Liquidity Constraints, Unemployed Job Search and Labour Market Outcomes

Abstract: Liquidity constraints prompt the unemployed to intensify their job search, but does that produce better labour market outcomes? Using longitudinal Australian data, we test the effect of objective proxy indicators of liquidity constraints on job search and concomitant labour market outcomes. We find that liquidity constraints, specifically their severe form ‘hardship’, intensify job search without improving short‐run employment outcomes or objective job quality (if a job is secured), whereas subjective job quality outcomes are worse. Moreover, we find evidence that the quit intention is higher and the concomitant medium‐run employment stability is lower for those who found jobs facing hardship.
Creative industries in a regional city: How much work is lost to rivals based elsewhere?

Abstract: The ability to exploit the fruits of agglomeration in metropolitan environments may foster the perceived superiority of metropolitan vis-à-vis rural creative industries practitioners. Based on a unique survey conducted among the business community of the regional city of Townsville, the article quantifies the industry linkages between the creative industries sector in the regional city and the city’s wider business community and the share of demand for creative industries services roducts generated in the city that is sourced elsewhere: the import leakage. The import leakage – estimated at a quarter – is a yardstick for the competition that the industry faces from creative industries practitioners based elsewhere. The article shows that policies that reduce the import leakage have considerable impact on gross business income of the local creative industries sector.

Do Financial Constraints Reduce Process Innovation? Evidence from Australian Firms*

Abstract: Accessing external finance for innovation is difficult. We study the effect of financial constraints on the probability of conducting process innovation, while also considering the role of past experience. We show a firm's optimal process innovation decision is a function of its previous decision and financial constraints, which naturally leads to a set of population moments for empirical testing with Australian microdata from 2006 to 2018. We find that if a firm did not conduct process innovation previously, financial constraints reduce its probability of process innovation by around 10 per cent. Whereas with previous process innovation, financial constraints reduce the probability by around 12 per cent.
Unemployment benefit eligibility requirements and perceived time pressure

Abstract: An emerging body of literature links stressors or obstacles (e.g., compliance to an unemployment benefit eligibility requirement) to poor job search quality, questioning the effectiveness of such requirements in helping the unemployed to find employment. We investigate whether compliance to an unemployment benefit eligibility requirement affects an unemployed person's perception of time pressure, which theory relates to job search quality and which itself is hard to gauge. We conduct a propensity‐score matching analysis, using data on the Australian “mutual obligations” program, matching otherwise similar unemployed persons with and without an unemployment benefit eligibility requirement. Controlling for a wide range of confounders, we find a statistically significant positive effect of an unemployment benefit eligibility requirement on the affected person's perception of time pressure as theory predicts. Others have hypothesized that poor labor market outcomes for those subjected to a “mutual obligations” requirement are a result of the requirement's adverse effect on job search quality. Our finding that compliance to unemployment benefit eligibility requirements increases an unemployed person's perceptions of time pressure aligns with that hypothesis.
