Cost-Effective Cassava Processing: Case Study of Small-Scale Flash-Dryer Reengineering

Abstract: The development and scaling out of flash-dryer innovations for more efficient, small-scale production of high-quality cassava flour (HQCF) and starch is described. The diagnoses of cassava-processing SMEs (small and medium enterprises) revealed their energy expenditures for drying were considerably higher than those of large-scale industrial companies, which was mostly due to suboptimal design of flash-drying systems. As a result, small-scale production of cassava starch and HQCF often incurs high production costs, incompatible with market prices of final products. Taking stock of this situation, RTB scientists have developed several innovations to optimize energy efficiency and costs, including a longer drying pipe, reengineered heat exchanger, larger blower for higher air velocity, and a higher product/air ratio. This was based on numerical modelling to determine the key design features of energy-efficient flash dryers, followed by construction and demonstration of a pilot-scale prototype. As a result, improved small-scale flash dryers are now being scaled out to the private sector in various countries, using the Scaling Readiness framework and achieving 10–15% gains in productivity and incomes. A method for diagnosis of process efficiency is also described, to identify technical bottlenecks and to document and measure the outcomes and impacts during the implementation of scaling-out projects.

Abstract: In the middle of the nineteenth century, Australian responses to children in need were significantly influenced by the belief that such children posed a threat to society. At the beginning of the twenty-first century, child welfare legislation states that ‘the best interests of the child must always be paramount’ (Children, Youth and Families Act 2005, Victoria). This paper surveys some of the local and overseas influences which directed child welfare practice and policy towards a philosophy in which the wellbeing of the child is central. It suggests that the concept of the child's personal welfare influenced the understandings of welfare officials long before the term ‘best interests’ was widely employed, but also that this transition in thought did not necessarily correlate with marked improvements in the outcomes for children within the welfare system.

Abstract: This paper reflects on the methodological, academic, and ultimately personal challenges involved in constructing the Find & Connect web resource, a public history project funded by the Australian Department of Families, Housing, Community Services and Indigenous Affairs in response to the 2009 apology to Forgotten Australians and Former Child Migrants. Central to these challenges is the relationship between the researchers and the key stakeholders: the Care Leavers and the organizations that ran the institutions in which they spent their childhoods. The paper explores the use of collaborative history in negotiating the conflicting hopes and expectations of the various parties to the project.

Abstract: The 2004 Forgotten Australians report is the most recent in a series of enquiries highlighting the prevalence of abuse in Australian child welfare institutions. The final report was heavily reliant on oral evidence from survivors and called for ongoing historical research to investigate the conditions which allowed such abuse to exist. This paper is a preliminary response to that call. Drawing on the records of a range of Victorian child welfare organisations, it argues that there is evidence in the archives both for the existence of institutional abuse and of in idual and systemic responses to the problem. However, the evidence is not always found in the obvious places, nor does it support a simplistic explanation of the prevalence and tolerance of abuse in such settings.

Abstract: This article traces the history of child welfare in Australia, showing the ways in which policies and practices, deriving primarily from Britain, were adopted and adapted in a nation in which jurisdiction was split between colonies/states and further ided, within states, on the basis of race. It argues that child welfare has always been part of the nation-building project, central to national objectives when children could be constructed as future citizens, marginal, and more punitive, when they were more easily understood as threats to social stability. In this first part it examines the history of welfare provision for non-indigenous children in Australia from 1788 to 1939. The second part, to be published in a subsequent issue, will discuss post-war developments in services for non-indigenous children, indigenous child welfare services and the historiography of child welfare in Australia.

Abstract: Discomfort about the notion of adoption as facilitating a market in children has been one of the major motivations for regulation and control, not only for intercountry adoption but throughout the history of in country adoption as well. This paper explores the nature of the market in Australia, beginning in the decades before legalisation but looking also for continuities in the ways in which in country and later intercountry adoptions have been debated. Drawing on an analysis of advertisements from major metropolitan and regional newspapers it argues that benevolence always exists in an uneasy alliance with assumptions about the right to a child, creating a ‘shopping list’ of desired characteristics which the market has rarely been able to satisfy.
