Australia has committed to better align health aid with recipient priorities, however, there is a need for evidence on how best to achieve this. This project expects to generate new knowledge about the benefits from increased alignment. Expected outcomes include increased regional research capacity and strategies for stakeholders to increase alignment for greater impact. This project aims to examine the early effects of two recent initiatives by the Australian government to improve children’s dental health by providing funds to cover essential dental services for children from disadvantaged families. Low interest rate environments constrain monetary policy because central banks cannot lower rates to raise demand. We exploit recent international experience with zero rates to understand why new policies have had mixed success. We argue different outcomes across countries arise because of different degrees of credibility and familiarity with new policy initiatives. This project will study the effects of this development on productivity and resource allocation in the manufacturing sector, output and efficiency growth, and the spatial allocation of capital and labour inputs. The project expects to build a geospatial database covering China's full transportation network from 1993-2014, merge this database with manufacturing plants’ longitudinal data, and apply (quasi)-natural experiments for analyses. Health programs and treatments affect not just health (survival & health related quality of life) but also broader aspects of well-being (e.g. dignity, autonomy, safety).
