Abstract: The paper reviews a moment within early British cultural studies as a way of asking whether the concept of power is as necessary to the field as is generally believed. It attempts to establish that the concept was not a central one - and was in fact specifically avoided - in the intellectual and political project suggested by the 'founding' work of Richard Hoggart and Raymond Williams. It was introduced as part of a deliberate intervention against that project which first appeared in criticisms of Williams by E.P. Thompson and later taken up in the systematic adoption of 'theory'. The opening of a possibility that cultural studies may have an intellectual and political credibility without being 'about' power is used to reflect on some of the problems now facing the field at the moment of its internationalization. It is sug gested that a number of these problems might be addressed more openly and directly if the use of the concept of power is understood as contingent rather than fundamental.

Bildung in the ’burbs: Education for the suburban nation

Abstract: Urban policy makers are increasingly interested in fostering a more polycentric vision of metropolitan regions, bringing increasing attention to ‘place-making’ in the suburbs. Yet cultural and educational policy for the suburbs has often lacked the imagination that this would seem to require. On the conservative side of politics, particularly in North America and Australia, the suburbs have been cast as a site of resolute utilitarianism. The animating impulse has been a largely negative one of defending the suburbs from the clutches of cosmopolitan urban ‘elites’. On the progressive side, the dominant policy rhetoric has been one of addressing suburban ‘disadvantage’. This perspective has been shadowed by the risk of condescension and cultural elitism, resulting in an anaemic ‘equity’ agenda with little interest beyond external indicators of redistribution. The article suggests that one route out of this impasse might be to revisit some ideas from classical liberal theory about the relation between culture, education and place. Drawing from interviews with suburban creative practitioners in Australia, it argues that there is some truth to the idea that the suburbs are defined by an autonomy from urban taste, but that this should not be equated with an absence of creative aspiration. Rather than setting these terms against each other, we might do better to look again at ideas of ‘self-formation’ or Bildung, in the tradition from Wilhelm von Humboldt, in which the role of government is conceived as a supporting and enabling one.

Abstract: This article considers Richard Hoggart’s Englishness and the questions this poses for translating his work to other contexts - the ex le discussed here being Australia. It argues that while an unabashed identification with Englishness is now generally associated with conservatism, Hoggart’s work stands as a reminder of other possibilities. Such a reminder is useful in overcoming increasingly simplified and ossified positions in Australia around ‘cultural literacy’. Connections are also drawn with the work of Craig McGregor and Donald Horne.

(Al,Mg)₃La: a new phase in the Mg–Al–La system

Abstract: During an investigation of the Mg-rich end of the Mg–Al–La system, a new ternary phase with the composition of (Al,Mg) 3 La was identified. The crystal structure of this phase was determined by conventional X-ray powder diffraction and transmission electron microscopy analysis and refined using high-resolution X-ray powder diffraction. The (Al,Mg) 3 La phase is found to have an orthorhombic structure with a space group of C 222 1 and lattice parameters of a = 4.3365 (1) Å, b = 18.8674 (4) Å and c = 4.4242 (1) Å, which is distinctly different from the binary Al 3 La phase ( P 6 3 / mmc ). The resolved structure of the (Al,Mg) 3 La phase is further verified by high-angle annular dark-field scanning transmission electron microscopy.
