Creating Collaborative Advantage through Better Network Governance: A Comparative Study of New Institutions and Instruments. By harnessing the embedded resources of different government and service delivery organisations operating at community level, and by removing costly boundary problems between them, governments can address the needs of citizens in a more wholistic and flexible manner. But to do this in a coherent way it is necessary to develop new institutional rules and organisational processes to allow agencies to collaborate without fear of reduced accountability or syphoning of public funds. The project will examine the structures and processes used in a selection of leading international cases in order to improve Australia's performance in gaining a collaborative advantage for citizens and agencies.

The People's Police? Victoria Police Recruitment and Retention: Policy and Practice for a Culturally and Linguistically Diverse Society. This project will develop evidence-based policies and procedures for the recruitment and retention of culturally and linguistically diverse (CALD) community members to Victoria Police. Based on the theory that a representative police force will better meet the needs and priorities of the communities it serves and draws its resources from, it is no longer acceptable for organisations to deliver standardised services to a culturally and linguistically diverse community without regard for that diversity. The outcome will be the development and implementation of a recruitment policy, which will lead to the development of a multi-cultural police force that reflects the community it serves.

New Police Management - From Command and Control to Collaborative Governance: An assessment of organisational change at Victoria Police. Changes in governance will be assessed and refined in order to assist Victoria Police to become more proactive and collaborative in achieving its strategic aims of intelligent, confident, community and partnership policing and thereby to make a difference to community safety over the next five years. Proactive collaboration at all levels will help Victoria Police to protect communities from terrorism and crime in contemporary conditions and will assist in the safeguarding of Australia. More generally, the results of the project will assist the accumulation of research-based evidence to inform policy making based on the claimed benefits of decentralisation in police forces around the world.
