Innovative science for sustainable use of marine biodiversity goods and services. Development of new scientific tools and technologies provide expanded opportunities for marine biological research in Australia. An urgent need is to coordinate research scientists and institutions to ensure maximum benefits and to meet Australia's obligations under UNCLOS. The primary goal of this proposed Network is to develop research programs of international significance, through the establishment of new teams of Australia's leading marine scientists, mathematical modelers and economists that transcend traditional disciplinary, institutional and geographic boundaries. Our goal is to add focus, scale and scope to an enduring program of innovative research development, leading to world leadership in marine resource management.

Victoria is the first jurisdiction in the world to proclaim an entire system of marine protected areas at once. The new management responsibilities have created imperatives for robust, scientifically defendable approaches to identifying threats, setting management priorities and developing monitoring systems. This project will develop, for the first time, a risk assessment protocol that has due regard for the perception of risks by individuals, and ensures that stakeholder values are an intrinsic part of decision-making. The protocol will create a system that stays faithful to the priorities of those who bear the risks, while using technical methods to ensure that models are consistent and that monitoring provides pertinent information.

A high-resolution isotope facility for low cost analysis of water, plant, and soil/sediment samples to understand environmental change. The most significant environmental challenges facing Australia include ensuring sustainable management of our water resources and conservation of both terrestrial and marine biodiversity, particularly in the face of our changing climate and land-use. The new instruments will accelerate progress across a number of projects aimed at understanding the development of groundwater resources, the relative dependency of ecosystems on groundwater versus soil and surface water, and an assessment of the likely impacts of altered hydrology, especially dewatering and salinisation, on ecosystems. In addition, they will also be used to extend our knowledge of climate variability in the recent past and increase understanding of critical marine resources.
