It is now widely acknowledged that ?failed states? can generate refugee flows and create havens for organised crime or terrorist groups, thus becoming a threat to neighbouring states. Asia/Pacific HIV/AIDS Database: Support for Regional Policy Research. HIV/AIDS is one of the greatest contemporary threats to global human security, and its rapid growth in parts of the Asia/Pacific region makes it a major concern for Australia.
