Seafood tourism presents a practical and feasible approach to diversification, which leverages the intrigue of marine environments and the seafood production process. Whilst feasible, there are inherent challenges and risks involved in pursuing this diversification pathway. This project directly responds to the request of F&A for support in navigating the diversification process. Central to its approach, is the delivery of decision-support tools which can facilitate informed decision-making and mitigate potential risks involved in diversifying. These tools will be vital in ensuring F&A businesses make sound and strategic decisions regarding their suitability to different seafood tourism models.

Addressing these specific drivers requires understanding of the human dimensions of fisheries and aquaculture, along with the biophysical. Human dimensions refers to the social, economic and cultural factors that affect outcomes for both the seafood community and in terms of public good. This includes the attitudes, processes and behaviours of individual people, companies, management agencies, communities, organisations, consumers, and markets. Human dimensions research has been successfully applied to understand how to enable better outcomes for Australia's fisheries and aquaculture (e.g. improved social acceptability, resilience through shocks, inclusive growth, economic productivity), and what are the effective strategies to achieve this (e.g. market based mechanisms, behavioural approaches). It brings together research capability from a broad range of disciplines.
Historically, achieving the level of coordinated investment required to effectively deliver against this need has been hampered by a range of factors, which have included: • effective integration of human dimensions RD&E with biophysical sciences; and • research capability and expertise capable of undertaking such research to ensure end user needs are met.
The FRDC has invested substantively in human dimensions R&D capability in recognition of this need. Ongoing coordination and strategic development of human dimensions R&D activities will support the FRDC to deliver its Fish Forever 2030 vision: Collaborative, vibrant fishing and aquaculture, creating diverse benefits from aquatic resources, and celebrated by the community.
The FRDC considers Coordination Programs as critical to delivering relevant outcomes of the R&D Plan. With respect to Human Dimensions, it is evident that a planned R&D outcome can be achieved more successfully if expertise and related activities are developed and managed in a coordinated manner. Objectives: 1. Identify and coordinate the development of human dimensions R&D priorities through review and consultation with key stakeholders, and assist to develop scopes to address those priorities 2. The focus will be on the potential to use existing sources of data (particularly administrative data collected by government institutions and data that is required to be collected) and how and when those need to be effectively complemented with additional data. Administrative data are confidential and access limited as is the variety of seafood industry data often collected. Accessing administrative data is explicitly part of this proposal and identifying the sources of, and the type of data available, from industry surveys. Objectives: 1. To establish a baseline workforce dataset to address the lack of accessible, accurate workforce data 2. To identify how to overcome the shortcomings of official classifications to better align data information with how the seafood industry and its workforce operate. 3. To determine how using whole of population statistical data may provide a more accurate picture of the seafood industry workforce 4. To use available literature and expert input to provide an understanding of the true diversity of employment in the seafood sector. 5. The Australian aquaculture industry is faced with a number of environmental, social and governance (ESG) expectations and challenges now and into the future as we see a growing expectation from major retailers and an investor and increasingly government focus on offsetting carbon, nutrients and land. Specific challenges include measuring and reporting on greenhouse gas emissions, disease and antibiotic use, use of forage fish in feeds, habitat destruction, fish welfare and husbandry, and effluen ....The Australian aquaculture industry is faced with a number of environmental, social and governance (ESG) expectations and challenges now and into the future as we see a growing expectation from major retailers and an investor and increasingly government focus on offsetting carbon, nutrients and land. Specific challenges include measuring and reporting on greenhouse gas emissions, disease and antibiotic use, use of forage fish in feeds, habitat destruction, fish welfare and husbandry, and effluent discharge. While larger corporate businesses and some sectors have made some progress in these areas, the small-medium business enterprises will require support given they often have little to no resources to measure, report and allocate new funding and action to address ESG challenges. This is particularly important in areas where some of the challenges will become expectation e.g. market access and carbon emissions reporting. There is a substantial disparity on how key ESG indicators are reported and assured across different sectors of the seafood industry, which is dependent on many different factors. These can include (but are not limited to):
- the size of the enterprise; - local, State or Federal legislation; - third-party certification requirements; - global best practices; - investor expectations - export market requirements - company policies
Consistency of reporting across the industry is vital to improve ESG policy and practices, ensure accountability of organisations, and increase consumer confidence of the seafood sector. A review of ESG challenges, and existing reporting frameworks/incentive programs both nationally and internationally will be key to developing a centralised reporting framework that both satisfies compliance and regulation and leads to tangible improvement outcomes for SME in the ESG space.

The FRDC IRG has invested in a number of research projects to advance Indigenous rights, interests, opportunities and engagement in Australia's fisheries. However, fisheries management agencies across the jurisdictions appear to have struggled to engage with or make effective use of these outputs and to make progress with Indigenous fishing interests.
IRG is seeking to commission a project to assist in dealing with this issue. The project is intended to establish effective means for Indigenous fishing R&D outputs to deliver policy and management outcomes. To do this, the project will engage with agencies to understand: their information needs; current progress, impediments and opportunities in integrating Indigenous fishing R&D outputs into their policies and management; and develop a template that can be used by all future PIs to frame IRG research outputs in a form useful to agencies.
There is also an identified need to build Indigenous leadership capacity to shape fisheries policy and management at the highest level. This project involves an Indigenous collaborator and a focus on their development through participation and professional executive coaching. The Indigenous collaborator, will also bring cultural advice and insight to the project.
In terms of IRG priorities, this project has the potential to contribute to:
Establishing the primacy of first nations in the fisheries areas Acknowledgement of Indigenous Cultural Practices Self-determination of Indigenous rights to use and manage cultural assets and resources Economic development opportunities arising from Indigenous peoples cultural assets and associated rights Capacity building opportunities for Indigenous people are enhanced.

Success for the project can be measured by:
Development through participation of an Indigenous collaborator and increased cultural awareness in wider participants Usefulness of a report identifying agency priorities, opportunities and impediments to incorporating Indigenous R&D outputs in policy and management Indigenous R&D outputs being more readily adopted in policy and management Usefulness of a template to ensure ongoing adoption and engagement of IRG outputs Objectives: 1. That assessment covered the initial period of the shocks wrought by COVID19 and demonstrated the availability of data to support rapid assessment in such conditions.

That assessment covered the initial period of the shocks wrought by COVID19 and demonstrated the availability of data to support rapid assessment in such conditions.
However gaps remain to be addressed, including: 1. comprehensive coverage of production effects in fishing and aquaculture across all Australian jurisdictions, 2. coverage of impacts on recreational fishing activity and Indigenous commercial seafood activities; 3. assessment of emerging medium-term impacts (such as changes in Australian consumer purchasing behaviours, structural effects in labour markets and export-oriented sectors, effects of alterations in tourism patterns); and the interactions with non-CV-19 impacts (such as trade tensions affecting exports); and 4. the effectiveness of crisis responses. Furthermore, the capacity to access data to support rapid assessment in times of systemic shock needs to be consolidated. Finally, insights from rapid assessments need to be harvested to provide Australia with a framework for assessment of systemic (i.e. large-scale, multi-level) risk to the Australian seafood community.
This project addresses these needs through a follow-up Impact assessment report which is more comprehensive, given data availability. The follow up report will include case studies of crisis responses by key government and industry decision makers, and the lessons learned for preparedness for future shocks. It will develop a Guideline for rapid assessment of economic and social effects in fisheries and aquaculture, which will contribute to FRDC's capacity for rapid appraisal and assessments. The guideline will include quality assurance steps to be applied to rapid assessments. Finally, the project proposes to draw insights from this more comprehensive assessment to identify what risk factors to assess, and how, in order to prepare for systemic shocks in future. Objectives: 1. Complete assessment of impact of COVID-19 on Australia's commercial, recreational and charter fisheries and aquaculture sectors for the period July 2020 to June 2021 2. Recent years have seen many claims about the health and wellbeing benefits of recreational fishing, as well as growing interest in nature connection and outdoor recreation as wellbeing interventions more generally. Measuring and valuing the wellbeing benefits of recreational fishing is not currently possible due to a lack of evidence, and limited method ....This project is needed as there are knowledge gaps about the effect of recreational fishing on the health and wellbeing of recreational fishers. Recent years have seen many claims about the health and wellbeing benefits of recreational fishing, as well as growing interest in nature connection and outdoor recreation as wellbeing interventions more generally. Measuring and valuing the wellbeing benefits of recreational fishing is not currently possible due to a lack of evidence, and limited methods for monitoring, measuring and reporting wellbeing effects. The FRDC’s RD&E Plan 2015-20 aims by 2020 to have robust community net benefit metrics that enable measurement of the benefits of fishing. This project will develop robust metrics related to health and wellbeing benefits of recreational fishing. Achieving this requires better understanding both (i) whether and under what circumstances engaging in recreational fishing has measurable impacts on health and wellbeing, and (ii) how to measure these benefits to produce readily accessible and understandable metrics. This will help achieve the FRDC’s national research strategy deliverable ‘Social contribution is supported by the fishing and aquaculture sector so it can capture the non-monetary value of activities across sectors.’ This work will also contribute to national science and research priorities in the health field, specifically the priority ‘Build healthy and resilient communities throughout Australia by developing … preventative strategies to improve physical and mental well-being’ (http://www.science.gov.au/scienceGov/ScienceAndResearchPriorities/Pages/Health.aspx). Nationally, this research priority aims to develop strategies for supporting wellbeing. Since 1985, forty-six ITQs have been introduced to a range of fisheries and can be found across all jurisdictions in Australia; six ITEs have also been introduced, mainly in prawn trawl fisheries. Such systems allocate shares or portions of a total allowable catch (TAC), or total allowable effort (TAE), between fishers, vessels, comm ....Individual Transferable Quotas (ITQs) and Individual Transferable Effort (ITE) systems have been introduced to a wide range of Australian fisheries (FRDC 2017-159). Since 1985, forty-six ITQs have been introduced to a range of fisheries and can be found across all jurisdictions in Australia; six ITEs have also been introduced, mainly in prawn trawl fisheries. Such systems allocate shares or portions of a total allowable catch (TAC), or total allowable effort (TAE), between fishers, vessels, communities, or others with an interest in the fishery.
Experience shows that ITQs as generally designed and implemented have not always fully delivered promised outcomes, have had outcomes that were unintended and unwanted, and in some instances have resulted in outcomes that make it difficult for fisheries managers to deliver against other, in many cases non-economic, objectives of fisheries management. In some instances, these unintended and unwanted consequences may also have been inappropriately attributed to the ITQs/ITEs and may more be down to other drivers such as globalisation or changes in stock abundance.
Building on industry and management’s growing interest in improving ITQ-fishery outcomes (SRL Corporatisation Workshop, Melbourne Airport, October 2019) and on the findings of 2017-159, this work will aim to provide evidence-based advice to managers and industry on options to address any performance gaps or unintended and unwanted consequences, and the potential effects of any proposed interventions on the economic, social and environmental outcomes of ITQs as generally implemented in Australian fisheries. The scope of options will include industry-led private sector initiatives, as well as Government-led changes to management. Objectives: 1. Assess the effects of adoption and ongoing management of ITQs including consequences that flow from ITQs and the effects of the adoption on specific performance indicators. 2. Develop adaptive management options for existing ITQs that will assist in managing the impact of unintended and unwanted consequences. 3. Better support managers in planning for the mitigation and management of unintended and unwanted consequences over time, including the cost of implementing change. 4. Provide options to fishery managers and stakeholders to assist in the adjustment of existing fisheries management under ITQs to avoid, or mitigate, unintended and unwanted consequences and/or enhance unintended but positive consequences.
