Abstract: Theory and research in the field of educational leadership and management has grown exponentially in the past decade. I am troubled however by the apparent primacy of ethnocentric ways of knowing, acting and leading. And while we might heed Dimmock and Walker’s call for a cross-cultural approach to leadership and management, located at the periphery are bodies of knowledge for/about Indigenous ways of leading and being led. This article reports on a three-year research project conducted in New Zealand, Australia and Canada for/with Indigenous women. Evidence points to the triple bind Indigenous women face due to exigencies of race and gender and the two worlds they occupy the Indigenous and the non-Indigenous.

Abstract: The intention in this chapter is to offer a critical commentary on ways in which the educational marketplace works to the advantage of elite universities. It is these institutions that use their histories and traditions, image and reputation, to further preserve and reproduce their privilege, position and power. This is labelled as the axis of advantage. Elite institutions are well recognised and accrue esteem based on those who work or have worked there, those who study there or who have studied there, and by the philanthropic bequests received. This chapter argues that this roll call of in iduals, alumni, benefactors and networks linked further disconnects elite institutions with the ordinary and the everyday.

African-American injection drug users: association between pretreatment services and entry into and completion of detoxification

Abstract: Research suggests that African-American injection drug users, when compared with other ethnic and racial groups of injection drug users, are more likely to have no history of substance abuse treatment. The project evaluated was designed to attract African-American injection drug users to treatment by providing comprehensive pre-treatment services including street outreach, drop-in center services, case management, and motivational counseling. The overall program goal was to facilitate clients' acceptance of referral to treatment and readiness to utilize treatment. The evaluation described here examines whether, for this African-American population of hard-core drug users, utilization of pre-treatment services improved the intermediary treatment outcomes of entry into and completion of detoxification. Findings showed that high utilization of drop-in center services increased the frequency of entrance into detoxification programs. Entrance into detoxification has been shown to be significantly correlated with (a) entrance into further treatment, (b) reduced HIV/AIDS risk, and (c) successful linkage with health care and social services. Contrary to expectations, high utilization of pre-treatment services was not significantly correlated to increased completion of detoxification.

Abstract: The critique of western ethnocentric notions of leadership presented in this paper is informed by debates on issues such as gender and educational leadership that have produced meta‐narratives that explore and explain women and men's ways of leading. One of the troubling aspects of western leadership theories is the claim that the functions and features of leadership can be transported and legitimated across homogenous educational systems. Despite changes that have been made in definitions and descriptions of educational leadership to provide a focus on gender, there is the implicit assumption that while educational leadership might be practised differently according to gender, there is a failure to consider the values and practices of indigenous educational leaders. Thus, the construct of educational leadership needs to be more broadly theorised in order for knowledge of indigenous ways of leading to emerge.

Abstract: There has been a renewed interest in universities as sites of knowledge production and their contributions in the global knowledge economy. Originating in the reforms of the 1980s and spanning numerous countries, New Public Management (NPM) has stimulated a focus on commercialization, corporatization, and privatization across many areas of the public sector. Corporate sector principles and practices and new regimes of work that have culminated in a renewed focus on targets, measurement, cost centres and cost drivers, performance management, standards, and productivity are troubling for higher education. This is primarily because the production and management of knowledge has been reduced to what “counts” in the global marketplace. Higher education is increasingly becoming a “knowledge factory,” but how is this knowledge produced? Why does this knowledge “count”? Whose knowledge is being produced? These are the central questions raised in this opening chapter.

Abstract: The pressures of fiscal constraints, increased competition, and rapidly developing information technology have resulted in the modern university adopting business models of operation. As a consequence, teaching and learning have become products and students have become consumers. The net effect of these changes has been the expansion of specialist administrative and management work in universities: work that is undertaken by both professional staff and manager-academics. Arguably, it is these managerial practices that now drive the research and knowledge functions of the university, rather than the other way around. Typically, professional staff members, also known as “general,” “non-academic,” or “administrative” staff, now comprise the majority of the modern university workforce across Australia, Europe, the United Kingdom, and the United States. The changing roles and importance of these professional staff members is explored by describing their number, function, roles, and gender breakdown across higher education providers. In this chapter, the authors examine the growing influence of professional staff in the university's binary organizational structure of the “non-academic” versus the academic. The tensions this binary system creates in the perceptions of the relative status of one type of work and workers in higher education over another are interrogated with particular regard to staff ersity. The blurring of the binary is highlighted as academics move into managerial roles and the work of professional staff cuts across academic and administrative domains.

Abstract: In this article I examine the role of ANZHES and its contribution to the development of the field over the past 40 years. Drawing on a range of theories, I argue that the annual exchange (or pilgrimage) of academics between Australia and New Zealand has been a vital component in the nurturing of our intellectual geographies and the formation of ANZHES as an intellectual community of scholars. And while ANZHES might well be borderless, there has been a gradual emergence of a border zone as academic work, academic knowledge and the Academy has been increasingly fractured, partitioned and dispersed. What then is the disciplinary territory that historians of education now occupy? How has the landscape of our work shifted and changed? To what extent might these connections be represented in ANZHES’ academic journal?

The tyranny of bureaucracy: Continuing challenges of leading and managing from the middle

Abstract: Fiscal efficiency and organizational effectiveness were the primary objectives that underpinned the reform of educational administration in New Zealand in the late 1980s. The consequent re-organization of schools and schooling located responsibility and accountability for school performance, teachers' work and student outcomes firmly at the door of local schools. The response from schools, as this article reports, was to devise bureaucratic solutions to deal with a complex mix of new tasks that were created this included marketing, financial management, human resources management and strategic planning. One of the unintended consequences was schools increasingly became hierarchical and this invariably placed some teachers in roles of authority over others. Although terms such as `senior manager', `middle manager' or `middle leader' have been variously used to describe these roles, an empirical project conducted in three New Zealand secondary schools reveals that management tasks and activities dominate teachers' work and that there is, consequently, little or no time for leadership. In the words of one participant `the tyranny of bureaucracy leaves little time for leadership'.

Leadership learning: A development initiative for experienced New Zealand principals

Abstract: During the 2000‐2004 period, one New Zealand tertiary institution provided a management development programme for experienced secondary school principals. Aims to determine the extent to which the learning had been sustained beyond the formal programme A postal questionnaire was administered to 80 participants seeking responses to questions concerning the programme and whether the learning had been transferred to their organisations. Empirical data suggested that while the programme was highly valued and there was a high degree of willingness to sustain the learning, this is only possible if school boards actively support principals to engage in critical reflection by providing time and opportunity. This research project provides evidence of the need for principals to participate in advanced management development in order to stimulate their own leadership learning. Findings from this research will be of benefit to policy makers, employing authorities and principals.
