This project will contribute to the national priority goal of promoting an innovation culture and economy by providing knowledge with which to improve institutional arrangements for research commercialisation for the purpose of enhancing business innovation and ensuring that publicly fund research results in commercial and social benefits. The research is of particular benefit to regional and rural communities because it adopts a novel system level design which explores the role of KTSs in socioeconomic transformation and across sectors and regions. It therefore moves beyond prior studies which have focused on high technology sectors and regions.

Research Training, Scientists, Mobility and Innovation: enhancing comparative methodologies. The collaboration will facilitate transfer of research value mapping (RVM) methods and technologies from a leading US centre into Australia. The RVM program focus on university-business collaboration will orient future collaborative projects and analyses. This will enhance the state-of-the-art of research evaluation in Australia over time. Extension of the CIs unique survey database will incorporate comparative dimensions into research value mapping. A focus on Australian respondents in the international database (n=1300) will lead to analyses that inform science policy and scientist human resource development in Australia. This will provide a deeper understanding of Australia’s science role in the Asia Pacific region.

Research Scientists in the Australian National System of Innovation. The project examines the backgrounds, careers and technology transfer activities of research scientists working in Australia. The project is significant because these scientists are the key innovation agents of the Australian National System of Innovation. Increasingly anxious about successful transition to a knowledge economy, governments are focusing on R&D but paying too little attention to Australia's core innovation personnel. The project focuses attention onto scientists and the innovation tracks they and their work make across the economy, in both public and private sectors, with the aim of improving polices for their retention and full participation in Australian knowledge-based development.

The impact of small business policy systems on small firm innovation and competitiveness in critical industry sectors. This research will examine the proposition that small business policy systems affect the structure and strategy of SMEs and in turn the sectors within which SMEs innovate and specialise. It will involve an analysis of SME policy systems; sectors of SME specialisation based on patent data, annual reports and firm web sites; and a longitudinal study of the strategy and structure of 29 case study firms in 3 sectors in 3 countries based on in-depth interviews and focus groups. Findings will provide a basis for improved policy advice concerning the mechanisms for encouraging small firm innovation and competitiveness in critical sectors.

Nourishing Australia: a decadal plan for nutrition science. This project aims to develop a plan to address the complex health and environmental challenges associated with changes in food production and consumption. Since the industrial revolution, our understanding of human diet has lagged behind the rate of change. This project aims to better integrate knowledge across nutrients, foods, meals, diets, and dietary patterns to understand balance rather than single nutrients or commodities. It will examine the broader context of nutrition from individuals to communities to nations, and globally, and develop a consistent theoretical framework for nutrition that includes both individual biology and the physical, social and biological environment. This will provide broad benefits for social, cultural, economic and health outcomes in the region.

Scientific Careers and Innovation Networks in the Asian Region: Australia's Regional Role in Education, Research Training and Scientific Development. This project, in partnership with UNESCO, documents the careers of critical innovation personnel - scientists working in 16 countries in the Asian region. Cohort analyses based on age-set, sectors of employment, countries of training and fields of research provide new insights into the changing role of scientists in this economically diverse region over a period of up to 50 years. The study will document the role of advanced education in integrating knowledge creation and use in the region, highlighting the role of Australia in creating the regional innovation networks that constitute a major resource for this country and the region.

This project aims to assist in achieving enhanced University capability in technology transfer which is regarded by government as cruicial to improving national innovation performance. I seeks to identify the determinants of effective technology transfer and provide in-depth understanding of the social process involved in transferring both inventions and associated scientific knowledge from universities to corporationss. Employing a contingent effectiveness model, the research will focus on the characteristics of the transfer agent, the transfer recipient, the transfer medium, the transfer object and the demand environment. Results and recommended strategies will be communicated to university and industry managers and government officials.

The use of quantitative measures of research performance in higher education sends powerful messages to those being evaluated, because the choice of measures signals what is considered most important. However, little critical assessment has been undertaken on the use of performance indicators or their impact on research practice. This project will create a knowledge base on performance measures - their validity, fairness, transparency and impact on research, and the cost of implementation. By assessing an extensive range of measures, it will provide Australian science management and science policy makers with rigorous information on which to base informed judgements on their utilisation.

The project aims to examine the barriers and enablers to Consumer and Community Involvement. We will generate new knowledge via innovative methods from narrative medicine and economic and marketing studies including establishing the first Community of Practice for consumers and stakeholders in dementia research as the example. The outcomes include the creation of a process implementation model for Consumer and Community Involvement to inform policies and guidelines for research systems and funding. This process model will propel research forward and generate opportunities to maximise the health and social benefits of research, including significant translation of research into practice.
