The accountability priorities of federal parliamentarians and whether they are reflected in the Commonwealth budgetary and reporting framework. Senate committees provide the main forum in which elected representatives can directly scrutinise the actions of public officials. To answer these questions will illuminate a neglected aspect of Australia's record of institutional innovation. It will also feed directly into the concerns of multilateral bodies over how good electoral practice can be institutionalised.

Some researchers focus on the post-war professionalisation of advocacy; others suggest that the internet is positively (re)shaping the structure of such systems and their democratic capacities. Organised interest systems that seek to influence public policy-making are undergoing rapid transformation. Some researchers focus on the post-war professionalisation of advocacy; others suggest that the internet is positively (re)shaping the structure of such systems and their democratic capacities. This project adjudicates on such accounts through exploring the size and composition, through time, of the Australian system of organised interests. Using innovative methodologies, it assesses the presence and prominence of particular interests in legislative, administrative, print-media and ‘on-line’ arenas. The project examines the reasons for slow progress. Among the areas to be studied are constitutional and electoral reform, military reform, judicial reform, decentralisation, preservation of order and economic reform.
