Confronting everyday harms: preventing abuse of people with disability. The findings of the Disability Royal Commission necessitate new approaches to prevent violence, abuse, neglect and exploitation. Thin markets, where there are a low number of buyers or low number of sellers, are a major risk for governments utilising a personalised approach to service delivery.
