Abstract: Recent advances in global production network theory, known as GPN 2.0, provide a theoretically sophisticated framework for understanding the articulation of global production systems with regional development trajectories. However, this framework was largely derived from lessons out of empirical analyses of the strategic coupling and value capture trajectories of firms in certain manufacturing and service sector ‘hot spots’, primarily in East and Southeast Asia, and its wider applicability for other contexts remains uncertain. This paper aims to address this lacuna by examining the potential for GPN 2.0 to understand regional development trajectories in agricultural production landscapes in the Global South dominated by smallholder-based farms that generate outputs for national and international markets. The distinctive characteristics of smallholders throw up significant challenges for the explanatory applicability of GPN 2.0 for rural development, at least as it has been developed so far. A key challenge is that smallholders cannot be considered equivalent to ‘firms’ as conceived in GPN 2.0. To overcome this problem, this paper argues for bringing a livelihoods perspective to bear on GPN 2.0. We illustrate the usefulness of this approach through reference to a case study of potato contract farming in Maharastra, India.

Abstract: India’s poor performance on critical food and nutrition security indicators despite substantial economic prosperity has been widely documented. These failings not only h er national progress, but also contribute significantly to the global undernourished population, particularly children. While the recently passed National Food Security Act 2013 adopts a life-cycle approach to expand coverage of subsidized food grains to the most vulnerable households and address food security, there remains much to be desired in the legislation. Access to adequate food for 1·24 billion people is a multifaceted problem requiring an interconnected set of policy measures to tackle the various factors affecting food and nutrition security in India. In the present opinion paper, we discuss a fivefold strategy that incorporates a life-cycle approach, spanning reproductive health, bolstering citizen participation in existing national programmes, empowering women, advancing agriculture and better monitoring the Public Distribution System in order to fill the gaps in both access and adequacy of food and nutrition.

Abstract: In this paper we argue for a ‘horizontal’ approach to the analysis of fair and ethical trade, one which asks questions about the wider eddies they create within regional production contexts. This approach runs counter to much of the existing literature on the topic, which typically examines initiatives ‘vertically’, in terms of how they affect the lives of participating producers and communities. Applying this method to critique fair and ethical trade in the tea and coffee plantation districts of South India, we find that, at present, initiatives fail to intersect with the most pressing problems of poverty and development within this regional production system. Somewhat ironically, these schemes seem to be having their greatest positive effects within industry segments that are not the most needful of support, and tend to have very limited engagement with those industry participants in direst straits (notably, smallholders and workers on abandoned estates). Consideration of these issues highlights how the uneven penetration of fair and ethical trade is contributing to transformations in the institutional formations and systems of governance. Producers oriented to servicing affluent Western markets are increasingly enmeshed within fair and ethical trade agendas and interact with dense ensembles of suprastate and civil society regulation (involving international nongovernmental organisations and audit firms). Yet, more marginalised producers remain regulated by traditional institutional mechanisms embedded within the nation-state (government departments, trade unions, etc). These assessments point to the limitations and challenges facing fair and ethical trade as a strategic intervention for addressing the social, economic, and environmental injustices of global agriculture.

Abstract: A prominent theme of recent agrifoods research has been the interpretation of current restructuring in terms of a collapse of the postwar food regime, and its incomplete replacement by one based around transnationally organised capital and regulatory structures. In this paper I argue that, for empirical research into concrete instances of agrifood restructuring, the food-regimes perspective is usefully augmented by conceptualising regulation as a contestable social practice—what Clark (1992) dubs as ‘real’ regulation. Evidence from the Australian and US dairy industries is used to illustrate this argument. In these sectors, producer cooperatives have successfully realigned their strategies in light of new conditions for capital accumulation, mitigating against the direct entry of transnational capital. This finding underlines the importance of specific regulatory contexts in determining outcomes of restructuring, and points to complex relationships between national and transnational capital in the agrifood system.

Abstract: This chapter explores Sydney’s knowledge-based development, surveying reasons for its concentration of such development including the role of planning. Sydney’s high knowledge industry concentration is seen as the product of the city’s commercial leadership, its high share of transnational corporations associated with Sydney’s global economy role, and its high proportion of skilled immigration. Such factors have resulted in a knowledge sector that is concentrated around central and near northern Sydney, and in the formation of several distinct clusters of knowledge-based industries. Case studies of the information technology and telecommunication industry and the multimedia industry suggest that Sydney’s concentration of corporate headquarters has been a key driver of growth in these industries, while the presence of a large pool of computer-based skills has stimulated and fed multimedia development. Metropolitan planning strategies have lacked firm principles for the development of knowledge-based industries. Instead, planning for these industries focused on a series of ad hoc place-specific initiatives that have been much less significant than market forces in supporting knowledge-based development in Sydney.

Abstract: Network perspectives have recently been proposed as a theoretical base for research in economic geography. However, there is an unclear relationship between the advocacy of network approaches and the development of methodological tactics to frame related empirical research. By reference to one episode of corporate spatial behaviour—the establishment of a manufacturing facility in Thailand by the US-headquartered breakfast-cereal company, Kellogg—an organising framework for network-inspired economic geography is suggested. Abstract: The potential genotoxicity (nuclear anomalies, damage to single-strand DNA) and pinocytic adherence activity of two (glyphosate-based and paraquat-based) commercial herbicides to earthworm coelomocytes (immune cells in the coelomic cavity) were assessed. Coelomocytes were extracted from earthworms (Pheretima peguana) exposed to concentrations <LC50 of glyphosate-based or paraquat-based herbicides on filter paper for 48 h. Three assays were performed: Micronucleus (light microscopy count of micronuclei, binuclei, and trinuclei), Comet (epifluorescent microscope and LUCIA image analyzer measure of tail DNA %, tail length, and tail moment), and Neutral Red (to detect phagocytic or pinocytic activity). The LC50 value for paraquat was 65-fold lower than for glyphosate indicating that paraquat was far more acutely toxic to P. peguana. There were significant (P < 0.05) differences from the control group in total coelomocyte micronuclei, binuclei, and trinuclei frequencies of earthworms exposed to glyphosate at 25 × 10(-1) (10(-3) LC50) and paraquat at 39 × 10(-5) (10(-4) LC50) μg cm(-2) filter paper. In earthworms exposed to glyphosate, no differences in tail DNA%, tail length, and tail moment of coelomocytes were detected. In contrast, for paraquat at 10(-1) LC50 concentration, there were significant (P < 0.05) differences between tail DNA % and tail length, and at LC50 concentration, tail moment was also significantly different when compared with controls. A decline in pinocytic adherence activity in coelomocytes occurred on exposure to glyphosate or paraquat at 10(-3) LC50 concentration. This study showed that, at concentrations well below field application rates, paraquat induces both clastogenic and aneugenic effects on earthworm coelomocytes whereas glyphosate causes only aneugenic effects and therefore does not pose a risk of gene mutation in this earthworm.
