International Trade, Climate Change and Economic Policy. The research project addresses the role of, and interactions between, environmental and international trade policies within the context of a global economy with increasingly open economies whose production and consumption activities generate emissions of greenhouse gases that accumulate in the atmosphere and have potentially adverse effects on the world’s climate, which then impacts the environment, production and households. The objective is to develop better understanding of the nexus between the international economy, climate change through the environment, and international trade and environmental policies. It will achieve this objective by analyses of multi-country models of international trade, climate change and policy design.Read moreRead less
Federalism and International Risk Management. The introduction of new quarantine disciplines with the World Trade Organisation agreements has given rise to tensions within the Australian Federation over the relationship between state and national quarantine measures. This project will review critically these developments in order to better understand and improve the process of risk assessment which is increasingly important after the Salmon case. The project will train a graduate student in risk assessment policy, produce several scholarly outputs and contribute to improved policy in an area of vital national importance.Read moreRead less

This project will design and test innovative new decentralised algorithms for responding to spatiotemporal queries in environmental monitoring networks. The research is essential for constructing larger, denser, and more reliable networks, helping to embed spatial intelligence within the environment itself (ambient spatial intelligence). The project builds on Australia's existing research excellence in geographic information science. By making smarter use of spatial information, the project will further strengthen Australia's world-leading spatial information industry, and support sustainable and economic environmental management through important applications like conservation contracts and carbon sequestration monitoring.Read moreRead less
Transnational Environmental Campaigns in the Australia-Asian Region. Conflict over environments, resources and landscapes has become a feature of contemporary political life. Increasingly, these conflicts are articulated, negotiated and potentially resolved across national boundaries and complex networks of media and communications. Conflict over environments, resources and landscapes has become a feature of contemporary political life. Increasingly, these conflicts are articulated, negotiated and potentially resolved across national boundaries and complex networks of media and communications. In the context of intensifying pressure for resource access, market opportunities and changing media practices in Australia and the Asian region, it is critical to examine how competing environmental claims are mediated, and how this mediation influences public debate, policy and market viability. Providing evidence-based analysis of transnational conflicts as they emerge and travel, this project is expected to inform debate on Australia's environmental and economic sustainability.Read moreRead less
Biosecurity or Trade Barrier? The Economic Costs of Quarantine. Agricultural, fishing and forestry groups are united in supporting strict biosecurity measures, such as quarantine, in order to prevent any possibility of the importation of diseases. Agricultural, fishing and forestry groups are united in supporting strict biosecurity measures, such as quarantine, in order to prevent any possibility of the importation of diseases. However, the importation of certain products from "diseased" countries does not necessarily mean that the disease will also be imported, and even if imported it may not result in the destruction of the local industry. The "diseased" countries obviously remain competitive if they are able to export the products. Foreign quarantine restrictions are restricting Australia's access to international markets. The costs to consumers of the current zero-tolerance policy has not been quantified. The costs may indeed exceed the benefit.Read moreRead less
Australia and the OECD: A Neglected Arena in Multi-level Governance. Issues such as trade liberalisation and the development of international agreements are of considerable importance for domestic policy within Australia. Development of such ideas and policies often serve as the basis for subsequent agreements in the multilateral system through policy transfer or the strategy of ?forum shopping?. Australia's interests as a middle power lie in a rules-based system, and thus its ability to maximize its effectiveness in shaping those rules is of paramount importance. This project will contribute knowledge which will serve directly this goal, by enhancing our understanding of the OECD as an arena of multilevel governance and Australia's participation within it.Read moreRead less
Building an Indian Ocean region. The Indian Ocean Region, of vital geopolitical importance to Australia, is the heart of the Third World - overwhelmed by chronic poverty, precarious political systems, and conflicting ethno-religious identities. This project will document attempts at constructing regional identities and institutions, and facilitate the process of 'building' a secure Region.
Integrating microbiology and climatic drivers to determine triggers for nitrous oxide emissions from arable soils in semi-arid Western Australia. Increasing nitrous oxide emissions from soil to the atmosphere are a concern as they contribute to global warming and the destruction of the ozone layer. While 70-81% of this increase has been attributed globally to agricultural soils, the factors controlling emissions from arable soils in southern Australia are not well understood. We aim to charact ....Integrating microbiology and climatic drivers to determine triggers for nitrous oxide emissions from arable soils in semi-arid Western Australia. We aim to characterise and model the relationship between the soil microbial community responsible for nitrous oxide emissions and soil water availability. Understanding the processes responsible for nitrous oxide emissions will enable us to change the way we manage our semi-arid soils so as to minimise nitrous oxide emissions.Read moreRead less

Australian tropical native animals are selected to analyse economic valuation (use and non-use valuation) of wildlife species and to assess systematically the role of property rights and commercialisation in conservation. The project will (1) reduce bias of Australian economic studies in favour of temperate species; (2) answer several unresolved questions raised in the Parlimentary Report on Commercial Utilisation of Australian Wildlife; (3) advance economic theory (e.g. relating to dynamic influences on economic valuation) and provide new insights into property rights making use of empirical and experimental results, and (4) thereby contribute to public policy decision-making.Read moreRead less

This project will serve as a guide to a morally defensible Australian foreign policy and in particular as an aid for policy makers working on foreign assistance, international trade, and environmental policy. It is important to observe that in order to safeguard Australian national security it is prudent to address the issue of global poverty. Although terrorists and other threats seem seldom to be motivated by considerations of fairness, sympathy with and support for their actions seems often rooted in the perception that they are acting on behalf of the poor and impoverished.Read moreRead less
