This project, in collaboration with the World Bank and the Indonesian Planning Authority, will support major social and economic policy development in a rapidly ageing region. It will break new ground by developing a cutting-edge economic policy model reflecting salient features of ageing in emerging economies, taking into account the wider implications for education, employment, formalisation, growth, and retirement. It will bring the armoury of policy analysis instruments available to these countries up to the standard now enjoyed by the developed world. Indonesia, on the brink of major pension reform, will be used as a test bed. Data sets will be developed to allow the model structure to be applied to other emerging economies in Asia. The project will contribute toward global efforts to reduce global greenhouse gas emissions, thus mitigating the potential economic and environmental impacts of future climate change on Australia. Australia's neighbours will benefit from the project by putting them in a better position to gain financial transfers for foregone benefits of deforestation, and by insights on better systems of governance. The positive effects enjoyed by neighbouring countries are likely to translate into improved relations with Australia. At the level of international negotiations, the research will support Australia's ambitions for a meaningful post-Kyoto climate change agreement.Read moreRead less
A New Phase and New Issues of Rural-Urban Migration in China. China’s urbanisation has come to a turning point. The large pool of rural young workers (16-25 years of age), which fed the industrialisation needs of the 1990s and 2000s, has exhausted. Future growth needs to rely on the increase in the length of stay of the existing migrants and the increase in older new migrants. Due to this shift, the institutional restrictions, which deter family migration, become the key challenge. This project ....A New Phase and New Issues of Rural-Urban Migration in China. This project examines the cost of the migration restrictions (shortened labour supply and reduced human capital accumulation for the current and next generation migrants: their education, health and pro-social behaviour); and the best way to reform the restrictions on family migration and the priority for the reform.Read moreRead less

Improving the effectiveness of aid to the island Pacific so as to secure peace and prosperity within our immediate neighbourhood is in Australia's own national interest. This research investigates issues of state functioning and state failure with a view to improving the effectiveness of external interventions and of bolstering state capacity in the South Pacific. It is now widely acknowledged that ?failed states? can generate refugee flows and create havens for organised crime or terrorist groups, thus becoming a threat to neighbouring states. Such cross-border spillovers have major implications for Australia's national security and have been the primary rationale for the recent interventions into Papua New Guinea and Solomon Islands.Read moreRead less
Regulatory design for water quality management in urban catchments. This project aims, through empirical research (i) to evaluate the effectiveness of current regulatory, quasi-regulatory and other policy strategies for water quality management in urban catchments (including total/integrated catchment management); (ii) to provide practical policy prescriptions concerning how through judicious regulatory and institutional design, those problems may be best addressed for the future; and (iii) adva ....Regulatory design for water quality management in urban catchments. Australia has a vital interest in India's rise, its impact on South Asia's development and its integration with South and East Asia. The limited knowledge and the thinness of the intellectual base and institutional connections that would allow us to manage our interests in this event effectively mean that Australia is not yet well positioned to influence the forces and the thinking that will drive the process. Moving to explore the phenomenon of South Asia's development and aspirations in Asia and globally, is now a priority for Australia as other economies move to take up the opportunities that are unfolding from this development. This is a ground-breaking project that will address these deficiencies.Read moreRead less
