This project aims to build on existing investments in open access knowledge infrastructure to develop collections of policy documentation and data and new tools for problem solving and analysis. Australia's ability to respond effectively to future economic, social and environmental challenges depends on our national capacity to develop and implement efficient and effective public policy. By enabling efficient universal access to historical and archived policy material, the project aims to provide critical research infrastructure that supports innovative approaches to Australian public policy research. Public-private partnerships as a solution to housing affordability problems: a case study of an inner urban development. Through a case study of an innovative inner city, medium density, low cost housing project, the characteristics of a public-private partnership will be described and analysed in many contexts. The financial, political and institutional impediments to the development of such ventures will be identified and broadened to a solution for other Australian municipalities. Through a case study of an innovative inner city, medium density, low cost housing project, the characteristics of a public-private partnership will be described and analysed in many contexts. The model will be used to provide a practical solution to low cost inner city housing, which to date has not been sustainably achieved in Australia.

Many of the old public housing estates in Australia require redevelopment, the first of these high rise towers now due for demolition in Melbourne. This project will trace the redevelopment process on one estate from conception to post-occupancy, analysing the financial, organisational, political and construction hurdles that had to be overcome. The University researchers bring cross-disciplinary expertise in statistical/spatial modelling and policy analysis. The devolution of government business to regional government/community partnerships, coupled with the call for greater policy coherence, is challenging all levels of government and communities to collaborate in new ways to deliver regional outcomes. There is little empirical research to guide public managers in determining best value arrangements and strategic investments for building a region's 'collaborative advantage'. This project will examine the conditions (strategic, structural and procedural) under which multi-sectoral collaboration can deliver policy coherence and positive regional outcomes and identify the costs, benefits, trade-offs and capacities associated with effective multi-sectoral collaboration.
