Community safety is at the forefront of policing policy and procedure. As gatekeepers to the criminal justice (and to a lesser extent the mental health) systems, the police play a pivotal role in promoting and maintaining the health, safety and wellbeing of the community. This programme of research will provide much needed quality information and empirical evidence about the current practices, policies, and procedures for dealing with the mentally ill who come into contact with the police. In a broader sense the research will have dramatic, wide-reaching practical outputs for all of Australia, and help contribute to increased levels of community safety and reduced levels of victimisation of some of the most vulnerable in our society.Read moreRead less
Understanding the relationship between child maltreatment and language competence: An evidential interviewing perspective. This research aims to develop the first comprehensive and controlled examination of the oral language profiles of maltreated children and how these impact performance in an investigative interview paradigm. This examination is essential for developing strategies for improving the elicitation of evidence from child abuse witnesses. By improving child witness evidence, this research will improve the prosecution and conviction rates of child abuse offences, which will have a deterrent effect on potential offenders. Finally, this research will reduce the stress of witnesses involved in the legal process and provide better screening of children in need of specialised language intervention.Read moreRead less

Counter-terrorism policing will be investigated by focusing on the impact of counter terrorism measures on the police, community, media and legislative/policy framework. An interdisciplinary approach is taken to the first ever examination of how counter terrorism is changing both the policing function and linguistically and culturally diverse communities. It will produce a counter-terrorism policing model that challenges traditional paramilitary responses to terrorism that centrally locates diverse communities/policing relationships at the heart of the counter-terrorism policing effort. With cross jurisdictional application, the qualitative and quantitative data, will inform a broad scholarship with wide ranging policy implications at both the state and federal level.Read moreRead less
Adult Sexual Assault: An evidence-based policy, practice and advocacy model for Victoria Police. Sexual violence causes long term health and economic costs. One Australian study estimates the fiscal cost to victims and the community as 230m dollars per year. The trauma of the assault is often compounded by police investigative processes that victims find alienating and demeaning. Eliminating significant barriers to police reporting and creating a more just criminal response is essential. The aim of this project is to develop a collaborative research network using P2P technology to allow research across multiple disciplines for an open exchange of information. Current P2P technology only supports general information sharing. This research will investigate how to use P2P technology to incorporate digital rights management and network authentication, and to facilitate existing open access initiatives, traditional scholarly publishing models and emerging research practices. The collaborations between IT and legal industry will be established and expanded significantly in the scope of e-research for sharing legal resources. A P2P prototype will be developed to facilitate legal users and applications.Read moreRead less

Since the implementation of random saliva tests for illicit substances in Victoria, 1 in 48 drivers intercepted have tested positive to the presence of methamphetamine. Because amphetamines have been reported to increase road crash risk, this finding highlights a significant road traffic problem. The proposed research will provide information on the most accurate saliva drug test to detect the presence of methamphetamine and MDMA in drivers, and will also provide data on the appropriate amphetamine cut-off level that relates to driving impairment. Accurate drug detection measures will result in better detection of drivers impaired by amphetamines, and in turn deter drivers from driving after consuming amphetamines.

The aim of the proposed study is to devise a principled model for regulating the performance of mass DNA screenings by Australian police. A ?mass DNA screening? is a public appeal by criminal investigators for bodily samples in order to test whether donors can be linked to a particular unsolved crime. Recent law reform inquires have recognised that the various legal regimes governing mass DNA screenings are inadequate in many respects. The study will develop a new regulatory framework suitable for implementation in all Australian jurisdictions through a principled consideration of laws and recent practice in Australian and comparative jurisdictions.Read moreRead less

Family violence is a serious threat to the health and well-being of women, children and some men, costing the economy an estimated $8.1 billion annually. This research will address national 'hot' issues, including: the effectiveness of removing perpetrators and keeping children and women in their homes; whether the early referral of children to community services impacts on the statutory child protection system; the integration of criminal and civil justice responses; and the effectiveness of multi-disciplinary governance arrangements in metropolitan and rural regions. The research will provide continuous feedback to policy makers and practitioners, and will establish Australia as a world leader in delivering family safety.Read moreRead less
Improving the competency of police officers in conducting investigative interviews of children. The current research program aims to identify factors that promote and sustain competent police interviewing of children. Although 'best-practice' guidelines in investigative interviewing have been developed, these guidelines are under-utilised by police officers in practice. Research is therefore needed to identify barriers to the implementation of these 'best-practice' guidelines and to test interventions designed to improve their uptake. The expected outcome of this project is the development of interventions that will improve the quality of police training in investigative interviewing. This will increase the quality of evidence obtained from children, especially those who are victims of child abuse.Read moreRead less
