Recent research suggests this is not the case. Furthermore, the industry partner, SACOSS, argues that the disparate .... Reconceptualising partnership: new options for effective partnerships between State governments and the third sector in employment services in Australia. The rapid devolution of employment services from the Commonwealth Employment Service to a model of contracted Job Network agencies assumes effective partnerships between Commonwealth, State, third sector and private organizations. Recent research suggests this is not the case. Furthermore, the industry partner, SACOSS, argues that the disparate requirements of Australian States in addressing local circumstances and diverse needs of disadvantaged jobseekers have not been met. This collaborative project will use network analysis methodology to assess alternative models of governance and identify best options for effective State/third sector partnerships that promote efficient and equitable labour markets.

Deep study of work/life issues in the health sector will also inform recruitment, retention and well-being in the health workforce, with flow-on to the health system more broadly. The project includes analysis of 'pre-retirement' work/life issues, also linking to the 'ageing well, ageing productively' priority.

The situation is exacerbated in Australia by global warming and the mining boom, ultimately constraining the national capacity for future economic development and long-term prosperity. Women are potentially an important source of future engineers, but they are currently neither attracted to nor retained within the p .... Epistemologies of workplace change: transforming gender relations in engineering. The severe shortage of engineers threatens sustainable development in rich and poor countries alike. The situation is exacerbated in Australia by global warming and the mining boom, ultimately constraining the national capacity for future economic development and long-term prosperity. Women are potentially an important source of future engineers, but they are currently neither attracted to nor retained within the profession in significant numbers. This project, involving international collaboration, will generate a new conceptual model designed to re-dress this problem. A key outcome will be more efficient and effective gender equity policies in engineering and related industries.

    Understanding low skilled men's access to jobs: An occupational case-study approach. The withdrawal of low skilled men from the labour force has been substantial over recent decades. As many as 40% of men without post-school qualifications do not have full-time jobs. This development has many negative social consequences. It damages the affected men's wellbeing, and that of their families. It reduces labour supply at a time of labour shortages. It increases dependency on the welfare system. .... Understanding low skilled men's access to jobs: An occupational case-study approach. The withdrawal of low skilled men from the labour force has been substantial over recent decades. As many as 40% of men without post-school qualifications do not have full-time jobs. This development has many negative social consequences. It damages the affected men's wellbeing, and that of their families. It reduces labour supply at a time of labour shortages. It increases dependency on the welfare system. This project will develop new understandings of the barriers low skill men face when they seek jobs in areas of rising employment, such as the service sector. It will provide an assessment of the possibilities of overcoming these barriers, and develop ideas about how best to enhance low skilled men's access to good jobs.

Moreover, their accumulated competencies, expertise, and organisational corporate wisdom (intellectual capital) may be lost. There is a growing recognition that much of the wealth of organisations resides in their intellectual capital. This project will develop a methodology to measure intellectual capital and will increase understanding of how companies can retain it. Potential long-term benefits include more efficient management of intellectual capital and enhanced retention of mature workers, with consequent savings in social security. The project will be benchmarked against similar developments in other countries.
