This Project will deliver law reform proposals to ensure greater accountability and a reduction of fraud and anti-competitive behaviour associated with over 6 billion dollars of public money expended each year under the Pharmaceutical Benefits Scheme (PBS) as well as significant amounts paid by public hospitals on medical devices. It unites experts in Australian pharmaceutical regulation and high technology law enforcement with an eminent United States Partner Investigator in False Claims litigation. Reducing fraud and anti-competitive behaviour could be critical to survivability of the PBS and the benefits it brings particularly to an ageing population. Read moreRead less

The national benefits of this project are that it meets the National Priority of Safeguarding Australia and the results of this project can serve as a major input into a current Australian Government and Defence initiatives in electronic evidence and intelligence collection. It will play a significant part in satisfying the Australian community that steps are being taken to develop techniques for monitoring the criminal use of the Internet for communication and transfer of information. It will serve to develop niche Australian research expertise in this very specialized international field.Read moreRead less

Summary
Oceans Law and Policy Library. This project will establish a library facility providing a comprehensive collection of international and domestic primary and secondary source materials in ocean law and policy. Materials will be both hard copy and electronic, facilitating access of materials from remote locations by partner institutions. The library will be located at the University of Wollongong, an international leader in oceans law and policy research, through the Centre for Maritime Policy. ....Oceans Law and Policy Library. The partner universities are home to the principal centres of marine scientific research in Australia. The project will permit interdisciplinary work to be undertaken in oceans law, policy and science, allowing additional development of Australia's skill base in these fields.Read moreRead less
The Future of Oceans Governance in Polar Areas. Australia has a compelling national interest in maintaining its sovereignty and security in the Antarctic. Australian government goals include maintaining the Antarctic Treaty System (ATS); enhancing Australia's influence within the system; protecting the Antarctic environment; understanding the role of Antarctica in the global climate system; and undertaking scientific work of practical, economic and national significance. This project directly ad ....The Future of Oceans Governance in Polar Areas. This project directly addresses national research priorities through analysis of oceans governance issues that centre on Australian interests. This project will also contribute to national benefit by focusing on issues central to the International Polar Year.Read moreRead less
Australia's Post World War II War Crimes Trials of Japanese Defendants. Contemporary war crimes trials regularly refer to historical precedent - particularly post-WWII war crimes trials. One virtually unknown group of trials were those conducted by Australian Military Tribunals - the primary sources for which are readily available (Australian War Memorial and National Archives) but under-studied. Australian Tribunals sat in judgment over 814 Japanese Defendants in 296 separate trials and yet there has never been a systematic study of this chapter of Australian Legal and Military History. This project is intended to provide the first study of the trials and will also "unlock" the under-utilised but vast documentary resource for future researchers.Read moreRead less
Novel approaches to the forensic identification of human remains: integration of studies of bone form and chemistry. In a global era of terrorism, crime and even natural disasters, new approaches to identify victims, and prosecute offenders, are greatly required and long overdue. The combination of new computer and chemical methods will help identify unknowns, reconstruct missing parts and separate commingled remains. Its affect on understanding bones may be like that of DNA on soft tissues. The ....Novel approaches to the forensic identification of human remains: integration of studies of bone form and chemistry. The results will update our ability as forensic scientists to strengthen Australian security systems by improving our ability to manage accidents, disasters, terrorism and crime. This project will start international collaborations and train a new generation of Australian forensic experts.Read moreRead less
A New Approach to Studying Whole Bodies and Body Parts Applied to Problems of Forensic Science. To bring to the study of whole humans and human body parts, new methods capable of major advances such as those already provided by DNA technology in the study of human tissues, cells and molecules. This will allow better identification of human groups, geographic populations, gender differences and ageing.

Operator Decision Modelling in Autonomous Systems. The incorporation of humans as decision-makers into a complex system comprising of many autonomous agents is becoming increasingly important in areas such as defence, search-and-rescue, special emergency services, bush-fire and ecology management. This project will address how human decisions are made in such systems through the formulation and demonstration of innovative algorithms which model the operator decision making process. Generating solutions to this increasingly important area will provide Australia's industry and community services the necessary knowledge for deploying such systems and thus improving service effectiveness, as well as the implementation of autonomous systems into new areas and thus increasing economic growth.Read moreRead less
From Emergence to Demise: Examining the Dynamic Life Cycle of Terrorist Campaigns. Australia has made a long term commitment to the global campaign against terrorism, under the sound premise that it will take a persistent investment of energy and resources to succeed, and the notion that success in this struggle will be contingent on the depth of our knowledge about the nature of the threat. Australia has made a long term commitment to the global campaign against terrorism, under the sound premise that it will take a persistent investment of energy and resources to succeed, and the notion that success in this struggle will be contingent on the depth of our knowledge about the nature of the threat. This project will contribute to this effort by enhancing global understanding of the different stages of the dynamic life cycle of terrorist campaigns, and by formulating empirically based policy recommendations that will move beyond flawed quick-fix solutions, toward the building of a consistent long-term incremental strategy for managing a threat that will never fully disappear.Read moreRead less
