The result may be greater concentrations of particular personality types in conservative industries and communities and a quite different concentration in innovative groups. Explicit positioning of government as "customer" fundamentally alters this relationship. The research partners are increasingly aware of the practical issues for community management committees attempting to mediate these changes.
