Oil Vulnerability in the Australian City: Assessing Socioeconomic Risks from Higher Urban Fuel Prices

Abstract: Global oil prices have risen markedly over the past 18 months, generating considerable speculation regarding their economic and social impacts. Cities that are highly dependent on petroleum for urban transport are likely to be most adversely affected by rising oil prices. Yet there has been little recent scholarly engagement with the socioeconomic implications of increasing oil prices. This paper develops a basic framework and methodology for assessing the socioeconomic 'oil vulnerability' of Australian cities. The paper demonstrates that there is wide spatial variability in the vulnerability of Australia's urban populations to rising fuel costs which may compound existing socio-spatial isions and speculates on some underlying causal factors. The paper calls for better data and new methods to understand the issue.

Does Mosquito Control Have an Effect on Mosquito-Borne Disease? The Case of Ross River Virus Disease and Mosquito Management in Queensland, Australia

Abstract: We examined the relationship between types of mosquito control programs and the mosquito-borne Ross River virus (RRV) disease in Queensland, Australia. Mosquito control information was collected through a survey of the responsible agencies (local governments), and RRV disease notification data were provided by the Queensland state health authority. The study developed a typology of mosquito control programs, based on the approaches used. Based on the analysis of data on RRV disease rates between mosquito control types within 4 climatic regions, each region had different combinations of mosquito control strategies in their programs there were also general similarities in the relationship between program types and RRV rates between the regions. The long-term RRV disease rates were lower in areas where the mosquito control program included pre-emptive (rather than reactive) surveillance based on an extensive (rather than incomplete) knowledge of mosquito habitats, and where treatment of both saltwater and freshwater habitats (compared to only saltwater habitats, in coastal areas) occurred. The data indicate that mosquito control is an effective public health intervention to reduce mosquito-borne disease hence, climate change adaptation strategies should ensure that adequate resources are available for effective vector control so as to manage the risk of mosquito-borne diseases.

Can River Ferries Deliver Smart Growth?

Abstract: Brisbane, Australia, introduced catamaran river ferries (CityCats) in 1996 to help reorient the city to its river, to encourage inner city densification, and to spur changes in attitudes toward public transportation. The Brisbane ferry network has grown significantly over the past 14 years and is now a key commuter and tourist transport mode that in 2008 carried 6.28 million passengers, servicing 23 locations throughout the city. Two ferry terminals will be built during the coming years, with private land developers contributing partial funding for one terminal and total funding for the other. Although CityCats seemingly had been used successfully to achieve transit- (or ferry-) oriented development (TOD), a review of key transport and land use planning policy documents found that CityCats had not been used strategically to achieve TOD. This finding suggested that the relationship between the ferries and urban development had been more pragmatic and coincidental, whereas broader strategic planning had been focused more on general smart growth principles and transport planning, and TOD policy had mainly centered on rail and buses. Developments that surround the two new ferry terminals will not be dependent on the ferries for their success their riverfront location alone ensures success. As with previous nodes on the CityCat network, the primary motivation for developer funding of ferry terminals was as a marketing tool to increase sales.

Transport Poverty in Chinese Cities: A Systematic Literature Review

Abstract: The widening income gap in post-reform China has given rise to social inequality. Among those, transport poverty and inequality have significantly affected the daily life of low-income groups. While important, this is an under-researched topic in China. This gap in the academic literature is glaring given the country’s urbanization rates, sprawling cities and income differentials. Most previous studies have only focused on two aspects of transport poverty—job-housing imbalance and accessibility. A comprehensive understanding of the causes and impacts of transport inequality is currently lacking. Therefore, a systematic review of academic literature based on keywords relevant to transport poverty in China was conducted to provide a more complete assessment of the situation in Chinese cities. In total, 62 relevant studies were identified after close examination of the articles (including titles, abstracts, and full-texts). This set of articles allowed a number of general patterns to be identified. It was found that the most common causes of transport poverty include: a lack of access to private vehicles uneven access to alternative transport options inadequate public transport provision jobs-housing imbalance and the hukou system (a system of household registration which aims to regulate population distribution and rural-to-urban migration). The main impacts of transport poverty include: curtailed mobility and longer travel times higher household expenditures on travel reduced access to jobs and essential services higher household expenditures on travel and health and environmental issues.

Abstract: This paper contributes to the understanding of transport disadvantage and the transport dimensions of environmental justice by investigating the travel behavior patterns of socially disadvantaged groups by using household travel survey data. The study described in this paper goes beyond determining the basic descriptive statistics that are commonly reported in this area of research and instead uses cluster analysis to identify socially disadvantaged households. The study then uses the six clusters generated by the analysis to identify the differences in the travel behaviors between these groups. The paper shows considerable differences in travel behavior between socially disadvantaged households that must be recognized if scholars and policy makers are to describe and respond adequately to the experience of transport disadvantage for these groups. The paper concludes with some comparative observations about the travel behavior of the disadvantaged population in dispersed rapidly growing regions and the wider implications for ensuring environmental justice in transport.

Sex-specific and blood meal-induced proteins of Anopheles gambiae midguts: analysis by two-dimensional gel electrophoresis.

Abstract: Anopheles gambiae is the main vector of Plasmodium falciparum in Africa. The mosquito midgut constitutes a barrier that the parasite must cross if it is to develop and be transmitted. Despite the central role of the mosquito midgut in the host arasite interaction, little is known about its protein composition. Characterisation of An. gambiae midgut proteins may identify the proteins that render An. gambiae receptive to the malaria parasite. We carried out two-dimensional gel electrophoresis of An. gambiae midgut proteins and compared protein profiles for midguts from males, sugar-fed females and females fed on human blood. Very few differences were detected between male and female mosquitoes for the approximately 375 silver-stained proteins. Male midguts contained ten proteins not detected in sugar-fed or blood-fed females, which are therefore probably involved in male-specific functions conversely, female midguts contained twenty-three proteins absent from male midguts. Eight of these proteins were specific to sugar-fed females, and another ten, to blood-fed females. Mass spectrometry analysis of the proteins found only in blood-fed female midguts, together with data from the recent sequencing of the An. gambiae genome, should make it possible to determine the role of these proteins in blood digestion or parasite receptivity.

Abstract: Access to essential goods and services is increasingly recognized as a key factor influencing household socioeconomic disadvantage within cities. Socioeconomic status (SES) and spatial location partly determine differential accessibility. Spatial variation of low-SES groups across cities and the travel patterns of these groups have been mostly ignored by strategic transport models, which have been concerned more with traffic volumes on the road network and peak hour travel. This study expanded on a method that used cluster analysis techniques to identify low-SES groups on the Gold Coast of Australia from a large regional household travel survey. This method allowed for the identification of the actual travel behavior of low-SES groups. With this information, the study advanced a new origin–destination-based land use and transport accessibility model. The model used the output from the cluster analysis, in conjunction with 2006 Australian census data, to highlight accessibility to goods and service needs for a set of low-SES groups on the Gold Coast. The method developed provided unique opportunities for research into spatial disadvantage and accessibility in Australian cities. The conceptualization of the transport network with outputs provided at the census collection district level (approximately 200 households) ensured that the model could be run concurrently with conventional transport models.

Abstract: The capacity for suburban households to respond to a changing global energy context by changing their motor vehicle technology is examined. Transforming transport systems will make up a crucial element in policy and planning responses to energy and climate challenges. Government policy appears focused on a transition to more-efficient vehicle types or alternative fuel and engine types. Yet such policies have failed to account for the considerable social differences in household exposure to the costs of transport energy and the adaptability of households in altering their use of modes and vehicle types. Nor do such policies recognize how urban social structure, household social status, and automobile type intersect spatially within Australian cities. The links between urban social structure and composition of the motor vehicle fleet are examined to test whether the households that are most reliant on motor vehicles for transport have the financial capacity to rapidly alter their vehicle technology in response to changing energy prices and supply conditions. Australian Bureau of Statistics census data and motor vehicle registration data at the postcode level are used to compare socioeconomic status with the age, fuel consumption, and value of the suburban vehicle fleet for the Brisbane and South East Queensland regions of Australia. This spatial deployment of census and vehicle registration data is novel in the Australian context. It is argued that policies that focus on vehicle technology alone face a number of social equity hurdles as measures to overcome urban transport fuel security problems.

Abstract: Both Brisbane, Queensland, Australia, and New York City have experienced catastrophic weather events in recent years. In January 2011, the Brisbane River flooded, inundating more than 20,000 houses in October 2012, superstorm Hurricane Sandy hit New York City and produced a major storm surge that flooded much of the city. Ferry systems in both cities were badly affected. Comparative research was used to explore how each city's ferry operators and managers addressed the impacts before, during, and after those events. A review of published materials related to the two systems during and after the disasters was supplemented by interviews with key agency personnel in each city, conducted in mid-2013. Results suggest that how ferries are affected by floods and other disasters and how ferries may be used to rapidly respond to and provide for post-flood transport needs depend entirely on context. The linear river ferry operations of Brisbane suffered much terminal damage, and operations were unable to recommence service as a result of debris and the swollen nature of the river for many weeks after the flood. In contrast, within 2 days, New York City ferries were reintroduced on key routes and were introduced to new emergency locations to provide mobility for citizens who were unable to use other transport modes because of storm damage. The lessons learned by the operators include essential areas that authorities must address before a disaster: infrastructure design and resilience, disaster planning, insurance and legal requirements, staff management, and coordination during the reconstruction phase. Findings suggest that authorities can significantly reduce damage and improve recovery times if they plan and prepare for such events well ahead of time.
