The end benefit to Australia will be an improvement in policy toward firms that cause accidents.Read moreRead less

We will equip water resource managers with a powerful and effective tool for the allocation of water resources between rural and urban sectors. The importance of this bridge cannot be understated. To date urban centres have endured stringent water restrictions to manage dwindling urban suppliers, while ignoring the potential benefits of purchasing water from the irrigated agriculture sector. Furthermore, rural communities have suffered hardship due to restricted agricultural production during times of drought. This research proposal represents an exciting solution to both problems and offers the tantalising prospect of water shortages in our capital cities and towns becoming distant memories.Read moreRead less

Sustainable development has implications for all facets of society and yet is in real danger of becoming a hollow catch cry. A significant reason for this is the lack of operational and standard indicators across a broad spectrum of economic, environmental and social realms. The major innovation of this work will be the incorporation of social choice theory based on revealed preferences into defining and measuring sustainable development in Australia and Southeast Asia. This project will benefit both state and national governments, as well as non government organisations, interested in sustainable development and future social welfare.Read moreRead less

Currently, policymakers require a much clearer understanding of the impacts of different carbon abatement policies. Mounting evidence on global warming is making this an increasingly urgent priority. The proposed project is specifically concerned with using state of the art economic modelling approaches to give the best advice possible to policymakers in crafting an environmentally sustainable set of economic policy instruments that can maintain our enviable standard of living well into the future. The findings of the project will be available before the new Kyoto negotiation round commences.Read moreRead less

The issue of climate change and policy responses is one of the most important questions facing the world today. This research develops a global framework for understanding the many complexities surrounding this issue, for undertaking projections of emissions, for evaluating alternative policy proposals and for developing new policies. In particular it will provide a framework for undertaking alternative scenarios about future economic growth and carbon emissions and attempt to quantify uncertainties. It will also focus on major developing countries such as China and India which will be critical in the future evolution of world economic activity and greenhouse emissions.Read moreRead less

The Economic Design Network will integrate research, communication, education, and policy development in the rapidly emerging discipline of Economic Design in complex systems.
Based on the core disciplines of Economic Theory and Experimental Economics, but with extensive links into other areas of economics and interdisciplinary policy, it is concerned with the design of institutions and policies when rational economic agents (individuals or firms) are embedded in complex biological, social or technological systems. Examples of such systems include the bioeconomic and biophysical systems of the Murray Darling Basin, telecommunication networks and the internet, power distribution grids and markets, health and insurance networks, and information networks (including systems of intellectual property). Economic design principles are fundamental to many current policy debates.Read moreRead less
The Future of Australian Mineral Exports. Australia is among the world's largest exporters of steelmaking raw materials, specifically iron ore, coking coal and manganese. Australia is among the world's largest exporters of steelmaking raw materials, specifically iron ore, coking coal and manganese. This project will develop an integrated econometric model of the global steel industry to forecast future trends in global steel production and the associated demand for raw materials. The results of this research will not only assist Australian mineral exporters in achieving better outcomes in annual pricing negotiations by improving market knowledge, but also help focus their longer term marketing strategies. The extensive global mine database to be assembled as part of the network flow component of this model will also allow Australian mineral exporters to assess their competitive position relative to foreign producers.Read moreRead less

Efforts to overcome the severe degradation of land resources supporting agriculture and human communities continue to be constrained by institutions and social norms. The knowledge needed for a transition to sustainable agricultural landscapes through institutional change is inadequate. A collaboration between specialists in economics, politics, sociology, ecology and soil science at the University of New England and graziers in an upper Murray-Darling subcatchment will analyse the transition to a common-property institution on this subcatchment. It will make a distinctively Australian contribution to international efforts to understand such transitions, and serve as a model for progress towards sustainability elsewhere in Australia.

Development of a Value of Life Framework to Assist Priority Setting Decision Making Across Sectors. The techniques used to evaluate life-saving interventions differ between health and other sectors. The techniques used to evaluate life-saving interventions differ between health and other sectors. In health cost-effectiveness or cost-utility anlaysis is common, avoiding specification of a value for life. In contrast the transport and environment sectors use cost-benefit analysis and value life in monetary terms. This duality of approaches has resulted in a lower implicit value of life in the health sector. The research will explore these differences and attempt to identify key attributes that influence how life is valued, to provide a framework for a single approach to the valuation of life, and the more efficient allocation of resources cross-sectorally.Read moreRead less
