melanophloia, and Acacia harpophylla. The cleared pastures were chosen to represent 3 different durations of time since clearing (5, 11–13, and 33 years) to evaluate the temporal impact of clearing on soil properties. Various soil parameters were studied: macronutrients—available N (NH4+and NO3–), total N, and available P micronutrients—Cu, Fe, Zn, and Mn exchangeable cations—Ca, Mg, Na, and K (also macronutrients) pHw and electrical conductivity. Of these, pHw showed a significant response to time of clearing for all 3 tree communities. Soil pHw increased significantly at cleared sites relative to uncleared (native woodland) pastures, and the increase was highly correlated with concentrations of exchangeable Ca, Mg, and Na. The change in soil pHw and exchangeable cations was more evident at .30 m soil depth. The increase in soil pHw in cleared pastures decreased the availability of soil nutrients for plant growth and, hence, pasture productivity. The interactions of different soil properties down the profile as a result of changes caused by clearing are important when interpreting the effects of clearing on soil properties.

Abstract: In 2016, the United Nations (UN) launched the 17 Sustainable Development Goals (SDGs) as a framework for sustainable development and a sustainable future. However, the global challenge has been to engage, connect, and empower communities, particularly young people, to both understand and deliver the 17 SDGs. In this study, we show the benefit of a strategic planning-based experiential learning tool, the Young Persons’ Plan for the Planet (YPPP) Program, to improve the underlying competencies of Australian and Mauritian adolescents in increasing understanding and delivering the SDGs. The study was conducted with 300 middle to senior high school students, in 25 schools throughout Australia and Mauritius, over an 18-month period. The intervention included the development of research, strategic planning, management, STEM (Science Technology, Engineering, Maths) and global competency skills in the students, to enable them to build and deliver regional and national SDG plans. Research methods included pre- and post-intervention testing of the attitudes of these students to sustainable development outcomes and compared these attitudes to subsets of scientists and the Australian national population. Our results, from both qualitative and quantitative evidence, demonstrate significant improvements in these adolescents’ appreciation of, and attitudes towards, the SDGs and sustainable outcomes, across a range of key parameters. The results from the 76 students who attended the International Conference in Mauritius in December 2018 demonstrate significant improvements in mean levels of understanding, and attitudes of the students towards the SDGs awareness (+85%), understanding/engagement (+75%), motivation (+57%), and action orientation/empowerment (+66%). These changes were tested across a range of socio-demographic, geographic, and cultural parameters, with consistent results. These findings have significant implications for the challenge of sustainable education and achieving community engagement and action towards the SDGs in Australia and Mauritius, particularly for young people. As the intervention can be replicated and scaled, the findings also highlight the opportunity to extend both the research and this type of experiential learning intervention across both broader geographies and other generation and community segments.

Abstract: Despite wider recognition of human interdependence with the rest of nature, our economies continue to fail to adequately value ecosystem services. This failure is largely attributed to the economic frameworks and related measures that focus on the production and consumption of marketed goods and services, but do not consider the other essential elements upon which our lives depend. This paper highlights how the Ecosystem Services approach can shift the focus to human wellbeing while remaining within biophysical planetary boundaries. An Ecosystem Services approach applies three fundamental principles of Ecological Economics: sustainable scale, efficient allocation, and fair distribution, which are vital for sustainable economies and societies. We provide case studies, from both a local and national scale, demonstrating how such an approach offers a holistic perspective of understanding what “development” actually means. Transforming our economies to appropriately consider planetary limits, overcome societal addictions, learn from Indigenous and local communities about ways of sustainable living, and realizing the importance of ecosystem services will contribute to developing economies that are resilient, and that enhance sustainable human wellbeing.

Abstract: The current crisis in Indian agriculture warrants solutions, but in consultation with farmers and related institutions unlike the imposition of Farming Reforming Bills passed by the Indian Government on 20-22 September 2020. The three recent Indian Government’s Farming Reform Acts i.e. Farmers’ Produce Trade and Commerce Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act and Essential Commodities Act, have caused frustration and agitation among millions of farmers, farm-workers, and the general public since September 2020. The agitation continues to date and has expanded to almost every state and territory. The government has failed to understand the fundamental farmers’ perspective—agriculture is their heritage, not a business. The main reason for the design of these Acts is that policymakers within the government do not understand the true value of agricultural economy in villages which are the foundation of India, and instead prefer to liaise with corporations for business gains while compromising the needs of millions of people. This article provides a critical analysis of the current agricultural situation in India.

Abstract: The horticulture sector in northern Australia, covering north of Western Australia (WA), Northern Territory (NT), and north Queensland (QLD), contributes $1.6 billion/year to the Australian economy by supplying erse food commodities to meet domestic and international demand. To date, the Australian Government has funded several studies on developing the north’s agriculture sector, but these primarily focused on land and water resources and omitted an integrated, on-ground feasibility analysis for including farmers’/growers’ perspectives. This study is the first of its kind in the north for offering a detailed integrated assessment, highlighting farmers’ perspectives on the current state of the north’s horticulture sector, and related challenges and opportunities. For this, we applied a bottom-up approach to inform future agriculture development in the region, involving a detailed literature review and conducting several focus group workshops with growers and experts from government organisations, growers’ associations, and regional development agencies. We identified several key local issues pertaining to crop production, availability of, and secure access to, land and water resources, and workforce and marketing arrangements (i.e., transport or processing facilities, export opportunities, biosecurity protocols, and the role of the retailers/supermarkets) that affect the economic viability and future expansion of the sector across the region. For ex le, the availability of the workforce (skilled and general) has been a challenge across the north since the start of the COVID-19 pandemic in 2020. Similarly, long-distance travel for farm produce due to a lack of processing and export facilities in the north restricts future farm developments. Any major investment should be aligned with growers’ interests. This research highlights the importance of understanding and incorporating local growers’ and researchers’ perspectives, applying a bottom-up approach, when planning policies and programs for future development, especially for the horticulture sector in northern Australia and other similar regions across the globe where policy makers’ perspectives may differ from farmers.

Abstract: An ecosystem is healthy if it is active, maintains its organization and autonomy over time, and is resilient to stress. Healthy ecosystems provide human well-being via ecosystem services, which are produced in interaction with human, social, and built capital. These services are affected by different ecosystem stewardship schemes. Therefore, society should be aiming for ecosystem health stewardship at all levels to maintain and improve ecosystem services. We review the relationship between ecosystem health and ecosystem services, based on a logic chain framework starting with (1) a development or conservation policy, (2) a management decision or origin of the driver of change, (3) the driver of change itself, (4) the change in ecosystem health, (5) the change in the provision of ecosystem services, and (6) the change in their value to humans. We review two case studies to demonstrate the application of this framework. We analyzed 6,131 records from the Ecosystem Services Valuation Database (ESVD) and found that in approximately 58% of the records data on ecosystem health were lacking. Finally, we describe how the United Nations' System of Environmental-Economic Accounting (SEEA) incorporates ecosystem health as part of efforts to account for natural capital appreciation or depreciation at the national level. We also provide recommendations for improving this system.

Abstract: Northern Australia comprises by far the most fire-prone-half of a fiery continent, where fire frequencies range from annual in the tropical savannas to periodic very-extensive fire events following above-rainfall conditions in the central Australian rangelands. As illustration of the challenges facing effective fire management in Australia’s 5.7×106km2 rangelands, we examine the status of contemporary prescribed burning activities in the Northern Territory, a 1.4×106km2, very sparsely settled (0.18 persons km−2) jurisdiction characterised by vast flammable landscapes, few barriers to fire-spread, predominantly anthropogenic ignitions, and limited institutional resources and capacity. Unsurprisingly, prescribed-fire management is shown to be restricted to specific locales. For more effective, landscape-scale fire management, potential solutions include engagement with dispersed remote communities and incorporation of Indigenous Ranger Groups into the fire-management network, and building on the success of savanna-burning greenhouse gas emission projects as an ex le for incentivising landscape fire and emergency management services generally. Recently, significant steps have been taken towards implementing formal regional fire-management planning processes involving inclusive community-stakeholder engagement, and the setting of clearly defined time-constrained objectives and targets.

Abstract: The temporal impact of clearing trees on litter production, litter decomposition and on C, N and P release through decomposition of litter was examined in the pasture systems of a semi-arid zone of central Queensland. Paired sites for cleared pastures (developed from clearing woodlands) and uncleared (intact woodland) pastures were selected to represent three dominant tree communities of the region i.e. Eucalyptus populnea, E. melanophloia and Acacia harpophylla , with three different time-since-clearing (5, 11–13 and 33 y) treatments. Yearly litter production was greater at uncleared sites (1732–1948 kg ha −1 y −1 for eucalypt and 2596 kg ha −1 y −1 for acacia communities) compared with cleared sites (1038–1282 kg ha −1 y −1 for eucalypt and 1100 kg ha −1 y −1 for acacia communities averaged over three time-since-clearing treatments). Rates of litter decomposition and of release of C, N and P from decomposing litter were higher at cleared than uncleared sites for all three tree communities. The cleared and uncleared sites did not differ significantly in total amount of C and N released per year since the concentrations of C and N were greater in litter from uncleared sites but the rate of release was less than that at cleared sites. Slow but continuous release of nutrients in eucalypt and acacia woodlands may be an adaptation of these communities to maintain the nutrient cycle and to avoid leaching of nutrients in the nutrient-poor soils of the region.

Abstract: Clearing land of trees and introducing exotic pastures to enhance pasture and cattle production and hence enterprise financial performance are widely practised in Queensland. The results from many previous studies on tree clearing have emphasised the gains in pasture production, but over periods of less than 10–15 years after clearing. The present study questioned the sustainability of pasture production in cleared systems over a longer time-frame ( years of clearing). For this, three different age groups of clearing i.e. 5 year, 11–13 year and 33 year were selected in each of 3 major types of tree communities i.e. Eucalyptus populnea, E. melanophloia and Acacia harpophylla in central Queensland. Paired comparisons of cleared and uncleared (intact) pasture systems were selected for each age group of clearing. The results suggest that the initial gains in pasture production upon clearing were compatible with published studies. However, for longer periods of time since clearing, the gains in pasture production were not sustained and were accompanied by risks of land degradation and loss of pasture plant ersity. For E. populnea and A. harpophylla, the maximum benefits from clearing were achieved at 13–15 years whereas for E. melanophloia, any benefits existed only over a short period of 5–6 years. The study emphasises that each tree community exhibits a specific response with regard to the duration of increased pasture production following clearing. To estimate the total benefits from tree clearing in pasture development, it is important to consider both monetary benefits and non-monetary losses from clearing for different types of tree communities.

Abstract: The role of Indigenous peoples and local communities (IPLCs) in sustainably using and managing natural resources is becoming broadly recognised within some international platforms (e.g., the UN Permanent Forum on Indigenous Issues and Intergovernmental Platform on Bio ersity and Ecosystem Services). However, the support for IPLCs to continue managing their land is either completely absent or scanty. This paper presents the value of only four ecosystem services, estimated at USD 1.16 trillion per year, that are delivered from IPLCs managed lands alone (excluding coastal, marine, and other resources). These four ecosystem services (ES), i.e., carbon sequestration, biocontrol, air, and water regulation offer offsite benefits to the wider regional and global populations yet without returns to the IPLCs themselves except for facing more climate and natural disaster-related challenges mainly caused by the actions of mainstream society. It further outlines key challenges and advocates for establishing stewardship mechanisms to promote and support IPLCs land management practices that will effectively help in protecting and preserving bio ersity, water, and other natural resources on Earth to sustain and enhance human well-being.

Abstract: We establish a framework to examine the feasibility of using local vegetation for bioenergy power systems in small-scale applications and remote settings. The framework has broad application, and we present a specific case here to demonstrate the process. Our case study is the Tiwi Islands in northern Australia, where a large Acacia mangium plantation is a potential source of biofuel feedstock. Two types of technology were considered: 1. Bio-oil from pyrolysis in diesel generators and 2. Direct combustion coupled with a steam turbine. The biomass was characterized and found to have adequate properties for an energy crop, with a lower heating value of about 18 MJ/kg and entire tree ash content of 2%. Measurements from trees that were damaged from wildfires had similar results, showing potential value recovery for a plantation after unplanned fire. In comparison to a petroleum diesel-based generator, the bio-oil system was 12% more expensive. The direct combustion system was found to be the most economical of those explored here, costing as low as 61% of the bio-oil system. Additional social and environmental benefits were identified, including local employment opportunities, improved energy security and reduced greenhouse gas emissions. Our findings of high techno-economic potential of bioenergy systems, especially through direct combustion, are widely applicable to on-demand renewable energy supply in remote communities.

Abstract: Researchers increasingly investigate ecosystem services to assess their role in supporting livelihoods, well-being and economic value in order to inform decision-making. Many studies have explored links between ecosystem services and community-based livelihoods, with a very narrow focus on the importance of land use to well-being. We evaluated the value of ecosystem services from various land uses supporting livelihoods and the overall well-being of local communities in the Chittagong Hill Tracts (CHT) of Bangladesh. By applying a participatory habitat valuation approach with the ethnic communities from eight villages, we explored their preferences for, and perceptions of, ecosystem services and their sources in a multi-functional landscape under different land use, i.e., forest, swidden and low-land agriculture, fruit orchard and water bodies, and three land ownership contexts (state, private and mixed ownership on forest lands). Our findings revealed that community land use preference for ecosystem services supports ten different well-being needs. Among others, forests were valued land used for two-thirds of well-being needs, including the provision of shelter, nutrition, primary health care, an adequate supply of potable water, a lower level of ecological stress (i.e., protection from associated landslide soil erosion), cultural and spiritual benefits and livestock foraging. People commonly valued the food, income and nutrition contributions of all land uses. However, different forest and land ownership contexts and rights within the landscape influence people’s preference for ecosystem services from land use in supporting their well-being. People with secure ownership (i.e., private and private-community) showed a broad and positive appreciation for ecosystem services to meet their well-being needs. Our study highlights that local and ethnic people’s land-use preferences and ownership contexts are critical factors in assessing well-being in the context of multifunctional landscapes. We recommend that ecosystem services be considered in future decision-making related to forest and land use to support human well-being.
