It is now widely acknowledged that ?failed states? can generate refugee flows and create havens for organised crime or terrorist groups, thus becoming a threat to neighbouring states. Almost one third of our population lives outside major cities yet little is known about the democratic dynamics unfolding in rural Australia as it faces major demographic, economic and environmental change.
