The project seeks to explain the interaction between policies that affect human capital investment and the consequences of that investment for economic growth. Specifically it aims to incorporate recent developments in the theory of economic growth, and in particular a schooling sector that produces human capital, into a multi-country and multi sector model. This will overcome limitations of the current state of growth theory, associated with the high level of aggregation used in growth models - such as the effects of sector specific research subsidies research, and the effects of education subsidies on the growth of human capital specific sectors.

Impact of Developmentally-based Qualitative Assessment Practices in English, Mathematics, and Science on School Policies, Classroom Instruction, and Teacher Knowledge. This project aims to investigate and analyse issues concerning qualitative assessment techniques that measure students? understandings in English, Mathematics and Science, Years 7 to 10, in Government Schools in NSW. The significance lies in the advice that will be provided to school systems, subject departments and teachers on how assessment information can improve the learning environment for students. Expected outcomes include details on how to utilise qualitative and quantitative assessment practices; detailed longitudinal analyses of teacher growth and perceptions as a result of using theoretically-based assessment practices within the social context of NSW classrooms.

Demands on levels of content and technical knowledge are accelerating from many employment sectors in Australia and elsewhere. In addition, there is an increasing need to apply knowledge to complex problems in innovative and flexible ways and in authentic settings not readily simulable in traditional schooling. The proposed project addresses fundamental questions about epistemology, curriculum, and everyday classroom practice. It offers novel and evidence-based approaches to the building of discipline-based knowledge, and thus has powerful implications for the revitalising of Australian education to meet the urgent requirements of new economic, technological, and cultural times put pressures on education.

Enhancing the ability of schools to respond to students with diverse needs has been shown to reduce student disengagement and early leaving. This research will identify ways to achieve this important goal, while reducing incentives for schools to label and segregate students who experience difficulty in schools and with learning. This will have long term benefits not only for individual students, but for communities and for the nation as a whole. The project will contribute to the Commonwealth government's national agenda linking positive educational outcomes to successful employment, broader economic participation, and enhanced social inclusion.

There is little large-scale Australian and international research assessing the effects of boarding school on academic and non-academic outcomes. In partnership with the Australian Boarding Schools Association and schools overseas, this Project examines the effects of boarding school over and above other factors that might explain student outcomes. Through concurrent assessment of day students in the same schools, the study informs academic and non-academic development for all students. Findings will assist policy, pedagogy, and pastoral care directed at enhancing academic and non-academic pathways and centrally position Australia as a leading nation in boarding school research - and potentially, youth-based residential care more generally.

Changing schools in changing times: Stabilising and sustaining whole school change in schools serving low-income communties. This project addresses an enduring issue in educational research: how to achieve whole school change (WSC) to support improved student learning in communities experiencing significant social dislocation, educational disadvantage and student disengagement from learning. It tackles the industry partner's policy commitment to delivering substantive equity outcomes by researching a sustainable approach to WSC. We will work collaboratively with four schools to utilise a new technology of WSC that conceptualises the work of classroom teachers and school administrators as primarily pedagogical in nature. The findings will provide theoretical and practical insights on effective schooling in low income communities throughout Australia.

This research will produce new knowledge, strategies, models and recommendations that will help to keep early career teachers in the profession in regional, rural and remote areas. In doing so it will address the problem of teacher shortage that is currently threatening the nation's educational, economic and social outcomes. The research outcomes will have particular credibility at the national level because they will be the result of dialogue and collaboration across three universities and six industry partners who are the key stakeholders in teacher employment in two states. In addition, the collaborative approach will facilitate implementation of recommendations at the local, state and national levels.

It will produce a comprehensive national picture of the dynamics (personal and institutional) underlying the movement of teachers into and out of Australia, with a focus on regional and rural areas as well as the cities. It will result in a refining of Australia's policies and procedures in order to better attract and retain immigrant teachers and to regain emigrant teachers.

Disciplinarity, knowledge and schooling: Analysing and improving integrated, cumulative learning in classrooms. For Australia to enhance its educational and professional standing, it needs growing levels of intellectual expertise and flexibility among school graduates, who now operate in workplaces that are rapidly evolving intellectually and technologically. This project will contribute to research, debate, and practice, by focusing on sustained integrated knowledge-building, but it also aims to offer practitioners and authorities an enhanced, locally-grown evidence for educational decisions, practice, and policy. While the motivations for the project are theoretical, professional, and methodological, they arise from a recognition of the economic and cultural importance of intellectually strong citizens in an increasingly demanding global setting.

Systemic Implications of Pedagogy and Achievement in NSW Public Schools. The NSW Department of Education and Training, in consultation with the Chief Investigators, recently developed an innovative model of pedagogy, as part of a major effort to raise the standard of teaching practice in NSW government schools. This project is designed to provide vital information for the Department, by examining the relationships between professional development, pedagogy, and student outcomes, and to make significant contributions to educational research on these central educational phenomena. Combining research with the resources of the NSW DET in a large longitudinal study, the project can make a major impact on schooling, school reform and educational research.
