Abstract: Based on anthropological field research (1997-2000) within the Department of Health and Community Services in the Northern Territory in Australia, this paper explores the lingering features of colonial logic in the pastoral work of public health workers in the Northern Territory of Australia. The public health professionals drawn to work in this space are determined to remedy what is wrong with culturally acceptable solutions. But viewed from an anthropological perspective, the way in which health professionals conceptualise the problems they need to solve ultimately serves to reinforce the reality of the need for their continued tutelary presence. This paper aims to draw out the complex ways in which this interventionary effect is secured, concentrating in particular on the role played by progressive ideologies of participatory development and information sharing. It argues that through a complex process of forgetting, the otherwise innocuous gestures of public health goodwill recreate a mandate for more public health intervention. This is not a simple moral tale where analysts can easily identify good and bad practices and thus distance themselves from the difficulties involved. Rather, by emphasising the honest commitments to improvement in situations of mass illness and preventable disease that health professionals bring to their work, and the burden they bear in being conscious of the recent colonial past, the paper aims to avoid the judgement that this sort of work is easy to get right.

Abstract: This essay describes the surreality of Aboriginal housing in Australia, where images reroute remedial concern from the literal conditions toward a pathologization of the indigenous householder. Using governmental data against governmental interpretation, the essay shows how a pragmatic issue of substandard original construction, undersupervised repairs, poor to nonexistent maintenance, and rapid shifts in policy attention is hidden to reinsert householders as the main culprits of substandard living conditions in many Aboriginal communities. A dirty literalism that sees the surreal in the everyday is required to unpack the means and the methods through which such maneuvers are made.

Abstract: It is in the contemporary period of Indigenous cultural recognition that the biopolitical system of policing Aboriginal walkers in Australia's frontier towns has become so normalized that it takes place without public notice, using universally accepted mechanisms for shedding metropolitan areas of the unsightly and unwanted. Ironically, the hypermarginalized hunter-gatherer population can be identified by their perambulation — they walk — a form of urban nomadism that is both desired and reviled. Aboriginal pedestrians who are temporarily not in motion are forced to keep moving but are not expelled altogether, for their presence is essential to the region's wider economic interests. Since Aboriginal pedestrians are “moved on” when entrepreneurial imperatives cannot be met, and since moving is also a means of remaining invisible in the most heavily policed commercial zones, walking is thus overdetermined, a coproduced effect of racial excision and resistance in the ambivalent political economies of the Australian liberal-settler frontier.

Abstract: The appearance and integration of e‐bikes in public space is a source of much debate worldwide. This paper offers insights to these debates by reflecting on how Deleuze and Guattari's concept of assemblage as territory helps us to understand the uptake of e‐bike commuter cycling during the Covid‐19 pandemic through empirical material from a study conducted in Sydney, Australia. Here we conceptualise commuter journeys in terms of processes of deterritorialisation and reterritorialisation experienced through the affective territories generated by e‐bikes. The disclosure of commuter cycling sensations generated by the pandemic disruptions to commuter routines provided an important lens through which to understand the uptake of e‐bikes. The paper concludes by showing the utility of the concept of territory as a means of theorising changes to everyday mobility practices.

One Health, rabies response and more-than-human considerations in Indigenous communities in Northern Australia

Abstract: Australia is currently canine rabies free however, the spread of rabies in eastern Indonesia poses an increasing risk to northern Australia. Domestic dogs are numerous in East Arnhem Land (EAL) and the Northern Peninsular Area (NPA), usually unrestrained and living in close relationships with humans. The response to any rabies outbreak on Australian territory will focus on dog vaccination, controlling dog movements and depopulation. A One Health approach to zoonotic disease control should seek to co-promote human and animal health, whilst also seeking to accommodate the preferences of affected communities. We report on 5 collaborative workshops and 28 semi-structured interviews conducted between January 2017 and June 2018 with: (i) EAL and NPA community members (ii) Indigenous Rangers in EAL and NPA and (iii) residents of Cairns, the local regional centre. Storyboard methodologies were used to work with participants and explore what rabies response measures they thought were justified or unacceptable, why they held these views, and what other steps they believed needed to be taken. Key findings include that the capacity of the NPA and EAL communities to contribute/adapt to a biosecurity response is limited by structural disadvantage including poor infrastructure (such as lockable premises and intact fences) and appropriate information, dominant cultural norms and food security concerns. Dogs and dingoes can have great cultural and social importance key interventions might be accommodated within cultural beliefs and long-standing norms of dog management if sufficient effort is made to adapt interventions to local contexts and community preferences. Adopting such a 'strengths-based' approach mandates that the communities at greatest risk need help to prepare for and develop strategies to manage a biosecurity response to a rabies incursion. This would include listening to in idual and community concerns and attending to the educational and infrastructural needs for supporting different groups to respond appropriately.

Using computer-based instruction to improve Indigenous early literacy in Northern Australia

Abstract: span The effectiveness of a web-based reading support tool, ABRACADABRA, to improve the literacy outcomes of Indigenous and non-Indigenous students was evaluated over one semester in several Northern Territory primary schools in 2009. ABRACADABRA is intended as a support for teachers in the early years of schooling, giving them a friendly, game and evidence-based tool to reinforce their literacy instruction. The classroom implementation of ABRACADABRA by briefly trained and intensively supported teachers was evaluated using a quasi-experimental pretest, post-test control group design with 118 children in the intervention and 48 in the control. Children received either a minimum of 20 hours of technology-based intervention or regular classroom teaching. Results revealed both Indigenous and non-Indigenous students who received ABRACADABRA instruction had significantly higher phonological awareness scores than their control group peers. The effect size for this difference was large (eta squared=.14). This finding remained when controlling for student attendance and the quality of general non-technology-based literacy instruction. Limitations of the study and implications for effective practice in remote and regional contexts are discussed. /span

The cunning of data in Indigenous housing and health

Abstract: This article explores why it is so difficult to provide and sustain decent public housing in Indigenous communities, highlighting the curious role that data reporting and analysis plays in perpetuating this state of affairs. Drawing on data amassed by the Housing for Health (HFH) program that has focused on "health hardware" functionality in almost 9,000 houses in over 215 communities across Australia, we note inroads made to the language of policy (through, for ex le, the development of a National Indigenous Housing Guide). However, we also note the more limited effect on those policy practices that ordain substandard housing function. There is an intimate relationship between this outcome and the paradoxical state of the Indigenous housing and health evidence base, a field which is simultaneously awash with multiple databases providing synoptic information at regional, state/territory, and national levels, yet lacking specificity in relation to the health-enabling status of housing infrastructure.

Abstract: This paper seeks to better understand spatial mobility justice with reference to the bodily sensations of cycling, discerned here as different pedalling rhythms in emergent territories that our participants narrate as “love.” Differential or striated mobility is not just the result of gendered, classed, and racialised social norms but is productive of the frictions and affordances of these social hierarchies. We build on these arguments by asking the question: Are some places more affective than others in working for and against mobility justice for cyclists? This paper takes up this challenge by drawing on Deleuze and Guattari’s notions of the refrain. In this way, mobility justice is conceptualised as repeated sequences of living that temporarily order space, time, bodies, and selves through which differential subjects and uneven spatial conditions are constituted. Through an appreciation of mobility justice as a mobile assemblage comprised of rhythmic qualities of spatiality, contingent subjects, embodied knowledge, and fleeting practice, the paper draws on the experiences of three men‐who‐cycle and drive to map processes of gendered, classed, sexed, and aged inclusion and exclusion from public space in the car‐dominated small city of Wollongong, Australia. Considering the politics of “love,” we explore the possibility of cyclists, pedestrians, and drivers to move together, or not, in proximity with each other.

Abstract: This article questions the foundational binary ‘anarchy–bureaucracy’ and the multiple articulations at play in the state’s refraction of anarchic qualities onto Indigenous Australians. Launching from the Northern Territory Emergency Response of June 2007, in which the Australian government assumed direct control of 73 Aboriginal communities in the north of Australia, it asks why bureaucracy is considered the antonym of anarchy and not its synonym. In mobilizing accounts of anarchic Aboriginal depravity to authorize an ongoing bureau-professional presence in Indigenous worlds, links to other matters of interest, such as the state’s dependence on mining revenues, let alone any account of the affective dimension of policy life, were removed from view. Reconsideration of the anarchy–state binary offers a lens to explore the emotional compulsions that are suppressed in the work of upholding the myth of a rational state and how this suppression further authorizes ongoing (anarchic) interventions into Indigenous worlds.

Abstract: This review covers sociocultural ethnographies of indigenous Australia from the 1970s to the present. It explores three trends: ethnographic reckonings with indigenous encapsulation within a liberal-settler state the influence of international theoretical emphases and movements toward an anthropology of the otherwise. The advent of land repossession, and the ethnographic and employment opportunities this created, indelibly shaped the discipline. With their immersion in land rights and native title, anthropologists were also embroiled in the state adjudication of indigeneity. Beyond the courts, the discipline struggled to shake the strictures of area studies and its ongoing, if unrecognized, imbrication in statist cultural logics. Consequently, indigenist anthropologies have not shifted, but perhaps helped affirm, the West's sense of being the apex of modernity. Emergent approaches, which refuse the ossifications of statist logics using forms of immersion and multimedia ethnography, show signs of ways forward.

Joining the dots: The links between education and health and implications for Indigenous children

Abstract: This paper provides a general overview of the literature investigating the nexus between education and health discussing the relationship between these domains at in idual, family and community levels. We then briefly examine the programme and research implications of such a framework for interventions aimed at improving education and health, with specific reference to young Indigenous Australians. We find that while education and health are inextricably linked, throughout the life course and at different levels of influence, there is less empirical work exploring this relationship in an Indigenous context. Given the gravity of literacy and numeracy failure rates in school-based education and its potential impact on Indigenous health, we assert an urgent case for rigorous research into interventions that address the barriers to effectiveness in implementing quality educational experiences and opportunities for Indigenous children.
