Abstract: Ecosystem-based management (EBM) is now widely accepted as the best means of managing the complex interactions in marine systems. However, progress towards implementing and operationalizing it has been slow. We take a pragmatic approach to EBM. Our simple definition is balancing human activities and environmental stewardship in a multiple-use context. In this paper, we present case studies on the development and implementation of EBM in Australia. The case studies (Australia’s Ocean Policy, the Great Barrier Reef, New South Wales (NSW) marine estate, Gladstone Harbour, and South Australia and Spencer Gulf) span different spatial scales, from national to regional to local. They also cover different levels of governance or legislated mandate. We identify the key learnings, necessary components and future needs to support better implementation. These include requirements for clearly identified needs and objectives, stakeholder ownership, well defined governance frameworks, and scientific tools to deal with conflicts and trade-offs. Without all these components, multi-sector management will be difficult and there will be a tendency to maintain a focus on single sectors. While the need to manage in idual sectors remains important and is often challenging, this alone will not necessarily ensure sustainable management of marine systems confronted by increasing cumulative impacts.

Abstract: In 1980, at the invitation of Australia, the first Chinese scientists went to Antarctica. China was therefore a relative ‘latecomer’ to engage in Antarctic science. In the period since its first Antarctic expedition in 1984, China's presence in Antarctica has expanded both in terms of its logistics and infrastructure and its scientific research. This paper outlines the development of China's national Antarctic programmes under the influence of corresponding national policies from the late 1970s to the present, noting the application of various scientific disciplines to Antarctic fields. The paper outlines and analyses the broadening and deepening of China's Antarctic science research, infrastructure and engagement.

What and who is an Antarctic ambassador?

Abstract: The term “Antarctic ambassadorship” is increasingly used to represent an in idual’s connection to Antarctica and their subsequent advocacy. However, there is little clarity regarding the concept. To address this, we combined a literature review with an expert elicitation workshop. We argue that (i) the concept of Antarctic ambassador has been understood in myriad ways (ii) Antarctic ambassadors have a connection to, knowledge of and passion for Antarctica (iii) they also have a commitment to defending and advancing Antarctic values and (iv) Antarctic ambassadorship is about more than advocacy. We propose the first comprehensive definition of Antarctic ambassadorship. We hope this will provide a cornerstone upon which future research, and a more informed governance of Antarctic tourism, can be built.

Abstract: This article challenges the idea that success of boundary organizations is marked primarily by the stability of the science–policy interface. We review key theory in the literature on boundary work and boundary organizations. We then present a case, the Derwent Estuary Program (DEP) in South East Tasmania, Australia, to explore the evolution of successful boundary organization. We detail how a science-oriented program of work achieved success, through early wins that cemented its support and created a relatively stable entity able to navigate the expansion of its remit from managing controversy to implementing an integrated, systems approach to coastal zone management. The creation of “safe spaces” enabled contentious situations to be negotiated through well-established relationships and processes. The interaction among these elements, supported by exemplary leadership, was critical to reframing the problem. We suggest that it is through these abilities to navigate controversy and mediate among ergent interests, while maintaining a committed focus on science, that boundary organizations can succeed. Success in this context is achieved through using credible science to reframe problems. Success is further indicated not just by surviving periodic controversies but by being able to benefit from them, building legitimacy among partners and stakeholders through successfully navigating unforeseen events.

The influence of performance reviews on regional fisheries management organizations

Abstract: Regional fisheries management organizations (RFMOs) are key bodies responsible for managing fisheries on the high seas and also in areas of the ocean under national jurisdiction. The performance of RFMOs has, however, become the focus of broad-based criticism in the context of increasing fishing effort, the scale, and sophistication of illegal, unregulated and unreported fishing, and concerns over the wider environmental impacts of fishing activities. In response to these criticisms, the United Nations General Assembly has called on RFMOs to carry out performance reviews (PRs) to assess their record in fisheries management. PRs can provide the opportunity to assess the strengths and weaknesses of past actions by specific RFMOs. There is, however, limited information and analysis available on the progress made by RFMOs after PRs have been carried out. To fill this gap, this paper assesses the performance of five RFMOs that have undergone PRs on two occasions. The paper assesses the performance of these five RFMOs against a scoring system that analyses improvements made after the first PR based on the recommendations made in the second PR. This analysis is encouraging, as all five RFMOs demonstrated significant improvement in their performance in the period after their initial PR, especially in “conservation and management” and “international cooperation” activities.

Abstract: This paper explores the emerging role of Big Data in environmental governance. We focus on the case of salmon aquaculture management from 2011 to 2017 in Macquarie Harbour, Australia, and compare this with the foundational case that inspired the development of the concept of ‘translation’ in actor-network theory, that of scallop domestication in St Brieuc Bay, France, in the 1970s. A key difference is the salience of environmental data in the contemporary case. Recent dramatic events in the environmental governance of Macquarie Harbour have been driven by increasing spatial and temporal resolution of environmental monitoring, including real-time data collection from sensors mounted on the fish themselves. The resulting environmental data now takes centre stage in increasingly heated debates over how the harbour should be managed: overturning long-held assumptions about environmental interactions, inducing changes in regulatory practices and institutions, fracturing historical alliances and shaping the on-going legitimacy of the industry. Environmental Big Data is now a key actor within the networks that constitute and enact environmental governance. Given its new and unpredictable agency, control over access to data is likely to become critical in future power struggles over environmental resources and their governance.
