Abstract: This paper examines the role of tenant-landlord relations in the physical decline of apartment blocks in an inner-city neighbourhood in Johannesburg that had undergone a racial transition during the height of the anti- apartheid struggle. It is argued that apartment blocks owned in their entirety by small landlords were most likely to be characterised by inadequate maintenance, decline and tenant resistance. Tenant resistance, however, rather than stabilising apartment blocks, often had the effect of intensifying the spiral of decline in the apartment blocks affected. The strategies adopted by tenants to resist landlords perceived as exploitative were influenced by the anti-apartheid struggle during the period.

Abstract: Since the early 1990s public housing in Australia has become increasingly residualised. The high demand and limited availability means that in order to be eligible potential tenants usually have to be in ‘greatest need’. This article has three main sections. It first considers the processes which have led to the residualisation of public housing. Second, through the use of in-depth interviews the way older public housing tenants in inner-city neighbourhoods in Sydney portray the shifts in the social composition of tenants is explored. The third objective is to investigate the anti-social behaviour older tenants experience and its impact on their everyday lives and how they cope. Loïc Wacquant’s concept of advanced marginality is used to examine the residualisation of public housing. The impact of residualisation is assessed by exploring how it impacts on older residents’ concept of home and what is considered an age-friendly environment.

Abstract: For older Australians being dependent on the private rental market is usually associated with serious financial hardship and insecurity. The article examines the housing careers of older Australians who are dependent on the private rental market. After sketching the policy context, it uses in-depth interviews and a biographical approach to explore their trajectory into the private rental market. Divorce, separation and widowhood were key factors, especially for women, as were poor employment histories and ill-health. The crucial factor was an inability to access social housing. The neglect of this housing tenure has meant that supply is very limited and it is reserved primarily for people with complex needs.

Abstract: A cornerstone of apartheid was the enforcement of urban residential segregation. From the mid 1970s, however, the racial composition of the Johannesburg inner city, historically a white group area, altered dramatically. The paper illustrates that the national context in the 1970s made it increasingly difficult for the state to carry out its urban apartheid policy. The economic crisis increased the state housing shortage in the respective black group areas, thereby forcing people to migrate into the Johannesburg inner city where there was an abundance of accommodation. The political crisis and changing class composition of Afrikaners brought about hesitancy and ision within the National Party as the more pragmatic verligtes battled against the conservative, verkr te wing. This facilitated the movement of 'non-white' families into the Johannesburg inner city.

Abstract: In 2014, the New South Wales government announced that all of the 465 public housing tenants in Millers Point in inner Sydney, are to be relocated and their homes sold. This article, drawing on 41 semi-structured interviews with tenants who were residents at the time of the announcement, has two main aims. First, to contribute to the debate as to the continuity or otherwise of community in a global city in late modernity by closely examining the sense of community among the public housing tenants in Millers Point at the time of the displacement announcement. The second aim is to examine what I have termed ‘communicide’. I argue that the displacement policy directed at Millers Point public housing tenants can be described as an act of communicide as it destroyed a vibrant community causing tremendous dislocation and stress. After the move, many tenants found themselves deeply isolated.

Questioning the Need for Social Mix: The Implications of Friendship Diversity amongst Australian Social Housing Tenants

Abstract: A common argument is that ‘social mix’—or a high ratio of homeowners and private renters to social housing tenants within the same neighbourhood—reduces disadvantage by eroding homogeneous ‘bonded’ social networks amongst the latter. However, associations between network homogeneity and support in social housing have not been analysed using national survey data. This article examines age, ethnic and educational homogeneity/heterogeneity and informal support using the 2006 Australian General Social Survey. Counter to expectations, social housing tenants have more heterogeneous friendship groups by all measures, regardless of respondents’ age, ethnicity or education. In addition, friendship heterogeneity is associated with more informal support in social housing, but less support in private housing. This raises concerns over the efficacy of ‘socially mixing’ already heterogeneous social housing communities and suggests that resistance to social mix is likely to stem from the attitudes of homeowners and private renters towards social tenants rather than the reverse.

Abstract: International students are an important global cohort of ‘noncitizens’ whose experiences are central concerns for urban sociologists and migration scholars. Drawing on survey fieldwork conducted among international students in the private rental sector in Sydney and Melbourne during 2019, this article provides new knowledge about the hardships experienced by international students who report financial stress. Using a modified scale developed by the Australian Bureau of Statistics, we highlight the accelerating role of high levels of financial stress in producing disruptive events such as housing evictions and fears of homelessness, as well as reliance on inadequate housing like ‘hot-bedding’. Financial stress is significantly more likely for students from low-GNI (gross national income) countries and higher stress reduces wellbeing. Access to paid employment, however, does not ‘protect’ against higher financial stress. We conclude that higher education policymakers need tools and policies to prevent disruptive life events among international students related to financial stress, particularly those associated with housing.

Mind the gap: Australian local government reform and councillors’ understandings of their roles

Abstract: Over the last two decades a feature of local government reforms globally has been the introduction of New Public Management (NPM). Under this broad approach to public administration there is an expectation that councillors play a greater strategic role and move away from involvement in day-to-day management. This research, carried out in the state of Victoria, Australia, examines councillors’ understandings of their roles. Based on 17 in-depth interviews and two focus groups, we found that despite the evolving legislative requirements framing councillors as policymakers not managers, most councillors continued to seek involvement in the day-to-day management of councils. We argue that this gap may be linked to the ersity of views concerning the role of the councillor and the idea of representation and how both play out at the local level. It may also signal a lack of awareness as to how the legislatively inscribed role for councillors has changed over time.

Public housing in Australia: A case of advanced urban marginality?

Abstract: The decision in the early 1990s to cut back on the building of public housing intensified the already dire shortage of affordable housing and increased the marginalisation of the sector. To be eligible for public housing, new entrants usually have to be in ‘greatest need’. This study argues that the shift in the eligibility criteria for accessing public housing means that public housing estates increasingly reflect what Loïc Wacquant calls ‘advanced urban marginality’. The article assesses whether the features of advanced urban marginality that are identified by Wacquant capture and can be usefully used to analyse the shifts and contemporary characteristics of public housing. The article draws on existing data and in-depth interviews with 33 older (aged more than 65 years) public housing tenants in Sydney, Australia, to analyse the residualisation of public housing using the features of advanced marginality identified by Wacquant – ‘wage labour as a vector of social instability and life insecurity’, ‘functional disconnection from macroeconomic trends’, ‘territorial fixation and stigmatisation’, ‘spatial alienation and the dissolution of place’, ‘loss of hinterland’ and ‘social fragmentation and symbolic splintering’. The study concludes that although Wacquant’s analysis is useful and captures much of what has occurred in public housing estates in Sydney, in many instances, public housing remains a source of pride for its tenants and provides them with the basis for a good life.

Struggling on Unemployment Benefits (Newstart) in Australia: The experience of a neoliberal form of employment assistance

Abstract: The low level of the Newstart (unemployment benefit) payment has become a major source of concern about Australia’s willingness and ability to protect unemployed Australians from poverty. Despite this disquiet, there has been little scholarly examination of the implications of living on Newstart. In this article, through the use of a survey and in-depth interviews, we examine features of everyday life for Newstart recipients in the Sydney area, experiences that reveal the scarring potential of low benefits. The article illustrates that for a majority of interview participants, the most basic items were difficult to purchase and many of the interviewees were living in inadequate and even unsafe situations owing to an inability to afford satisfactory accommodation. For some, their lack of disposable income had severe health implications. Social isolation was a common phenomenon, and many of the interviewees found that the low payment made finding employment a lot more challenging.

Loneliness and housing tenure: Older private renters and social housing tenants in Australia

Abstract: Loneliness is recognised as one the most pressing issues of the contemporary period and, if left untreated, can have serious health implications. We argue that a key determinant of loneliness for older people (65 plus) in Australia dependent on the government Age Pension for their income is their housing tenure. Drawing on semi-structured in-depth interviews, we show that older Australians who are private renters are far more likely than their counterparts in social housing to experience loneliness. The high cost of their accommodation results in private renters having no resources for socialising and the possibility that they can be asked to vacate at any time evokes much anxiety. These features make retaining social ties extremely difficult and many experience loneliness. In contrast, the manageable rent of older social housing tenants and guaranteed security of tenure creates a foundation for social engagement and maintaining strong friendships.

Abstract: In Australia and many other advanced economies, housing is playing a central role in accentuating and perpetuating inequality. This paper, drawing on primary and secondary data, discusses the various ways in which housing tenure in Australia contributes to wealth and income inequality. It argues that a neoliberal housing policy framework and accompanying financialisation of housing have facilitated a dramatic increase in house prices, the neglect of social housing, and a deepening wealth and income ide based on housing tenure. With respect to wealth, the key ide is between outright homeowners versus low-income private renters and low-income households in mortgage stress. The wealth of outright homeowners has grown substantially in recent decades and many have been able to acquire a holiday home and/or investment properties, thereby intensifying the wealth ide. Approximately a third of Australian households are now locked out of home ownership for an extended period or even lifelong. Housing tenure status also has an impact on the disposable income of households. For ex le, low-income outright homeowners are invariably in a far better position with respect to disposable income than their counterparts who have large mortgages or are private renters.

Abstract: Many developed economies, especially in ‘liberal welfare regimes’, have experienced a substantial growth in private rental housing. Bound up with this dynamic is the rising incidence of long-term private renting (private renting for ten years or more). Regulation of the private rental sector in liberal welfare regimes is light and post the written agreement residents are subject to constant de jure insecurity. Drawing on a questionnaire survey and in-depth interviews (the primary focus), this article investigates the impacts of perpetual de jure housing insecurity on long-term private renters in erse housing markets (low-, medium- and high-rent) in Sydney and Melbourne. The results indicate that de jure insecurity does not necessarily translate into de facto insecurity. Long-term private renters typically respond to perpetual de jure insecurity in one of three ways – incessant anxiety and fear lack of concern and concern offset by economic/social capital and traded off against locational preference.
