“Quarantine Matters!”: Quotidian Relationships around Quarantine in Australia's Northern Borderlands

Abstract: This paper investigates practices of border formation through an analysis of Australia's quarantine processes. We use the work of the Australian Quarantine and Inspection Service (AQIS), through the Northern Australia Quarantine Strategy (NAQS), to interrogate the ways in which borders are made and remade in daily life. By exploring quotidian practices of quarantine we argue that borders are the sites of complex and fluid relationships that are constantly being renegotiated as multiple active agents cohabit, contest, belong, and exclude. We find that quarantine borders are constantly being (re)made by forces outside NAQS's control, including through the practices of Yolngu Indigenous land-management staff and rangers, in idual local residents, and erse non-humans. Borders are revealed as active spaces produced in multiple locations at multiple scales. They are underpinned by erse ontologies and are always more-than-human. This challenges the overly simplified view evoked within AQIS's public awareness material and the prevailing national discourse of defence, invasion, and fear. Through attention to quotidian practices of border making, different ways of understanding borderland geographies emerge.

Abstract: Ruptures in borders that materially and conceptually separate western homes from nature, nonhumans and the outside have been conceptualized as disrupting and destabilizing home, and provoking a sense of anxiety in homemakers. This paper argues that border ruptures can also contribute to feelings of homeyness at a number of scales. Everyday experiences of border-making and rupture at home are explored through the accounts of 24 residents of suburban Sydney who have lived with uninvited brushtail possums in the wall and ceiling cavities of their homes. Human residents primarily encountered possums through sound and smell-scapes that permeated homes' immediate physical borders. These events at times unsettled home's human residents, but also simultaneously contributed to residents' feelings of belonging within home, the urban environment and the nation. The paper particularly attends to the role of nonhuman agency in processes of border-making and rupture at home, focusing on the activity of brushtail possums as well as the role that less evidently active structures like walls and ceilings play in mediating human—possum interactions.

Abstract: In self-governing residential communities processes of governance through community appear to be triggering a contractualisation of neighbouring and demise in socially inflected relations. Research to date has examined the socio-political dimensions of neighbouring, highlighting governance frameworks and the social context as key forces shaping transformations in community practice. Meanwhile, the material space of residential estates has largely disappeared from view, assuming a static role as either a container for social relations or a symbol informing estate standards. This paper advances a different perspective, arguing that residential materialities must be taken seriously as agents within community governance and neighbouring. Through a case study examining the management of pets and nuisance noise in strata-titled apartments in Sydney, Australia, the paper shows that community governance takes place through the material environment. Understandings of community self-governance and the ‘building event’ are productively combined to re-place understandings of community self-governance processes.

Mobility-based disadvantage in older age: insecure housing and the risks of moving house

Abstract: This paper develops knowledge of the logistics of moving house amongst older people living in insecure housing. These people typically do not move once and settle into a new house, but face ongoing moves driven by factors including housing affordability, tenure conditions and eviction. The paper identifies four domains of experience faced by people undergoing cumulative, involuntary residential moves: the material (process of relocating oneself and possessions), economic (costs of moving house), embodied (physical experience) and affective (how relocation is experienced and felt). The logistics of relocation are examined through the experiences of single older women living in insecure housing in the greater Sydney region of Australia. The accounts of these women foreground the costs and challenges of insecure housing that are a consequence of relocation. Conceptually this work contributes to understandings of mobility-based disadvantage in older age through drawing out the ways that the logistics of moving house – of relocating oneself and possessions – contribute in distinct ways to mobility-based disadvantage through risks to identity and senses of home. Empirically it addresses gaps in gerontological and housing scholarship through developing knowledge of the logistics and experiences of ongoing, involuntary residential moves.

Abstract: Economic restructuring and welfare reform are driving new forms of urban poverty in the global north. Shadow care infrastructures is a new frame for conceptualising the complex and interconnected practices through which marginalised people seek survival in this context. It remaps welfare landscapes across a continuum that includes formal and informal, established and improvised practice, the not-for-profit sector, informal community networks and exchange and the black market. Conceptually, it centres the care practices that sustain life and the infrastructures that sustain them. Activating a ‘shadow geographies’ tradition it foregrounds care infrastructures that are necessary, but rarely visible within, welfare discourse.
Defining Terms Used for Animals Working in Support Roles for People with Support Needs

Abstract: The nomenclature used to describe animals working in roles supporting people can be confusing. The same term may be used to describe different roles, or two terms may mean the same thing. This confusion is evident among researchers, practitioners, and end users. Because certain animal roles are provided with legal protections and/or government-funding support in some jurisdictions, it is necessary to clearly define the existing terms to avoid confusion. The aim of this paper is to provide operationalized definitions for nine terms, which would be useful in many world regions: “assistance animal”, “companion animal”, “educational/school support animal”, “emotional support animal”, “facility animal”, “service animal”, “skilled companion animal”, “therapy animal”, and “visiting/visitation animal”. At the International Society for Anthrozoology (ISAZ) conferences in 2018 and 2020, over 100 delegates participated in workshops to define these terms, many of whom co-authored this paper. Through an iterative process, we have defined the nine terms and explained how they differ from each other. We recommend phasing out two terms (i.e., “skilled companion animal” and “service animal”) due to overlap with other terms that could potentially exacerbate confusion. The implications for several regions of the world are discussed.
