In a specific sense, the research will advance understanding of the nature of environmental law enforcement in the particular area of hazardous waste (that in itself has major implications for the health and wellbeing of humans, ecological systems and nonhuman animals within Australia). More generally, interrogating environmental law enforcement in this manner will provide insight into models of intervention applicable to the further development of climate change strategies, as well as building enforcement capacity and collaborative work practices that are relevant to combating other types of criminal activity (e.g., terrorism, transnational organised crime). The project aims to assess the policing and enforcement of public order crimes and related offences (e.g. obstruct/disobey police, breach of bail, and minor property offences) on individuals experiencing poverty and homelessness. The project endeavours to collect and analyse qualitative data from across Australia on the lived experience of people who are homeless or at risk of homelessness, regarding the impact of criminal laws and police powers concerned with presence in, and movement around public places. It will particularly focus on the impact on women, children and Indigenous peoples. The outcomes will seek to reduce the criminalisation of homeless people, by identifying law and policy reform options, and comparing their cost with that of 'business as usual'.Read moreRead less

Policing plays a major role in combating crime in the community, reassuring and assisting persons affected by crime so that they can continue, or return, to enjoying their lives. Forensic science is increasingly relied upon by law enforcement to solve crime, and by the judicial system to prosecute offenders. However, the value and impact of forensic science has yet to be established. Through a comprehensive examination of forensic science usage in the criminal justice system in Victoria and ACT, this research will develop an evidence-based best-practice model for using forensic science efficiently and effectively. This will benefit the Australian community through the achievement of better and more cost effective criminal justice outcomes. Read moreRead less

This project will describe, analyse and theorise police-refugee relations in regional Australia. It compares refugee settlement in three rural/regional areas in Tasmania through the lens of police-refugee relations. It is significant in that it examines both positive and negative aspects of community policing in the context of refugee settlement in regional Australia in order to develop a best-practice model. Given the Government's recent policy of encouraging settlement in regional Australia, there is an urgent need to analyse these processes. Read moreRead less

This project aims to comprehensively map the regulatory pathways that innovative health technologies must navigate from the laboratory to the clinic, and to identify areas of over and under regulation. Pathways for innovative procedures, medicines and devices will be analysed in three cutting edge case studies - genome editing, biologic medicines and bio-printing - with particular focus on therapeutic goods registration and patents. Doctrinal, qualitative and iterative research methods will be used. The primary intended outcome is a set of recommendations to assist policy makers in ensuring consistency of regulatory policy and practice, thereby supporting innovation and safe clinical translation, for the benefit of all Australians.Read moreRead less

The Australian government has a policy of promoting expertise in genomics. An essential ingredient of research and development of the genomics industry is access to human biological material. A clear regulatory framework is required, consistent with national ethical principles. There is lack of clarity, legally and ethically, in relation to ownership (including derivative claims), consented and un-consented use, contracts, conflict of interest and benefit sharing in human biological material, including regenerative tissue. Clarification will facilitate ethical research and commercialisation. These issues will be analysed systematically with recommendations for Australia consistent with international standards.Read moreRead less
Facilitation and Regulation of Research and Development Involving Human Genetic Databanks. Australia's medical biotechnology research feeds into our biotechnology industries, with flow-on benefits for national health and prosperity. Realisation of these benefits is contingent upon community protection and public trust. An effective and appropriate regulatory regime is a foundation requirement. This project aims to shape a national regulatory framework for human genetic databanks that both facilitates research and maintains highest ethical standards. By examining the balance between facilitation and regulation, assessing existing law reform proposals, making recommendations for further reform, and placing this analysis in the international context, this project will significantly benefit the nation and the research community.
