India has emerged to be a key player in the 21st century global economy, with the fortunes of its agricultural sector central to its economic and social transformations. These issues have great relevance beyond India itself, and are of vital interest to Australia. India's prominent role in WTO agricultural negotiations means that its stance on market agriculture will shape the future global politics of food. Using case studies of strategic sites of market reforms, this project will analyse their social and economic outcomes, with the aim to generate an internationally significant assessment of the political economy of Indian agrarian reform.Read moreRead less

The Impact of Hiring and Firing Costs on Wages and Unemployment. Hiring and firing costs are a crucial part of intense debates over relationships between labour market flexibility, wages and unemployment. However, we have little information about their levels and structure. Hiring and firing costs are a crucial part of intense debates over relationships between labour market flexibility, wages and unemployment. However, we have little information about their levels and structure. Using a new theoretical model of the impact of hiring and firing costs, together with information from a large-scale survey of Australian firms, this project quantifies their impacts on wages and unemployment. Better information about these impacts will contribute to current policy on training, unfair dismissal laws, and regulation of overtime. Efficiency gains from better policy will be a major national benefit, together with improved prospects for unemployed Australians.Read moreRead less
Conceptualizing and Measuring Regional Endogenous Growth: A Collaborative International Comparative Investigation. Policy for regional economic development in Australia is placing more emphasis on facilitating regional self-help. For the first time this project will provide an actual measure of regional endogenous performance. It identifies those features of regional economies and local populations are most important in explaining differences in the performance of regions, and it shows how institutional arrangements and leadership can enhance or detract from regional development performance. This will help public agencies formulate better policies and mechanisms to help regions maximise their capacities to achieve enhanced endogenous growth. International comparative studies provide wider significance for policy formulation in regional development.Read moreRead less
Commodity booms and busts: Implications for the Australian economy. In 2007-08 the share of mining in Australia's Gross Domestic Product (GDP) was the highest for at least four decades and mining investment had more than doubled over the previous four years, now accounting for one-quarter of all private investment. In 2007-08 the share of mining in Australia's Gross Domestic Product (GDP) was the highest for at least four decades and mining investment had more than doubled over the previous four years, now accounting for one-quarter of all private investment. This, and accompanying surges in employment and economic growth, came courtesy of a spectacular surge in global mineral, energy and agricultural commodity prices. Controversy still surrounds the causes of the most recent and previous commodity booms and busts. The results from this proposed project would aid policy making and business decisions in commodity sectors, particularly with respect to the roles of supply-side constraints and the approval processes for new Australian resource development projects.Read moreRead less
House Prices in Australia: A Hedonic Analysis. House prices are an important input to monetary policy since they impact directly on inflation and may be a source of speculative bubbles. The Governor of the Reserve Bank, however, recently described housing as the ``weakest link in all the price data.'' This project will attempt to resolve this problem. The resulting indexes should be of considerable interest to the Reserve Bank, the media, home owners, the real estate industry, and enhance the reputation of Australian universities. They will also quantify the extent of the burden imposed on young people by rising house prices, and its consequent strain on society.Read moreRead less
