Abstract: Drawing on comparative, qualitative data, this article explores unionization in the Canadian and Australian nonprofit social services. The article shows that the growth of unionization in this sector in Canada had little to do with deliberate strategies for union renewal. Instead, union growth and activism rose organically from the values orientation of the predominantly female workforce and the curtailment of workplace opportunities for social justice struggles. The Australian ex le reflects the conflux of legal contexts, political parties, managerial approaches, and the servicing model of unionism. The article concludes with a discussion of possibilities for those seeking to revitalize the union movement.

Abstract: During the era of neoliberalism, the nonprofit services sector has simultaneously been a site of (a) promarket restructuring and collective and in idual resistance and (b) alternative forms of service delivery. Drawing on data collected as part of an ethnographic study in the Canadian nonprofit social services sector, this article explores the impacts of some of restructuring on professional, quasi-professional, and managerial employees in eight unionized, nonprofit social services. The data show that the adoption of social unionism has permitted some nonprofit social service workers to initiate new processes through which to have a voice in far-reaching social issues, sometimes in coalition with management and/or clients. The findings of this study point to the irrepressibility of the participatory spirit and its capacity to seek new forms and practices despite the stretched and restructured conditions of today’s nonprofit social services sector.
Fragmented outcomes: International comparisons of gender, managerialism and union strategies in the nonprofit sector

Abstract: Since the mid-1980s, the nonprofit social services sector has been promoted as an option for cheaper and more flexible delivery of services. In order to comply with government standards and funding requirements, the sector has been subject to ongoing waves of restructuring and the introduction of new private market-like, outcomes-based management models, such as New Public Management. This article explores ways in which nonprofit social services sector workers experience their work as highly fragmented. Drawing on case studies completed as part of a larger project addressing restructuring in the nonprofit social services sector in Scotland, New Zealand, Australia and Canada, we examine three key aspects shaping work in the nonprofit social services sector: 1) workers’ experience of managerialism 2) gendered strategies drawn on by workers in the agencies studied and 3) union strategies in the nonprofit social services sector, as well as within in idual workplaces. Conclusions focus on contributions to understanding managerialism as a strong but fragmented project in which even weak union presence and the willingness of the predominantly female workforce to sacrifice to provide care for others ensure that some level of social solidarity endures.

Changing care? Men and managerialism in the nonprofit sector

Abstract: The movement of men into care work in the predominantly female voluntary sector appears to be an unintended impact of welfare state contracting-out, managerialism and labour market restructuring. While not uniform, our comparative, international data (New Zealand and Scotland) show that some groups of men in nonprofit care work jobs embraced managerialism and used aspects of it to reshape and advance their work, while others undertook practices exemplifying a ‘caring masculinity’ more similar to practices currently associated with femininised ways of undertaking care activities. Drawing on international comparative data collected as part of a larger study of restructuring in the nonprofit social services, this article suggests analytic clusters of masculinities operating in the voluntary sector and explores how the presence of men in care work may be changing it. The article also shows how hegemonic, masculinist-oriented practices in the workplace appear more amenable to managerialism than the expected feminine self-sacrificing, self-exploiting ethos of this highly gendered, female-majority sector. These findings provide insights into the gendered and changing work in the nonprofit social services sector, and suggest ways the gender order is changing with the influx of male workers. The findings will be of interest to social work managers, supervisors, practitioners, policy analysts, students and educators.
Borrowed Time and Solidarity: The Multi-Scalar Politics of Time and Gendered Care Work

Abstract: Exploring long-term residential care (Ontario, Canada), we argue that within the context of late neoliberalism, care time is political, contested, and multi-scalar. Multi-scalar time captures the way that time commodifies, disciplines, and delimits workers’ experience of care, and fractures human relations and solidarities. Drawing on data from nonprofit nursing homes in Canada, the article explores how the larger policy context of care work shapes and hinders workers’ abilities to spend time caring and building relationships with residents, how workers negotiate care provision in austere environments, and how workers use borrowed time to de-commodify care and find spaces for solidarity.

Nonprofit Care Work as Social Glue: Creating and Sustaining Social Reproduction in the Context of Austerity/Late Neoliberalism

Abstract: This article will bring together the social glue concept of social reproduction and a feminist analysis of civil society to the study of nonprofit care work in order to cast analytic light on the dynamics of care work in the nonprofit sector and contribute to theorizing care work, to identify and theorize aspects of nonprofit care work which reproduce and sustain social glue, and to supplement theory on civil society. Drawing on qualitative interviews with nonprofit care workers in South Africa and Scotland, this article argues that care work, in general, and nonprofit care work, more specifically, are key components of civil society and central to the gendered social glue that holds societies together. We argue that nonprofit care workers are part a distinctive but porous set of social relations and have their own unique way of sustaining social bonds in the context of late neoliberalism. The article looks closely at three dynamics of social glue in nonprofit care work, namely, empowerment, emotional ersonal costs, and unpaid work. We argue that nonprofit care workers find micro ways of resisting the erosion of social glue and reweaving the social fabric through care and relationship and further that these forms of resistance may sustain much needed social bonds until larger social transformation is possible.

'White knuckle care work': Violence, gender and new public management in the voluntary sector

Abstract: Drawing on comparative data from Canada and Scotland, this article explores reasons why violence is tolerated in non-profit care settings. This article provides insights into how the predominantly female (paid) workers’ orientations to work, the desire to care and the intrinsic rewards from working in a non-profit context interact with the organization of work and managerially constructed workplace norms and cultures to offset the tensions in an environment characterized by scarce resources and poor working conditions. This article also outlines how the same environment of scarce resources causes strains in management’s efforts to establish these cultures. Working with highly excluded service users, workers find themselves working at the edge of their endurance, beginning to participate in various forms of resistance, suggesting that even among the most highly committed, ‘white knuckle care’ may be unsustainable.
Austerity policies, ‘precarity’ and the nonprofit workforce: A comparative study of UK and Canada

Abstract: Drawing on qualitative interview data from case studies in Scotland and Canada in the post 2008 era, this article explores the impact of austerity policies on the conditions and experience of employment in two nonprofit social service agencies and their shifting labour process. Despite differences in context, the article finds a similarity of experience of austerity-compelled precarity at several levels in the agency. This precarity increased management control and evoked little resistance from employees. These findings contribute to our understanding of austerity as articulated differently in different contexts, but experienced similarly at the front lines of care work.
Using comparative perspective rapid ethnography in international case studies: Strengths and challenges

Abstract: Using data collected as part of a larger, four country, international comparative study, the challenges and strengths of rapid ethnography (RE) are explored. To deepen and enhance the study, in each case study (nine completed to date) an insider is paired with an outsider researcher in order to draw on a comparative perspective from the researcher team involved in each in idual case study, as well as across the four countries and nine studies. The article concludes that because of its strengths and rapid turnaround, RE provides a way for international comparative studies to continue despite sharp decreases in research funding and, in our case, produced important insights for those seeking to understand and derail the seemingly unstoppable impacts of neoliberalism and managerialism in social service delivery.

Abstract: This introduction establishes the context for a series of articles exploring the outcomes for work, employment, worker orientation and service quality from the emerging context of austerity in public services in three countries – Canada, the UK and Australia. The paper outlines the development of outsourcing in care under new public management and identifies broad trends in work and employment pre-austerity. It reveals contracting-out and new public management-diminished public provision, radically altering the non-profit sector. The financial crisis is the latest in successive rounds of market-based reform that are deepening these tendencies. Despite some national variations, new public management led to the pay of the predominantly female front line workforce across the three countries failing to keep pace with public sector counterparts, as well as cuts in pensions, sick pay, and travel and subsistence allowances. Finally, it outlines how the accompanying papers explore new facets and themes in care work during austerity.

Lean social care and worker identity: The role of outcomes, supervision and mission

Abstract: Since the 1980s, many social care jobs have shifted from the public to the nonprofit sector, accompanied by funding cuts, government contracts, managerialism and performance management. Qualitative data collected in Australia, New Zealand and Canada show that agency mission and immediate supervisors remain centrally important to workers’ identity and willingness to remain employed in social care. With the exception of one study site (where targets were jointly resisted by managers and staff), outcome measures were seen by workers to detract from the quality of care and erode social justice. This article argues that agency mission and supportive supervision buffer the impact of poor wages and conditions in the sector, while outcome measures undermine workers’ identities as caring people, in effect making the ‘self’ a site of struggle and discontent. Resistance strategies that agencies, workers and unions have used to challenge the hegemony of outcome-oriented funding and management models are explored.
Neoliberalism and the convergence of nonprofit care work in Canada

Abstract: Drawing on two different sets of qualitative interview and participant observation data collected in Canada in 2012 and 2013, this article asks why the social justice/nonprofit ethos operates differently within two subsectors of care work in the nonprofit sector, namely within long-term care and social services. The article argues that various similarities exist across the two highly gendered work forces such as resistance and care for services users. Models such as New Public Management may be compelling further convergence however, certain differences remain as well. The data presented in the article sustained that, in these care work sectors, New Public Management is an uneven and gendered project, simultaneously resisted and sustained through the gendered self-exploitation of the workforce and the roots from which each subsector developed.

Abstract: New Public Management (NPM) has been adopted in a number of Canadian provinces. NPM is not merely a set of neutral and technical public management strategies, rather it is part of the creation of a minimalist, residual welfare state criss-crossed by pro-market, non-market practices. Drawing on themes emerging from original data gathered as part of a study of social service restructuring, this article elaborates some of the pro-market, non-market processes that dominate state-run and non-profit sections of the Canadian social services sector. Special attention is paid to two processes that have had unexpected but major impacts on the deskilling, disciplining and narrowing of social services work, namely the mandatory licensure and specialization of some workers.

Abstract: Unwaged work is a widespread practice in the pro-market, non-market public and non-profit social services in Canada. Under performance-based models of public management new forms of work organization have standardized social services work and expanded the use of volunteers, including the volunteer labour of paid employees. Increasingly routinized work makes it easier for unwaged volunteers to assume work, and for managers to supervise it. New developments include heightened expectations from management and a willingness of workers to perform volunteer work in their own or other agencies. The article suggests that the unwaged social services workforce operates along a continuum with ‘compulsion’ at one end and ‘coercion’ on the other. As workers’ identities and knowledge base are tied to notions of altruism and caring, and there are often implicit threats to their continued employment, most workers are not refusing unwaged work. Rather they see this and other forms of unpaid work as resistance against an increasingly alienating society, as well as a way to meet the needs of clients, relatives and friends.

Constrained by managerialism: Caring as participation in the voluntary social services

Abstract: Participation in the predominantly female voluntary social services is the norm that most workers expect, but little is known about how participation plays out in the circumscribed realities of managerialism and outsourcing. This paper asserts that there are three kinds of overlapping participative processes in the voluntary social services: (1) procedural-formal (2) practice-professional and (3) affinity processes, and that these are closely associated with the gendered notions of caring and care’s connection to social mission and values. Our data suggest that rather than expanding in the context of third way politics, opportunities for all three kinds of participation have been severely curtailed by managerialism. This paper presents arguments drawn from two case studies of conditions in voluntary agencies (in Scotland and Australia) where caring was found to be a form of workplace participation, as well as the basis for exploitation and abuse of the workers by employers and clients.
