This project aims to improve the legal regulation of predictive technologies for preventive counterterrorism measures. The project expects to generate new knowledge in counterterrorism law and policy using doctrinal, comparative, and empirical methods. In particular, the project collects data on the United Nations Security Council’s resolutions mandating collection, sharing, and use of predictive technologies to strengthen global counterterrorism, and examines how these resolutions influence security and human rights in Australia and its security partners. Expected outcomes include recommendations for improving the laws governing the use of predictive technologies and strengthening security, individuals’ human rights, and the rule of law.Read moreRead less

Conventional primers contain a mechanically-sensitive primary explosive that is used to detonate the more stable propellant in a bullet. This project aims to address the health and environmental impacts of heavy metals in current primers by replacing them with benign, electrically or optically activated silicon-based materials. Modern semiconductor fabrication techniques will be used to develop safe and clean primers through cost-effective doping and deposition protocols. The expected outcomes of the project include a sovereign primer manufacturing capability for Australia. This will provide a significant strategic advantage and health benefits for law enforcement and defence personnel during live fire training and firing range exercises.Read moreRead less
Indonesia's refugee policies: responsibility, security and regionalism. This project aims to analyse the formulation and implementation of Indonesia’s laws and policy on refugees and asylum seekers. This project aims to analyse the formulation and implementation of Indonesia’s laws and policy on refugees and asylum seekers. By utilising original empirical research the project aims to understand better the ‘Indonesian state’, its perceptions and responses to these issues nationally and regionally, and under the bilateral relationship with Australia. The project utilises concepts of responsibility, security and regionalism to generate new knowledge in the areas of refugee protection, human security and regionalism in Southeast Asia. Expected benefits are strengthened institutional collaboration with Indonesian academics and policy-makers and fresh thinking on responsible regional solutions for refugee protection.Read moreRead less

This project aims to address the security and scalability challenges that limit blockchain adoption. Existing blockchains do not scale and are vulnerable to attacks (e.g. with a total loss of over US$1 billion in 2019). This project expects to improve security by adaptively enforcing the currently broken security assumptions, and to improve scalability by designing blockchains with high concurrency via relaxed criteria on the ordering of transactions. The expected outcomes include foundations and practical solutions for self-adaptive, secure and scalable blockchains. The benefits of this would be improved confidence in and capacity for building blockchain applications, which have a predicted value of over US$3.1 trillion by 2030.Read moreRead less

This project aims to ensure everyone in Australia and the world can reliably utilise compatible and secure mobile apps on their smart devices, by inventing a novel approach to automatically fix compatibility and security issues during app development and installation. The project expects to generate new knowledge, tools and methods to support efficient mobile app fix through mining the best practices from the mobile ecosystem. Expected outcomes include better support for app developers to build mobile apps that will maximise the potential of the mobile ecosystem for Australian businesses. This should provide significant benefits, such as enhanced productivity for the software industry and better mobile app experience and safety for users.Read moreRead less

This project aims to evaluate and validate broad capabilities of advanced chemical profiling using benchtop and portable gas chromatography–mass spectrometry for forensic applications. Establishing guidelines for sampling various matrices, key performance measures, and improving chemical and residue identification for drug profiling in clandestine laboratories and public venues, chemical warfare agents, and chemical toxins is expected. Anticipated outcomes for project partners in defence and policing include detailed knowledge of sample and residue composition and on-site assessment of chemical risks with immediate feedback. Benefits should include improved community and security services safety by enhanced detection of harmful substances.Read moreRead less

This project aims to develop innovative models/algorithms to manage Internet of Things (IoT) data safely and reliably. This project expects to generate new knowledge in the area of classified information governance using innovative data collection, transmission and analysis techniques that overcome the security concerns in large-scale collaborative sensing. Expected outcomes include novel abstract interfaces for IoT, adaptive trust and integrity preserving methods, and reliable distributed data processing mechanisms to mitigate vulnerabilities in real-time IoT-enabled critical surveillance. This should provide significant benefits to Australia's economy, one of which is the enhanced consumer-centric adoption of IoT for sensitive operations.Read moreRead less

This project investigates sensing, localisation and communication strategies to improve the performance of modern tactical radio networks. Such networks face all of the well-known design challenges of mobile ad-hoc networks (MANETs) but with added complication of a contested and adversarial operating environment. By exploiting the power of radio nodes to sense the radio spectrum, as well as to communicate over it, a distributed network of nodes can create a detailed picture of the surrounding radio-frequency (RF) environment: the nodes can work together to map the “RF weather”. In this project we will design advanced sensing and localisation methods to accurately map the RF spectrum, and then exploit this map in communication system design.Read moreRead less
Transforming tobacco policy to deliver societal benefits. This project aims to develop new regulatory options for tobacco to minimise the legal market while avoiding the adverse societal and economic impacts of transferring consumer demand to illegal tobacco products. This project aims to develop new regulatory options for tobacco to minimise the legal market while avoiding the adverse societal and economic impacts of transferring consumer demand to illegal tobacco products. It addresses a significant current concern about a growing illegal tobacco market and seeks to improve understanding of the impact of tobacco control policies on the illegal market, and the societal impacts. The project also seeks to draw insights from illicit drug policy to understand potential consequences of greater restrictions on the legal tobacco market. The expected outcomes include an enhanced monitoring system for illicit tobacco and policy recommendations to achieve government goals of reducing smoking rates.Read moreRead less
