Summary
Individual Transferable Quotas (ITQs) and Individual Transferable Effort (ITE) systems have been introduced to a wide range of Australian fisheries (FRDC 2017-159). Since 1985, forty-six ITQs have been introduced to a range of fisheries and can be found across all jurisdictions in Australia; six ITEs have also been introduced, mainly in prawn trawl fisheries. Such systems allocate shares or portions of a total allowable catch (TAC), or total allowable effort (TAE), between fishers, vessels, communities, or others with an interest in the fishery.
Experience shows that ITQs as generally designed and implemented have not always fully delivered promised outcomes, have had outcomes that were unintended and unwanted, and in some instances have resulted in outcomes that make it difficult for fisheries managers to deliver against other, in many cases non-economic, objectives of fisheries management. In some instances, these unintended and unwanted consequences may also have been inappropriately attributed to the ITQs/ITEs and may more be down to other drivers such as globalisation or changes in stock abundance.
Building on industry and management’s growing interest in improving ITQ-fishery outcomes (SRL Corporatisation Workshop, Melbourne Airport, October 2019) and on the findings of 2017-159, this work will aim to provide evidence-based advice to managers and industry on options to address any performance gaps or unintended and unwanted consequences, and the potential effects of any proposed interventions on the economic, social and environmental outcomes of ITQs as generally implemented in Australian fisheries. The scope of options will include industry-led private sector initiatives, as well as Government-led changes to management. Objectives: 1. Assess the effects of adoption and ongoing management of ITQs including consequences that flow from ITQs and the effects of the adoption on specific performance indicators. 2. Develop adaptive management options for existing ITQs that will assist in managing the impact of unintended and unwanted consequences. 3. Better support managers in planning for the mitigation and management of unintended and unwanted consequences over time, including the cost of implementing change. 4. Using metacognitive self-evaluation to improve knowledge transfer. The knowledge and skills developed in the classroom often do not transfer to the workplace or even to other subjects at school. This project aims to evaluate how the transfer of knowledge can be enhanced by prompting students to evaluate and reflect on their performance in specific ways. Currently, the empirical and estimated indicators for this fishery are based on non-validated harvest and effort. Proposed fishery reforms (i.e., prior reporting of landings and 'market' tagging of harvested crabs) should improve harvest data reliability. Qld GMC are effectively a data-limited species because they cannot be reliably aged, associated effort data is incompl ....Critical to the Harvest Strategy for the Qld Mud Crab Fishery are processes for monitoring and assessing fishery performance. Currently, the empirical and estimated indicators for this fishery are based on non-validated harvest and effort. Proposed fishery reforms (i.e., prior reporting of landings and 'market' tagging of harvested crabs) should improve harvest data reliability. Qld GMC are effectively a data-limited species because they cannot be reliably aged, associated effort data is incomplete and potting is a passive fishing technique. Commercial CPUE may not represent changes in population abundance due to variable catchability, hyper-stability and serial depletion. Additionally, there is no index of female abundance nor a male:female ratio to inform spawning-recruitment relationships. It is generally assumed that conservative management of GMC ensures their sustainability. However, evidence from the Northern Territory Western Gulf of Carpentaria suggests that GMC are vulnerable to environmental events (drought + heat = 2015 cohort failure). Gaining a rudimentary understanding of critical aspects of the GMC life cycle in Qld would be prudent (i.e., female abundance, spawning vicinities).
A Total Allowable Catch (TAC) is a key aspect of reform to Qld fisheries. The initial TACs for Qld GMC were informed by a modified catch-MSY analysis (Northrop et al., 2019). Catch-MSY is widely applied in Australian fisheries to data-limited species (FRDC 2017/102). The assessment was performed at large spatial scales (East Coast and Gulf). However, this fails to capture regional variability in spawning-recruitment processes that impact on harvestable biomass e.g., larval dispersal due to oceanic circulation patterns and survival of juvenile crabs due to regional rainfall, flow, temperature, and sea level variations. The proposed research is needed (in the short-term) to gather appropriate quantitative biological information and to develop (for the long-term) a means to cost-effectively monitor Qld GMC populations to support a data-moderate stock assessment approach. The research also aims to address some of the critical knowledge gaps in GMC life history that have been unresolved for over 40 yrs. Objectives: 1. Assess the utility of next generation genetic analysis to inform spatial stock structure of the Giant Mud Crab (Scylla serrata), using South East Queensland and northern New South Wales as a case study. 2. Develop and assess the feasibility of ‘survey’ pots suitable for long-term implementation as a means of monitoring Giant Mud Crabs. 3. Gather key quantitative biological information on Giant Mud Crabs relevant to assessment and management, including the use of tagging studies and a pilot evaluation of means to understand the spawning migration of female Giant Mud Crabs. Unlike many capacity building programs that place focus on working within communities in their own environments, Nuffield Australia seeks to break the cycle of everyday life in primary production. The approach is to organise and facilitate international study tours that allow participants to break away from their normal routine and gain a global perspective on how other producers around the world operate their businesses and apply leadership in their industry.
A Nuffield Scholarship targets young primary producers who are already on the leading edge of production practices and technology uptake in their respective communities in Australia. The program is necessary to further enhance those individuals’ skills, elevate their status as role models and innovative leaders amongst their own broader community, thus having a ripple effect that goes far beyond their immediate participation.
